Prime Minister Pham Minh Chinh meets with President of the National Assembly of the Republic of Cuba

On October 1, at the Government Office, Prime Minister Pham Minh Chinh met with President of the National Assembly of the Republic of Cuba Esteban Lazo Hernández, who is visiting Vietnam and co-chairing the second meeting of the Vietnam-Cuba Inter-Parliamentary Committee.

Prime Minister Pham Minh Chinh warmly welcomed National Assembly Chairman Esteban Lazo Hernández to return to Vietnam on the occasion of the 65th anniversary of the establishment of Vietnam-Cuba diplomatic relations, demonstrating the brotherly and comradely sentiments and valuable solidarity and support of the Cuban Party, State and people for the Vietnamese people.

The Prime Minister expressed his pleasure and appreciation for the positive results achieved at the talks between the President of the Cuban National Assembly and the President of the Vietnamese National Assembly , Tran Thanh Man , and the second session of the Vietnam-Cuba Inter-Parliamentary Cooperation Committee; emphasized that Vietnam always closely monitors the situation in Cuba; shares the difficulties and challenges Cuba is facing; and firmly believes that under the wise leadership of the Communist Party of Cuba, the fraternal country of Cuba will continue to firmly protect the achievements of the Revolution and achieve new victories in the cause of national construction and development.

National Assembly President Esteban Lazo Hernández expressed his joy at leading a high-ranking delegation of the Cuban Party and State to return to visit Vietnam and meet Prime Minister Pham Minh Chinh again; shared his feelings after each visit to Vietnam and expressed his joy at Vietnam's achievements in economic, social and foreign affairs development in recent times; affirmed that the results and victories of the Vietnamese people have always been a great source of encouragement and motivation for the revolutionary cause of the Cuban people.

Comrade Esteban Lazo Hernández affirmed that Cuba always attaches importance to the special friendship with Vietnam, considering cooperation with Vietnam to be of strategic significance in the context of the current socio-economic and world situation with many challenges and difficulties for Cuba.

The President of the Cuban National Assembly expressed his gratitude for the solidarity, support and timely and effective assistance that the Party, State and people of Vietnam have always given to Cuba, especially in supporting the stable supply of food and the development of food production in Cuba.

The President of the Cuban National Assembly gave an overview of the recent situation in Cuba and the difficulties and challenges Cuba is facing; the policies and solutions that the Cuban Party and State are implementing to stabilize and develop the socio-economy and improve the lives of the people. The President of the Cuban National Assembly expressed his wish to continue exchanging with Vietnam the experiences and lessons learned in the development process of each country, especially the renovation process in Vietnam and the strategic development policies and guidelines that the Vietnamese Party and State are implementing.

Prime Minister Pham Minh Chinh reaffirmed Vietnam's consistent policy in consolidating and developing the special brotherly relationship, loyal solidarity, traditional friendship and comprehensive cooperation between Vietnam and Cuba; and wished to work with the Party, State, Government and people of Cuba to preserve, cultivate and promote the exemplary relationship that has been cultivated by many generations of leaders of the two countries.

The Prime Minister also shared Vietnam's lessons on innovation in thinking and methods in the process of economic development, breaking the embargo, opening up and integrating internationally; affirming the need to promote all resources for development, especially the role of the private economic sector as an important driving force for the development of the Vietnamese economy.

The two leaders appreciated the ministries, branches and agencies of the two countries for actively implementing the results of the visits to Cuba by General Secretary To Lam (September 2024) and the visit to Vietnam by First Secretary and President of Cuba Miguel Diaz-Canel (September 2025), especially in important strategic cooperation areas that the two countries' senior leaders are very interested in, including agriculture, solar energy and biotechnology and pharmaceuticals.

In that spirit, Prime Minister Pham Minh Chinh affirmed that the Vietnamese Government will continue to implement measures to support Cuba in a practical and specific manner, especially agricultural projects following the business model to support food security in Cuba, as well as other important fields of energy and biotechnology.

The Prime Minister suggested that the two sides closely coordinate to implement agreements between the two countries' high-ranking leaders in recent times and those signed during this visit, improve the effectiveness of cooperation mechanisms between the two countries through the Party, State, Government, National Assembly channels and between ministries and local sectors; and continue to coordinate and support each other at multilateral forums.

The two leaders also agreed to continue coordinating the implementation of activities to celebrate the 65th anniversary of the establishment of diplomatic relations, "Vietnam - Cuba Friendship Year" (December 2, 1960 - December 2, 2025); create favorable conditions and encourage the expansion of participation of organizations and businesses of the two countries in the socio-economic development process of each country; focus on promoting economic-trade and investment cooperation, especially in strategic cooperation areas agreed upon by the two countries' senior leaders, as well as expanding to other potential areas in the spirit of "For Vietnam, Cuba is willing to sacrifice its blood"; "For Cuba, Vietnam is willing to sacrifice its time, effort and intelligence" demonstrating the pure international spirit and the steadfast, loyal tradition of the Vietnamese people.

At the end of the meeting, President of the Cuban National Assembly Esteban Lazo Hernández sincerely thanked Prime Minister Pham Minh Chinh, the Government and people of Vietnam for the warm, friendly and thoughtful reception given to him and the high-ranking delegation of the Cuban National Assembly; respectfully conveyed to Prime Minister Pham Minh Chinh the regards and invitation to visit Cuba by Prime Minister Manuel Marrero. Prime Minister Pham Minh Chinh thanked and happily accepted the invitation.
