On the morning of January 6, at the Government Office, Prime Minister Pham Minh Chinh received Mr. Amandeep Singh Gill, United Nations Under-Secretary-General for Digital and Emerging Technology and Special Envoy of the United Nations Secretary-General for Technology, who is visiting and working in Vietnam.

Welcoming Mr. Amandeep Singh Gill to Vietnam, Prime Minister Pham Minh Chinh said that his presence is a clear demonstration of the United Nations' commitment to promoting international cooperation in technology, especially in areas such as artificial intelligence (AI), digital transformation and innovation. These are areas of strategic significance to the development of each country, contributing to shaping the future of all humanity.

The Prime Minister affirmed that as a responsible member of the international community, Vietnam always attaches importance to the role of the United Nations and values ​​such as multilateralism, peace , and sustainable development.

At the same time, the Prime Minister appreciated the United Nations' increasingly leading role in maintaining peace, security and promoting sustainable development, including in the fields of science, technology and digital transformation, including the personal role of Mr. Amandeep Singh Gill in promoting the Global Digital Document recently adopted at the Future Summit.

The Prime Minister said that Vietnam has identified science, technology and innovation as objective requirements, strategic choices and top priorities. The fields of digital transformation, big data, the Internet of Things, cloud computing, quantum technology, semiconductors, clean energy, new materials, etc. are new driving forces for national development; striving to achieve an 8% growth rate in 2025 and double-digit growth in the following years to help Vietnam achieve its goal of becoming a modern industrial country by 2030 and a high-income country by 2045.

Vietnam has approved and issued a number of programs and strategies such as the National Digital Transformation Program to 2025, with a vision to 2030; National Strategy on research, development and application of artificial intelligence to 2030.

Most recently, on December 22, 2024, the Politburo of the Communist Party of Vietnam issued Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and digital transformation, establishing the Central Steering Committee on science, technology, innovation and national digital transformation, with the General Secretary as Head of the Steering Committee and the Prime Minister as Deputy Head of the Steering Committee.

Thanking Prime Minister Pham Minh Chinh for taking the time to meet him, Mr. Amandeep Singh Gill congratulated and appreciated Vietnam's growing role in developing science and technology, innovation, including in the field of AI.

Informing that his working visit to Vietnam this time aims to implement the results of the UN Secretary-General's visit to Vietnam in 2022, as well as the meeting between the UN Secretary-General and General Secretary and President To Lam at the recent Future Summit, Mr. Amandeep Singh Gill said that digital technology is a great opportunity for each country to make a leap forward, of which Vietnam is a typical country.

The United Nations is making efforts to promote cooperation and strengthen solidarity in technological development; focusing on implementation, governance, international cooperation on AI, emphasizing the role of the United Nations in shaping the future of AI and equality of opportunity for all in this field.

The United Nations promotes the implementation of the Global Digital Compact to provide a comprehensive framework for global governance of digital technology and AI, in particular promoting the organization of an AI Governance Policy Forum to unify a common approach, share experiences, learn from each other and connect globally to accelerate progress, enhance capacity, and share the benefits that AI brings.

Assessing Vietnam as a country in the process of becoming a superpower, the United Nations hopes that Vietnam will actively participate in these processes of the United Nations; in which it hopes that Vietnamese technology enterprises will not only participate and bring benefits to the socio-economic development process in the country but also participate in solving global issues, especially in developing countries, promoting South-South cooperation (a form of cooperation that effectively promotes development through learning and sharing experiences, practices, and technology among developing countries (UNDP)...

Expressing thanks, greetings, and New Year 2025 greetings and inviting UN Secretary-General António Guterres to soon visit Vietnam, Prime Minister Pham Minh Chinh agreed with the UN Deputy Secretary-General's opinion and supported the UN's initiatives.

The Prime Minister affirmed that Vietnam is ready to host or co-organize international events to promote understanding and multilateral cooperation in the fields of technology and artificial intelligence, including hosting the AI ​​Governance Policy Forum.

Informing that in recent times, Vietnam and the United Nations representatives and UN organizations in Vietnam have had close and effective cooperation, the Prime Minister proposed that the United Nations continue to support Vietnam in building a legal framework and international standards on technology management; promoting technology transfer; supporting Vietnam financially, training human resources, and management science in the field of technology, especially in AI.../.
