Passing Resolution on the National Assembly's Supervision Program in 2026

With 402/404 delegates participating in the vote in favor (accounting for 84.1% of the total number of National Assembly delegates), the National Assembly passed the Resolution of the National Assembly on the National Assembly's Supervision Program in 2026.

On the afternoon of June 24, the National Assembly passed the Resolution of the National Assembly on the National Assembly's Supervision Program in 2026 with 402/404 delegates participating in the vote in favor (accounting for 84.1% of the total number of National Assembly delegates).

According to the Resolution, at the 1st Session of the 16th National Assembly, the National Assembly will review the report on the results of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; review the report on the results of the supervision of the settlement of voters' petitions sent to the 10th Session of the 15th National Assembly.

At the same time, the National Assembly reviewed the Government's reports on: additional assessment of the results of the implementation of the 2025 Socio- Economic Development Plan and State Budget, the implementation of the Socio-Economic Development Plan and State Budget in the first months of 2026; on state finance in 2024; final settlement of the 2024 State budget; Practice of thrift and combat of waste in 2025; implementation of the national goal on gender equality in 2025; implementation of Resolution No. 172/2024/QH15 dated November 30, 2024 of the National Assembly on the investment policy of the North-South high-speed railway project; implementation of Resolution No. 187/2025/QH15 dated February 19, 2025 of the National Assembly on the investment policy of the Lao Cai-Hanoi-Hai Phong railway construction investment project; Implementation of Resolution No. 188/2025/QH15 dated February 19, 2025 of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City.

In addition, the National Assembly will consider other reports of relevant agencies in accordance with the provisions of law.

The National Assembly assigned the National Assembly Standing Committee to preside over the issuance of a plan and organize the effective implementation of the Resolution, along with completing the draft Law on Supervisory Activities of the National Assembly and People's Councils (amended) to submit to the National Assembly for consideration and approval at the 10th Session; based on the actual situation, adjust the content at the sessions in 2026 appropriately and feasible, report to the National Assembly when developing a specific program at each session; study and innovate the direction and coordination of supervisory activities of the Ethnic Council and Committees of the National Assembly...

Along with that, guide the National Assembly delegation and National Assembly deputies to carry out supervisory activities; guide the process, procedures and organize training and skill training for National Assembly deputies to strengthen independent supervisory activities; continue to research and perfect mechanisms and policies to mobilize the participation and support of experts in supervisory activities.

According to the Summary Report on Receiving and Explaining the Opinions of National Assembly Deputies presented by Chairman of the People's Aspirations and Supervision Committee Duong Thanh Binh, the majority of opinions agreed with the expected contents of the National Assembly's Supervision Program in 2026. At the same time, there were opinions suggesting reviewing the reports submitted to the National Assembly for consideration at the two sessions to ensure sufficient time for agencies to implement.

There are suggestions to add content to consider the report on the implementation of Resolution No. 202/2025/QH15 dated June 12, 2025 of the National Assembly on the arrangement of provincial-level administrative units and the organization of a 2-level local government model.

Incorporating the opinions of delegates, the draft Resolution has been revised and supplemented with content assigning the National Assembly Standing Committee, the Ethnic Council, the National Assembly Committees, the National Assembly Delegations, and National Assembly deputies to proactively develop and implement their own monitoring programs, including researching and organizing the monitoring of contents related to the implementation of resolutions of the National Assembly and the National Assembly Standing Committee on the arrangement of provincial and communal administrative units and the implementation of the 2-level local government model in appropriate forms or integrated with other monitoring activities, ensuring effectiveness.

In 2026, based on the actual situation and deemed necessary, the National Assembly Standing Committee will propose that the Government have a thematic report on this content to submit to the National Assembly for consideration and discussion at an appropriate time./.
