On the afternoon of June 18, at the Government headquarters, Prime Minister Pham Minh Chinh chaired and directed the National Conference on preparations for the 2025 High School Graduation Exam, with the requirement to promote the highest sense of responsibility, create the most favorable conditions for candidates and invigilators so that the exam is successful, truly a "festival".
The conference was connected online to 402 local points, with 6,690 delegates attending. Also attending were Minister of Education and Training Nguyen Kim Son, leaders of ministries, central agencies, secretaries and chairmen of provinces and centrally run cities.

In his concluding remarks, Prime Minister Pham Minh Chinh welcomed and highly appreciated the Ministry of Education and Training, ministries, agencies and localities for preparing reports and giving dedicated, responsible and practical opinions; assigned the Ministry of Education and Training and the Government Office to seriously absorb opinions to complete and soon submit for promulgation the Prime Minister's Conclusion Notice at the Conference.
The Prime Minister stated that training quality human resources is one of the three strategic breakthroughs, so we must pay comprehensive attention to the education and training sector, develop a modern, civilized, humane, high-quality education sector, contributing to improving people's knowledge, training high-quality human resources and nurturing talents.
Special context of the 2025 exam
Emphasizing some key contents, the Prime Minister stated that, regarding innovation in organizing high school graduation exams, Resolution 29/NQ-TW of the Central Committee on fundamental and comprehensive innovation in education and training requires: "Innovating the method of high school graduation exams and recognition in the direction of reducing pressure and costs for society while still ensuring reliability, honesty, and correct assessment of students' abilities, as a basis for vocational education and university education enrollment".
The annual high school graduation exam has three important meanings: To consider high school graduation after 12 years of study; to serve as a reliable basis for universities and colleges to use exam results as a method of admission; to serve as a basis for assessing the quality of general education nationwide, to serve state management and to build education and training policies that are close to the actual situation and on that basis to continue to innovate teaching and learning methods at the high school level.

Since 2015, the national high school exam has been implemented according to a roadmap with adjustments each year, making the exam organization more streamlined, in which candidates do not have to take many exams as before (including: High school graduation exam, 2 university entrance exams and 1 college entrance exam within a period of more than 1 month).
The Prime Minister affirmed that this is a correct innovation policy for the organization of high school graduation exams, helping to reduce pressure and costs for families, students and society while still ensuring reliability, honesty and correct assessment of students' abilities.
The 2025 high school graduation exam takes place in a special context when the whole country focuses on arranging provincial administrative units, not organizing at the district level; right before June 30 when the whole country simultaneously announces the system of organizational apparatus and administrative units, putting into operation at the provincial and communal levels simultaneously from July 1, 2025. Therefore, we organize the exam with 3-level local authorities but grade and announce the results with 2-level local authorities.
The total number of candidates in 2025 is more than 1.16 million people, an increase of nearly 100,000 candidates compared to 2024, organized for both students studying under the 2018 General Education Program and the 2006 General Education Program from previous years.
The Prime Minister stated that this requires close and harmonious coordination between the education and training sector with all levels, sectors, and localities, and the participation of the entire political system to ensure that the exam is serious, fair, effective, practical, and organized smoothly, without leaving any vacancies, without overlapping, and without affecting the quality of the exam, candidates, families, and society. At the same time, it is necessary to innovate the exam in terms of content, scale, form, and improve its quality.
Directing decisively, closely, early, from afar
Regarding the leadership and direction of exam preparation in the past time, the Government, the Prime Minister, and the Deputy Prime Minister in charge of the field have given many drastic and close instructions, early and from afar, for the preparation and organization of the 2025 High School Graduation Exam.
Organizing high school graduation exams has always been identified as a key task and is regularly directed at Government meetings.
Important directive documents were issued early: Directive No. 37/CT-TTg dated October 7, 2024 on strengthening the direction, coordination, and organization of high school graduation exams and university and vocational education admissions in 2025; Official Dispatch No. 58/CD-TTg dated May 8, 2025 and Official Dispatch No. 61/CD-TTg dated May 10, 2025 on organizing high school graduation exams and general education admissions in 2025.
Deputy Prime Minister Le Thanh Long directly met with leaders of the Ministry of Education and Training, the Ministry of Public Security, the Ministry of Health, and the Government Inspectorate on preparations for the high school graduation exam; and plans to directly inspect the exam preparation work in a number of localities.
The Ministry of Education and Training has proactively and actively researched and surveyed nationwide and announced the exam plan from the end of 2024 and the beginning of 2025, with many fundamental innovations.
Specifically, the reference questions for the 2025 High School Graduation Exam will be announced from October 18, 2024 (6 months earlier than every year). The National Steering Committee for the 2025 High School Graduation Exam will be established with the participation of the Ministry of Public Security, the Government Cipher Committee, the Central Propaganda and Education Committee, and the Ministry of Health.
Along with that, increase the rate of using process assessment scores in graduation recognition from 30% to 50%. Adjust the assessment method in test making and grading, shifting from mainly assessing based on acquired knowledge to assessing based on the learner's capacity and qualities.
"This is not simply a change in the scoring formula but a strategic shift in assessing the quality of education for students: Assessment through the entire learning process of "real learning - real testing - real assessment - real quality", serious teaching, serious learning, serious assessment", the Prime Minister said.

Implementing the direction of the Government and the Prime Minister, localities have actively prepared for the exam, proactively mobilized maximum social resources, local resources, and developed plans suitable to the specific conditions of each region.
100% of localities have established provincial exam steering committees. 100% of localities have developed detailed and specific plans to organize the exam; issued documents guiding implementation; and coordinated documents with relevant departments, branches and agencies. 100% of localities have established and organized inspection teams for exam preparation and exam organization.
The Head of Government affirmed that, drawing on experience from previous years, the proactive, active, early, methodical, scientific, and realistic preparation work mentioned above demonstrated the high determination, great efforts, and drastic actions of the entire political system, relevant agencies, especially the entire education sector and localities, towards organizing a safe, serious, effective, and practical high school graduation exam.
However, the Prime Minister noted that the organization of the exam in previous years always had unexpected and sudden factors that required preparation to respond; especially preventing negativity in all stages of the exam and hoping that this year there would be no negativity in any stage with the spirit of impartiality, transparency and responsibility of the relevant subjects.
Moving towards organizing high school graduation exams on computers
Regarding the viewpoint on organizing the 2025 High School Graduation Exam, the Prime Minister pointed out the general viewpoint: "Taking candidates as the center and subject - Teachers as the driving force - School as the support - Family as the fulcrum - Society as the foundation".
Organizing the high school graduation exam is a festival for the whole people, the whole society, the country, each family, each candidate; creating the most favorable conditions for each candidate to demonstrate their real abilities in the best possible conditions; honestly and objectively reflecting the quality of teaching and learning.
The Prime Minister emphasized the spirit of "3 guarantees": Absolutely ensuring safety, health, honesty, and objectivity in all stages of the exam; ensuring clear responsibilities of relevant agencies in organizing and implementing, leaving no gaps and absolutely not loosening management in the context of organizational restructuring; ensuring the most favorable conditions for candidates taking the exam, from facilities, human resources, healthcare, security, safety, travel support plans to timely and complete information for candidates and parents, not allowing any candidate to be unable to take the exam for subjective reasons.
Regarding the assignment of specific tasks and jobs, the Prime Minister emphasized the spirit of 6 clear: "Clear people, clear work, clear responsibility, clear authority, clear time, clear results"; "close leadership and direction, thorough organization and implementation, strict and objective inspection", creating the most favorable conditions for candidates, families and educational institutions.
The Prime Minister requested the Ministry of Education and Training to continue reviewing and promptly issuing detailed directives and instructions; at the same time, fully, clearly and promptly respond to feedback from ministries, agencies and localities throughout the exam period.
Closely monitor, proactively grasp the situation, actively guide and coordinate with ministries, branches and localities to promptly and effectively handle related issues arising before, during and after the exam.
Ensure quality exam questions, closely follow the general education program, have appropriate differentiation levels, especially this year's exam is organized for both students studying under the 2018 General Education Program and the 2006 General Education Program.
The work of transporting and printing exam papers in large quantities to all provinces and cities must ensure absolute safety and accuracy, without any negligence or incidents.
Do a good job of providing accurate, complete, objective and timely information and communication so that parents, students and people can clearly understand and create social consensus in organizing the exam.
Strengthen the strong application of information technology and digital transformation in all stages of the exam to ensure smoothness, accuracy, transparency and safety.
In particular, the Prime Minister requested that after the exam, the Ministry of Education and Training should continue to research and soon have a roadmap and specific plan to build a large enough test bank, ensure quality, and closely follow the general education program; develop a project to prepare the necessary conditions to pilot the organization of computer-based exams in some localities from 2027, and move towards organizing the high school graduation exam on computers as soon as possible.
Actively coordinate closely with the Ministry of Public Security to train and guide localities in implementing solutions to prevent and combat negativity, especially the use of high-tech equipment and artificial intelligence (AI) to cheat in exams.
With regard to the People's Committees of provinces and centrally run cities, in the spirit of decentralization and greater flexibility for localities in organizing the exam, the Prime Minister requested that the Chairmen of the People's Committees of provinces and centrally run cities take responsibility for directing all activities of preparing and organizing the exam in the locality, paying attention to a number of contents.
Accordingly, direct People's Committees at all levels, departments, branches, sectors, unions and relevant organizations and individuals of the locality to closely and effectively coordinate with the local education sector.
Ensure adequate conditions for human resources, material resources and facilities: Proactively develop plans and fully prepare necessary conditions for organizing the exam, including exam locations, exam rooms, equipment, invigilators, examiners, medical staff, necessary conditions and security and safety for the exam.
Ensure absolute safety and honesty during the organization of the exam; have backup plans for all unusual situations, and do not let any stage of the exam occur without strict management and supervision and without someone taking responsibility.
Review and inspect all stages and steps in the organization of the exam, especially the assignment of responsibilities to participating organizations and individuals; pay attention to ensure that the operations of relevant agencies and units in organizing the exam are not affected.
Following the Government's direction, the Ministry of Finance has provided specific guidance on funding. Localities, depending on their conditions, can provide additional support in the spirit of maximum support for candidates in terms of food, accommodation, travel, and exams, especially in remote areas, border areas, islands, students in difficult circumstances, and students facing sudden and unexpected situations...

Regarding a number of relevant ministries and agencies, the Prime Minister requested the Ministry of Public Security to direct professional units to coordinate with the education sector to ensure absolute security and safety for the exam; strengthen the work of grasping the situation, preventing, detecting and handling violations of the law related to the exam; ensure fire safety, traffic safety, etc.
The Ministry of Health develops a plan and provides specific instructions on environmental sanitation, food safety, and prepares human resources, supplies, and medical equipment to serve the examination and treatment of students, staff, and teachers during the exam period.
The Ministry of Culture, Sports and Tourism closely coordinates with the Central Propaganda and Mass Mobilization Commission and the Ministry of Education and Training to direct media and press agencies to effectively carry out communication work with the spirit of providing correct, complete, objective and timely information to parents, students and the whole society, creating good public opinion in society.
The Government Inspectorate closely coordinates with the Ministry of Education and Training to provide specific direction and guidance to localities and relevant agencies on inspection work to ensure compliance with regulations.
The Prime Minister requested the Central Committee of the Ho Chi Minh Communist Youth Union, the Vietnam Women's Union, and the Vietnam Veterans Association to direct all levels of the union to participate in supporting candidates, their families, and ensuring order and safety during the exam.
For schools, teachers and families, the Prime Minister suggested that "teachers are the driving force, schools are the support" and should proactively adapt to the 2018 General Education Program and the new exam plan, focusing on training students' application skills, critical thinking and reasoning ability. Families play a supporting role and need to closely coordinate with schools and teachers to create the best learning and psychological environment for students, avoiding the mentality of rote learning, biased learning and overloaded learning.
To the students, the Prime Minister affirmed that the Government, ministries, branches, localities, the entire political system and the whole society always accompany and create the best conditions for them to enter the exam with confidence, autonomy, self-reliance, and peace of mind to demonstrate their abilities.

Organizing the 2025 High School Graduation Exam is an important task not only for the education sector but also for the whole society, the country, the whole people, families, and candidates - the future owners of the country.
