Thanh Hoa Provincial People's Committee has just issued an official dispatch on the proper implementation of regulations on information regime and provision of traffic accident data.

In recent times, the central and local media agencies and units have regularly devoted time and news pages to propagandize and promptly inform about the situation of traffic order and safety in the province; contributing to controlling and reducing traffic accidents; building a civilized, safe and friendly traffic environment.

However, recently, some agencies and units in the province have provided information about traffic accidents to reporters without proper authority and without facts, leading to some electronic newspapers and general electronic information sites having articles and articles citing sources causing confusion for traffic participants.

To properly implement regulations on information and data provision on traffic accidents, the Chairman of the Provincial People's Committee requests provincial departments, branches, sectors, units, People's Committees of districts, towns and cities to strictly implement regulations on information and data provision on traffic accidents according to the provisions of the Road Traffic Law.

Request the Provincial Police, Department of Information and Communications, Thanh Hoa Newspaper, Provincial Radio and Television Station, People's Committees of districts, towns, cities and related agencies and units to propagate to organizations, civil servants, public employees, workers and people about the information regime, providing traffic accident data according to the provisions of the Road Traffic Law and Circular No. 58/2009/TTBCA of the Ministry of Public Security.

Thanh Hoa Provincial People's Committee highly appreciates the contributions of press and media agencies in the past time in reporting on the situation of traffic order and safety; this is an important information channel for the Provincial leaders to grasp and direct timely handling. In the coming time, the Provincial People's Committee hopes to continue to receive attention and timely reflection from units on the situation of traffic order and safety in the province, ensuring compliance with regulations, making an important contribution to the work of ensuring traffic order and safety, promoting socio-economic development in the province.

According to Clause 6, Article 38 of the Road Traffic Law, the Ministry of Public Security is responsible for compiling, synthesizing, and building a database of information on road traffic accidents, and providing it to agencies, organizations, and individuals in accordance with the provisions of law.

According to Article 4 of Circular 58/2009/TT-BCA of the Ministry of Public Security, the responsibilities of agencies, organizations and individuals in providing information on traffic accidents are as follows: Road vehicle drivers (hereinafter referred to as vehicle drivers), persons involved in traffic accidents or persons present at the scene of traffic accidents are responsible for immediately reporting to the Traffic Police or the nearest Police agency or People's Committee about 2 traffic accidents and providing complete and accurate information that they know when requested; The People's Committee of the commune, ward or town (hereinafter referred to as the People's Committee at the commune level) upon receiving a report of a traffic accident is responsible for promptly notifying the nearest Police agency to resolve, compile statistics, synthesize and build a database on traffic accidents; Police Investigation Agencies at all levels are responsible for providing full information and investigation results on traffic accidents to the Traffic Police at the same level for statistics, synthesis, and construction of a database on traffic accidents.

According to Clause 2, Clause 3, Article 15 of Circular 58/2009/TT-BCA of the Ministry of Public Security, the authority to provide statistical information and summarize traffic accidents is as follows: The Director of Provincial Police, Chief of Provincial Police Office, Head of Traffic Police Department of Provincial Police are authorized to provide statistical information and summarize traffic accidents within the locality under their management; The Head of District Police provides statistical information and summarize traffic accidents within the locality under their management.
