The Prime Minister requested the Ministry of Education and Training to issue exam questions that ensure quality, have appropriate levels of differentiation, and are absolutely safe and accurate.

The Government Office has just issued a document announcing the conclusion of Prime Minister Pham Minh Chinh at the national online conference on preparations for the 2025 high school graduation exam.

Accordingly, the Prime Minister requested the Ministry of Education and Training to ensure quality exam questions, closely following the generaleducation program, with appropriate differentiation levels, especially since this year's exam is organized for both students studying under the 2018 General Education Program and the 2006 General Education Program.

The exam must accurately reflect the core, basic knowledge of the two programs. Absolutely ensure safety and accuracy, and avoid any negligence, incidents, or negative incidents in the transportation, printing, and management of the exam.

The Prime Minister also assigned the Ministry of Education and Training to research and soon have a roadmap and specific plan to build a large enough test bank, ensuring quality, closely following the general education program; develop a project to prepare necessary conditions to pilot computer-based exams in some localities from 2027, moving towards organizing computer-based exams as soon as possible.

Do not leave any part of the exam without someone in charge.

The Prime Minister assigned the Ministry of Education and Training to proactively coordinate closely with the Ministry of Public Security to train and guide localities in implementing solutions to prevent and combat negativity, especially the use of high-tech equipment and artificial intelligence (AI) to cheat in exams.

Provincial People's Committees are responsible for directing all activities of preparing and organizing the exam locally, noting a number of contents: proactively developing plans and fully preparing necessary conditions for organizing the exam, including exam locations, exam rooms, equipment, invigilators, examiners, medical staff, necessary conditions and security and safety for the exam.

In the context of restructuring the province and administrative apparatus, the Prime Minister requested localities to: "Ensure absolute safety and honesty during the organization of the exam; have backup plans for all unusual situations, not allowing any stage of the exam to occur without strict management and supervision and without someone taking responsibility".

Review and inspect all stages and steps in the organization of the exam, especially the assignment of responsibilities to participating organizations and individuals; pay attention to ensure that the operations of relevant agencies and units in organizing the exam are not affected.

The Central Committee of the Ho Chi Minh Communist Youth Union directs and participates in supporting candidates, their families, and ensuring order and safety during the exam; especially organizing effective and practical support for the exam.

This year's high school graduation exam will take place from June 25 to 28. On the afternoon of June 25, candidates will go to the exam site to complete exam registration procedures; on June 26 to 27, candidates will take the exam; and June 28 is the reserve time.

From 2025, when the first batch of students studying under the 2018 General Education Program graduate, the high school exam will have an important shift, focusing on assessing capacity and qualities instead of just testing knowledge.

The exam consists of 4 subjects: math, literature (compulsory) and 2 elective subjects in subjects such as foreign languages, physics, chemistry, biology, information technology, technology, history, geography, economic education - law.

Graduation score is calculated from 50% of 3-year high school transcript, requiring students to study regularly and continuously from grade 10.
