Identifying digital transformation (DTS) to improve the professional quality of civil servants and public employees; building a modern administration, serving people and businesses professionally, in recent times, the Department of Construction has promoted the implementation of online public services for the fields managed by the industry.

To carry out this task, the unit has upgraded its information technology (IT) infrastructure, selected qualified staff to participate in training, and received software to organize online public services on the National Public Service Portal.
Currently, the Department of Construction has 123 administrative procedures (AP) performed on the online public service portal, in the fields of roads, inland waterways, maritime, vehicle registration, tourism , construction quality management, construction activities, etc.; 157 AP records (including part and whole process) are received on the online public service portal; 123 APs provide online payment services and 123 APs provide file receiving and return processing results services via BCCI (Public Postal Service) service, reaching a rate of 100%.
According to the Department of Construction, in the first 6 months of the year, the unit received and processed 473 administrative procedure records, with no late records; the digitization rate of administrative procedure result records reached 100%. The efforts in implementing digital transformation of the industry have contributed to the high Provincial Competitiveness Index (PCI), Provincial Public Administration Performance Index (PAPI), People's Satisfaction Index (SiPas), Public Administration Reform Index (PAR Index)...
In addition, the Department of Construction also applies digital transformation through the digitization of processes and administrative procedures to help people and businesses easily access and carry out related procedures quickly and conveniently. The unit also promotes the construction of a traffic management information system; providing complete, accurate and transparent data, supporting effective traffic management and operation.
Mr. Pham Thang, in Binh Kien ward, said that since the transportation sector received and processed administrative procedures on the public service portal, all procedures of people and businesses have been carried out smoothly and conveniently. In particular, many procedures can be performed at home, helping to save time and travel costs.
To continue promoting digital transformation, the Department of Construction has implemented a Plan to implement tasks of developing science , technology, innovation and digital transformation according to Resolution No. 71 of the Government, Program No. 61 and Action Plan No. 283 of the Provincial Party Standing Committee.
Specifically, the Department has promoted training and fostering for cadres, civil servants and public employees knowledge of science, technology, innovation, digital skills, basic digital technology serving digital transformation; proactively deployed national digital platforms, shared digital platforms of sectors, fields and regions according to the issued list to ensure unified and interconnected operations of sectors and fields in the digital environment.

According to Director of the Department of Construction Cao Dinh Huy, in order to promote the implementation of digital transformation, the unit will continue to promote the implementation of Plan No. 146/KH-UBND dated June 25, 2025 of the Provincial People's Committee on Deploying tasks of developing science, technology, innovation and digital transformation in Dak Lak province according to Resolution No. 71/NQ-CP dated April 1, 2025 of the Government, Program No. 61-CTr/TU dated February 25, 2025 and Action Plan No. 283-KH/TU dated May 22, 2025 of the Provincial Party Standing Committee.
In particular, the unit will continue to implement a number of key tasks such as: Building a database (CSDL) for the construction industry (management of works, housing, real estate business); updating information on the Transport industry database layer on the common GIS platform of Dak Lak province; building a Transport industry database system in Dak Lak province. At the same time, implementing Decision No. 3005 of the Provincial People's Committee on approving the Dak Lak Province Digital Transformation Project for the period 2024 - 2025, with a vision to 2030, the Department will continue to research and build a database for the Construction industry; build a database for the Transport industry; update information on the urban planning database layer on the common GIS platform of Dak Lak province; deploy a platform for managing and monitoring construction licensing information on the GIS platform; exploit and use the National Digital Platforms on transportation, construction, etc.
The Department of Construction has also established a Steering Committee on the development of science, technology, innovation, digital transformation and Project 06 of the province, with the task of researching and proposing directions and solutions to effectively implement policies, strategies, mechanisms and breakthrough policies on the development of science, technology, innovation, digital transformation, implementing Project 06 and administrative reform under its authority.
