On the afternoon of May 30, the Standing Vice Chairman of the Bac Lieu Provincial People's Committee - Huynh Huu Tri chaired a conference to listen to a report on the implementation of digitizing archival documents and transitioning the management of programs, tasks, projects, and public investment plans in the process of arranging and perfecting the apparatus of the two-level local government in the province (photo) .
At the conference, the leaders of the Department of Home Affairs reported on the situation of digitizing archival documents of departments, branches, sectors, People's Committees at district and commune levels when implementing two-level local government.
Accordingly, the volume of archived documents of districts, towns and cities in the province is nearly 9,760m, of which 2,198m have been edited (undergoing investment procedures). The volume of unedited accumulated documents of the commune level is over 3,470m. For departments, branches and sectors of the province, 1,921m of documents have been edited, the remaining 8,236m have not been arranged or edited.
The leaders of the Department of Finance also reported on the list of programs, tasks, and projects (for projects managed by the province). Specifically, the total number of units assigned to be investors is 44 units; the total number of projects in the list of medium-term investment plans for the period 2021 - 2025 is 335 projects.
Speaking at the conference, Permanent Vice Chairman of the Provincial People's Committee - Huynh Huu Tri assessed that the work of digitizing documents is still very limited, the number of departments, branches and provinces implementing digitization is still low, especially at the commune level it has not been implemented yet.
Provincial leaders requested the Department of Home Affairs to have a specific assessment of the results, limitations, causes and outline future directions to overcome this situation. At the same time, it is necessary to clearly identify the key tasks that need to be carried out from now until the consolidation of commune levels to limit the risk of document loss. Each locality and unit needs to establish a framework and assign a person in charge from now until June 25 to complete the digitization of archival documents. Units that have completed the editing need to urgently carry out the procedures for digitizing archival documents.
Regarding the handover and acceptance of programs, tasks, projects, and public investment plans, the Standing Vice Chairman of the Provincial People's Committee assessed that the progress is still slow. He requested units and localities to closely follow the progress according to Plan 83 of the Provincial People's Committee. After this meeting, the Department of Finance needs to urgently prepare documents to review, classify, and evaluate each project and the investor's proposal on the project; at the same time, establish a team to work directly with the investor on the handover preparation work.
Investors need to develop a clear transfer plan regarding investors, financial obligations, documents, and records according to the details of each program, task, and project. In particular, there needs to be a separate handover record; assign individuals responsible for monitoring the details of each program, task, and project. This is to ensure the implementation and disbursement of public investment capital of projects assigned for management, and not to affect the progress of project implementation during the period before the competent authority decides to reorganize the apparatus.
