Artists, creative groups, and organizations working in the performing arts sector can propose interdisciplinary initiatives that connect at least two artistic, cultural, or academic fields to promote cultural values associated with sustainable development.
Proposed initiatives should aim at one or more specific goals such as: strengthening community cohesion; contributing to sustainable urban development; revitalizing public spaces; preserving or promoting cultural heritage, enhancing creative ecosystems...
According to the announcement from the UNESCO Cultural Office in Vietnam, the forms of proposals are diverse, from interactive performances, site-specific creations, artistic activities with active participation of local communities, especially encouraging the participation of young people. Applicants are encouraged to collaborate with cultural institutions, organizations or the private sector.

Each proposal can apply for a maximum of USD 10,000 from UNESCO. Applicants may also apply for funding for a part of a larger project, but must clearly state the scope of the project in its overall scope. The proposal must clearly state the objectives, implementation methods, expected outputs and a detailed budget.
Proposals will be evaluated based on a number of criteria: Relevance to UNESCO objectives and relevant conventions, in particular the Creative Cities Network (UCCN) framework; quality and innovation in the cross-sectoral approach; ability to promote youth engagement and capacity building; impact on the local creative ecosystem; feasibility in terms of implementation plan and budget; potential for expansion and sustainability of the initiative.
This call for proposals is part of the EMPLEMENT! project, a UNESCO initiative to promote the central role of culture in sustainable urban development in Vietnam. Since 2019, UNESCO has implemented many activities in Hanoi - a city recognized as a Creative City in the field of design - and expanded to other localities such as Da Lat and Hoi An.
The EMPLEMENT! project aims to support local stakeholders, especially young people, in shaping future cultural policies and initiatives, thereby contributing to enhancing local benefits through cooperation in protecting and promoting heritage values while creating new creative spaces where culture and arts can reach and serve the wider public.
The dossier includes: Project summary and rationale; description of activities and methods; implementation plan and timetable; expected outputs and impacts; introduction of the candidate or implementing organization; detailed budget table.
