Prioritize green agricultural development

Choosing not to trade off the environment for purely economic growth, for many years now, Bac Kan province has persisted with the development method from “brown” to “green”, prioritizing attracting high-tech science investment projects for green and sustainable development. With this goal, the province has been implementing many synchronous solutions to create a foundation, change the awareness of businesses and people, and attach importance to “green” economic development.

For Bac Kan province, the agricultural sector still accounts for a high proportion (26.6% in 2024) in the economic structure. Therefore, to meet consumer demand as well as to keep up with the development trend, Bac Kan has determined to develop agriculture and forestry in the direction of concentrated commodity production, expanding production linkages along the value chain; orienting farmers to focus on green, safe and environmentally friendly agricultural production. From here, many green agricultural models have been born, not only for high economic efficiency, aiming for export but also contributing to reducing environmental pollution.

On the banks of the Cau River, Ms. Nong Thi Thoan's grape growing model in Phac Trang village, Duong Quang commune not only ensures food safety but also brings high economic value. The entire process of growing black grapes at her house complies with production regulations according to food safety standards. In addition, for the grapes to grow and develop well and not be affected by the weather, the vineyard is designed to apply technology into production, such as: Active irrigation according to advanced techniques, saving water; temperature and light are also actively regulated...

Currently, the province has 74.86 hectares of agricultural production area certified as organic; 992.58 hectares of rice produced in an organic direction; 40 hectares of turmeric produced in an organic direction. From 2021 to present, Bac Kan has organized 59 propaganda and training courses on organic production techniques on some major crops such as rice, fruit trees, vegetables, etc., attracting the participation of over 1,500 farmers.

Developing tourism in a green direction

With the characteristic of exploiting mainly based on available natural and human resources, along with prioritizing the development of green agriculture, in recent years, Bac Kan has also focused on developing green tourism, responsible for the environment and society.

To meet the needs of tourists and in line with the trend of sustainable tourism development, in recent times, homestays in Ba Be district in particular and accommodation establishments in the province in general have proactively built eco-friendly sightseeing and experiential tourism activities such as: participating in forest trekking, fishing, visiting caves or participating in bird and wildlife observation activities; participating in rice planting, rice harvesting, fishing, fruit picking; experiencing Then singing and playing Tinh lute; experiencing wine making, baking, weaving, brocade weaving, etc.

Currently, units and localities in the province are also actively implementing tasks according to the content of the Project to develop Ba Be tourist area into a national tourist area in the period of 2022 - 2030, with a vision to 2050; Project to develop eco-tourism, resorts and entertainment in Kim Hy Nature Reserve in the period of 2022 - 2030; Project to develop eco-tourism, resorts and entertainment in Nam Xuan Lac Species and Habitat Conservation Area... along with that, well implementing policies to support the pilot development of community tourism sites; building and developing tourism products. Strengthening propaganda, mobilizing and encouraging tourism service establishments to use clean energy, renewable energy, recycled and reused products, and applying clean technology to limit environmental pollution.

Minimize factors that cause pollution and environmental degradation

When implementing projects, the functional units of the province regularly inspect and closely monitor the conversion of forest use purposes, ensuring the correct location, position, and area of ​​converted forest according to the records approved by competent authorities. Control, prevent, and strictly handle the exploitation and destruction of wild species, especially birds during migration seasons, and ancient forest trees; strictly prohibit the exploitation, capture, transportation, and illegal trading of rare wild plants and animals. Regularly inspect, review, evaluate, and monitor wildlife breeding activities; control the implementation of legal requirements on environmental protection and biodiversity conservation at breeding facilities; implement safety measures for people and farmed wild animals, and ensure compliance with environmental sanitation conditions. Strengthen control of sources of waste that pollute water sources, strictly control water exploitation and use activities to ensure savings, efficiency, and sustainability.

In the process of appraising investment projects, Bac Kan is determined not to implement projects with outdated technology, causing loss and waste of resources, and at risk of environmental pollution. In the appraisal of environmental impact assessment reports of projects, attention is always paid to plans for preventing and responding to environmental incidents, especially for projects that generate large sources of waste and are at risk of causing environmental incidents; at the same time, inspection and supervision throughout the operation of projects are strengthened to be more proactive in preventing and responding to environmental incidents.

In recent times, the province has focused on mobilizing social resources for environmental protection, initially bringing results, and at the same time promulgating policies to attract and support non-state economic sectors to participate in environmental protection such as: Support for land, site clearance, capital support, credit incentives, tax and fee exemptions for enterprises when investing in the construction of environmental protection works; subsidies, support for the consumption of products from environmental protection activities, etc. Thanks to that, many private enterprises have invested in the construction of waste collection, treatment and recycling works in the province, such as Bac Kan Environmental Joint Stock Company investing in the construction of the Bac Kan province solid waste treatment and recycling plant, which has contributed significantly to environmental protection, waste utilization and recycling, and solving a number of idle labor problems for the locality; Huu Thanh Private Enterprise is conducting a survey of the location and site for the Cho Moi Solid Waste Treatment Plant project at Group 8, Dong Tam Town, Cho Moi District...

The planning of Bac Kan province for the period of 2021 - 2030, with a vision to 2050, consistently promotes the province's potential and advantages for rapid development associated with green and sustainable growth; affirms the goal of economic development in a green and dynamic direction. Therefore, to effectively implement the goal of green transformation, green growth, and sustainable development, Bac Kan province continues to review and perfect institutions, legal policies and mechanisms, and directive documents on environmental protection in the province. Strengthen mineral management; protect the environment, respond to climate change. Focus on the task of disseminating the role of green growth, encouraging entities, especially businesses and people to actively participate; attract green growth projects; "green" industrial, agricultural and service production.../.
