According to the Official Dispatch, the 2025 high school graduation exam is more special than previous years as it is the first year to organize the exam and enroll students at the beginning of the school year according to the 2018 general education program with many innovations. The exam is also held in the context that the whole country is implementing the arrangement and organization of the 2-level local government apparatus and changes in the arrangement of the inspection agency system; the number of candidates is higher; the exam is organized for both students studying according to the 2018 general education program and students studying according to the 2006 general education program.

Meanwhile, the use of high-tech devices to cheat in exams is becoming increasingly sophisticated and complicated.

In order to organize the exam and admission at the beginning of the school year safely, seriously, thoughtfully, smoothly, objectively, ensuring reliability, creating high consensus in society, the Prime Minister requested all levels, sectors and localities to focus on synchronously and effectively implementing tasks and solutions to organize the exam and admission at the beginning of the school year. Along with that, promote responsibility, be close in directing, be specific and thorough in organizing and implementing, and create the most favorable conditions for candidates, families andeducational institutions.

The Prime Minister also requested the secretaries of provincial and municipal Party Committees and requested the chairmen of the People's Committees of provinces and centrally-run cities to take full responsibility for the preparation and organization of the exams and entrance exams in their localities. In addition, a local implementation plan was issued, assigning specific tasks in the spirit of 6 clear principles: "clear people, clear work, clear responsibility, clear authority, clear time, clear results" in conjunction with the national roadmap for implementing the policy on the arrangement of 2-level local governments.

Party committees, authorities and relevant organizations in the area need to effectively coordinate with the education sector to carefully prepare necessary conditions and have contingency plans for all unusual situations; not to let any stage of the exam and admission at the beginning of the school year occur without strict management and supervision and without someone taking responsibility.

Direct the provincial inspectorate to urgently develop inspection and examination plans at all stages and steps, especially the stage of assigning responsibilities to participating organizations and individuals.

The Prime Minister also requested the Ministry of Education and Training to preside over and coordinate with ministries, agencies and localities to continue reviewing directive documents and exam organization activities to provide specific and detailed instructions to localities and educational institutions to ensure close adherence to the practical situation in the context of restructuring and streamlining the apparatus; assigning specific tasks, clearly defining people, work, authority, responsibility, time and results for all stages and tasks throughout the organization process.

Closely monitor, proactively grasp the situation, promptly resolve difficulties and obstacles for localities and issues arising during exams and primary school admissions.

Continue to review, promptly direct and guide localities to have plans to inspect the preparation and organization work; focusing on stages with potential risks of negativity, fraud, and insecurity in exams and entrance exams at the beginning of the school year.

Carefully review all stages, steps, tasks, and content in the 2025 high school graduation exam to ensure absolute accuracy, safety, and appropriate differentiation.

Actively coordinate with the Central Propaganda and Mass Mobilization Department to do a good job of communication work with the spirit of providing correct, complete, objective and timely information so that parents, students and the whole society can clearly understand and reach high consensus in organizing the exam.

The Prime Minister also requested the Ministry of Public Security to develop a specific plan, direct professional units to coordinate with the education sector to organize the exam to ensure security, safety, consistency and smoothness from the central to local levels; strengthen the work of grasping the situation, preventing, detecting and handling violations of the law related to the exam.
