Reduce poverty rate
According to the report of the Department of Ethnic Minorities and Religions, in the period of 2022 - 2025, the total capital allocated under the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas in Quang Nam reached more than VND 2,962 billion. Of which, nearly VND 2,480 billion came from the central budget, about VND 372 billion came from the local budget and more than VND 111 billion came from loans.
From this capital source, the locality implemented 10 projects and 14 sub-projects, focusing mainly on the fields of production development, infrastructure upgrading, settlement, healthcare,education , cultural preservation and livelihood support. By the end of 2024, the total disbursement in the province reached more than 1,638 billion VND, equivalent to 57.5% of the plan; of which investment capital reached 67% and career capital reached 48%.
Mr. A Vo To Phuong - Director of the Department of Ethnic Minorities and Religions said that after the program implementation period, Quang Nam recorded many clear changes in the development journey of ethnic minority and mountainous areas.
Specifically, the average income per capita increased from 20 million VND (2020) to 24.3 million VND (2024) and is expected to reach 27.84 million VND (2025). Every year, the average poverty rate in ethnic minority areas decreases by 9-10%, the rate of trained workers reaches 52%, and the number of households participating in health insurance reaches 99%.
According to Vice Chairman of the Provincial People's Committee Tran Anh Tuan, through assessment, the resources allocated from national target programs, including the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas, are very large.
Over the implementation period, Quang Nam has basically achieved a number of targets and tasks for socio-economic development, ensuring security and national defense according to the plan. In particular, there have been many changes in awareness in production development, vocational training, career establishment, new rural construction, raising awareness of preserving and developing traditional cultural identity in ethnic minority communities.
“The investment and support resources of the program have mobilized the resources of the people. Thanks to that, the province has focused on solving urgent and practical requirements of life and production, gradually solving practical needs for households to arrange and stabilize their residence, eliminate temporary houses, change occupations, shift production structures, cultivate and raise livestock. In addition, it has focused on improving the cultural, spiritual and material living standards of the people, especially accelerating the rate of poverty reduction among ethnic minorities,” said Mr. Tran Anh Tuan.
In order for the program to achieve more outstanding results in the coming time, Mr. Tuan suggested that the Central Government should allocate resources flexibly, ensuring a smooth implementation process. On the basis of capital dispersion, it is not necessary to assign detailed projects and sub-projects, creating conditions for localities to be flexible and proactive in implementing appropriate categories, limiting the situation of "separating" small investment packages, leading to ineffective implementation...
"Leverage" for development in disadvantaged areas
Ms. Cao Thi Xuan - Vice Chairwoman of the National Assembly's Ethnic Council said that although Quang Nam has devoted a lot of resources to developing the province's mountainous areas, compared to the general level of the whole country, the mountainous ethnic minority areas of Quang Nam still face many difficulties and obstacles, especially in terms of transport infrastructure and poverty reduction rate. This is a concern and worry, because in recent times, the Central Government has issued many programs and projects to accelerate the development of mountainous areas and ethnic minority areas.
Reviewing the results of the set goals, Ms. Cao Thi Xuan said that Quang Nam, as well as many other provinces and cities with a large ethnic minority population, has not yet met the requirements in implementing the program.
“The resources allocated to Quang Nam for the 2021-2025 period are more than VND2,962 billion, but so far, the disbursement has only reached 67%. In the coming time, in addition to seriously evaluating the results of the program implementation in a specific and substantive manner, Quang Nam needs to continue to focus on effectively using resources, properly solving urgent issues according to the set goals, as well as improving the capacity of the staff directly performing the tasks and promptly removing arising problems” - Ms. Xuan suggested.
Mr. Nguyen Lam Thanh - Vice Chairman of the National Assembly's Ethnic Council said that Quang Nam has many good initiatives and is very flexible in implementing national target programs in recent times, especially in arousing the spirit of solidarity of the community.
The results achieved show the great efforts of the entire political system in implementing the task of socio-economic development and improving the lives of ethnic minorities in the province. However, through assessment, the province's ethnic minority areas still face many difficulties, due to natural conditions and other social factors.
In order for the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas to become a “lever” to help develop disadvantaged areas, Mr. Thanh suggested that Quang Nam continue to promote the tradition of solidarity, mobilize community strength, and effectively implement appropriate and flexible livelihood models. In addition, implementing clear policies, simple procedures, necessary conditions on management costs and implementation in disadvantaged localities...
“In the new period, along with continuing to improve infrastructure investment, especially infrastructure related to cultural institutions and living environment of ethnic minority areas, Quang Nam will pay more attention to stabilizing population arrangement associated with land allocation for housing and production. This is an extremely important task, in the context of Quang Nam continuously suffering from landslides due to natural disasters.
In addition, improving access to health services, strengthening health care associated with population quality, and propaganda activities related to gender equality, early marriage, and consanguineous marriage in ethnic minority areas" - Mr. Thanh emphasized.
