In the period of 2021 - 2023, the People's Council of Quang Tri province issued local policies to support agricultural and rural development to promote restructuring of the agricultural sector towards increasing added value and sustainable development associated with new rural construction, contributing to the good implementation of the Party and State's policies on agriculture , farmers and rural areas.

At this stage, the Provincial People's Council issued local policies to support agricultural and rural development, including: policies to support the development of some crops and livestock to create key products with competitive advantages; policies to support subscription fees for satellite services to monitor fishing vessel journeys in the province.

Support policies for households and individuals under the Program for resettlement and stabilization of residents in areas affected by natural disasters, especially difficult areas, border areas, spontaneous migration, and special-use forests in Quang Tri province; support policies for forest management and protection; regulations on support levels for the development of small-scale irrigation, in-field irrigation, and advanced water-saving irrigation.

Regulations on areas within the inner city of cities, towns, townships, and residential areas where livestock farming is not allowed, support policies when relocating livestock farms out of areas where livestock farming is not allowed, and regulations on areas for raising swiftlets in the province; regulations on support levels for agricultural extension and veterinary work.

Regarding the implementation of the National Target Program on New Rural Development, the principles, criteria, and norms for allocating central budget capital, local budget counterpart capital, and support mechanisms for program implementation have been issued; the content and level of support in implementing production development support activities have been regulated; and the policy for supporting interest rates on loans for production and business development has been regulated.

The results of implementing some policies are as follows: Regarding the implementation of policies to support the development of some crops and livestock to create key products with competitive advantages in the province, it has supported the promotion of large-scale, concentrated, organic, high-tech, and linked key agricultural production; achieved quality management certifications, contributing to increasing added value and sustainable development along the value chain.

Up to now, there are more than 1,784 hectares of crops linked with enterprises to consume products, including 346 hectares of rice produced according to organic standards and natural farming; 502 hectares of organic production and 94 hectares of rice according to VietGap; 160 hectares of rice for food safety production; 680 hectares of rice seed production and commercial rice; more than 50 hectares of specialty fruit trees; more than 300 hectares of pepper, coffee, medicinal herbs; large-scale livestock farming with 23 farms and 70 high-tech livestock farms linked with enterprises, annual livestock output increases by over 15%.

Many products have been standardized and branded; supported in trade promotion, accessing domestic and international markets such as: organic rice, organic pepper, Khe Sanh tea coffee, medicinal herbs, forest wood certified with FSC, PEFC sustainable forestation; promoting deep processing, applying production processes according to advanced standards; many agricultural products of the province are certified as OCOP products. To date, the whole province has 138 OCOP products, of which 43 are 4-star products, 2 products proposed for evaluation and recognition as 5-star, 95 are 3-star products, an increase of 48 products compared to the end of 2021.

Implementing the policy for agricultural extension work, the team of agricultural extension workers at the commune level has been recruited, and up to now, there are 115 people working. The agricultural extension force has demonstrated its role and function in consulting, supporting the transfer of science, technology and new technology; supporting market consulting and value chain linkage; organizing production according to the seasonal calendar, proposing measures to prevent and control pests and diseases on crops and prevent and control diseases on livestock to minimize losses in production, contributing to improving the efficiency, quality and value of agricultural products, meeting the needs of restructuring the agricultural sector.

Implementing policies to support the development of small-scale irrigation, intra-field irrigation and advanced water-saving irrigation in the province contributes to improving infrastructure for production, applying science and technology, and adapting to climate change to improve productivity, efficiency and value per unit area.

Implementing policies to support production development under the National Target Programs for the period of 2021-2025: in the 2 years of 2022-2023, many businesses and cooperatives have been called upon to establish 9 production chains for key crops such as coffee, high-quality rice, organic rice, and fruit trees.

Localities have established linkage chains such as medicinal herbs (Cam Lo), livestock (Vinh Linh) and nearly 100 community production development projects are being implemented, contributing to promoting the development of linkage production according to sustainable value chains and changing the method of organizing production from household scale to production in community groups, linking cooperation, sharing benefits with each other; promoting production organization in mountainous areas to increase income, reduce poverty, contributing to building new rural areas.

With the impacts of the policies of the resolutions, it has contributed to helping the agricultural sector achieve positive results, bringing the average growth rate of the agricultural, forestry and fishery sector in the period of 2021 - 2023 to 3.23% (the target of the Resolution on socio-economic development for the 5 years 2021-2025 for the agricultural sector is from 2.5-3%); by May 30, 2024, 75/101 communes had met the new rural standards, reaching a rate of 74.3%, approaching the resolution's target: the rate of communes meeting the new rural standards by 2025 is 75%.

Currently, legal regulations related to the implementation of policies issued by the Provincial People's Council to implement national target programs have changed, such as: Resolution No. 111/2024/QH15 dated January 18, 2024 of the National Assembly on a number of specific mechanisms and policies to implement national target programs; Decree No. 38/2023/ND-CP dated June 24, 2023 of the Government amending and supplementing a number of articles of Decree No. 27/2022/ND-CP dated April 19, 2022 stipulating the management mechanism and organization of the implementation of national target programs.

Circular 03/2024/TT-BLDTBXH dated April 8, 2024 of the Ministry of Labor, War Invalids and Social Affairs promulgating guidelines on the implementation of livelihood diversification, developing poverty reduction models and supporting workers to work abroad under contracts under the national target program on sustainable poverty reduction for the period 2021-2025.

On the other hand, the policies issued by the Provincial People's Council to support agricultural and rural development also need to be studied to transition to a higher stage, from development support policies to development encouragement policies.
