Thua Thien Hue continues to effectively implement national target programs.

On November 14, the People's Committee of Thua Thien Hue province held an online meeting with departments, branches and localities to listen to reports on the implementation of the National Target Program (NTP) on socio -economic development in ethnic minority and mountainous areas and the National Target Program on sustainable poverty reduction.

Localities still face difficulties and obstacles in recruiting and training workers from poor, near-poor, and newly escaped-poverty households.

According to reports from competent agencies and localities, in addition to the results achieved in implementing the National Target Program: Socio-economic Development of Ethnic Minority and Mountainous Areas, the National Target Program on Sustainable Poverty Reduction, there are still some difficulties and problems, such as: Some localities have not yet opened training classes because the recruitment subjects, in addition to workers from poor households, near-poor households, and newly escaped poverty households, also include low-income workers, but currently there are no specific instructions on criteria for determining low-income workers; some project contents and sub-project components are behind schedule...

According to the Ethnic Minorities Committee of Thua Thien Hue province, a number of guiding documents (replacing old documents or amending and supplementing) of a number of ministries and branches have been issued to facilitate departments, branches and localities to study and organize implementation in accordance with regulations. However, through monitoring, the leadership, direction, management and operation of the Program in a number of localities still have limitations such as the establishment and consolidation of steering committees, commune management boards, and village development boards are not in accordance with regulations, and the activities of steering committees in some places have not been effective.

The planning work for the implementation of the Program in many localities is not timely, the content is not guaranteed; some localities have not yet made annual plans for the implementation of the Program. The procedures for some processes of implementing the Program's component content are not guaranteed according to regulations; the selection of households participating in the Program's policy in some localities is still confusing, not close to the actual conditions and situation...

Speaking at the meeting, Mr. Nguyen Thanh Binh - Permanent Vice Chairman of Thua Thien Hue Provincial People's Committee, requested that localities in the implementation work need to review related documents, regularly inspect and supervise the implementation of national target programs. Create conditions and provide guidance for establishments in each specific category in the implementation.

Mr. Binh requested that localities with large resources such as A Luoi and Nam Dong must stick to the grassroots level to implement synchronously and have reports for each specific content. Thereby, there is a detailed information reporting system on the software and concretized by forms. The governing bodies of the National Target Programs must strengthen regular inspections of the grassroots level to have specific assessments in the implementation. The governing bodies of the National Target Programs and localities conduct assessments of the results and tasks of the 2023 plan and develop plans for 2024.

The Standing Vice Chairman of the Thua Thien Hue Provincial People's Committee directed the Department of Labor, Invalids and Social Affairs to coordinate with the Ethnic Minorities Committee to have a specific report on vocational training for the National Target Programs. On that basis, localities must register the specific number of vocational training. In addition, sectors and units need to report on resources deployed in 2023 and have forecasts for 2024. Units must determine responsibilities according to each task of each sector assigned in implementing the National Target Programs. The Department of Labor, Invalids and Social Affairs and A Luoi district need to report on poverty reduction targets and have detailed scenarios. A Luoi should pay attention to deploying capital and resources to eliminate temporary housing for people. Focus on solutions and resources to effectively implement the National Target Programs.
