Implementing Resolution No. 01-NQ/TU of the Provincial Party Committee on the Digital Transformation Program of Thai Nguyen province for the period 2021 - 2025, with a vision to 2030 and the National E-commerce Development Master Plan for the period 2021 - 2025 in the province, Thai Nguyen has issued many documents and plans on e-commerce development, assigning specific tasks to departments, branches, sectors and localities.
Since then, e-commerce has been paid attention to, developed and strictly managed. From being quite unfamiliar to consumers, now E-commerce continuously records remarkable growth.
However, the strong development of e-commerce has posed many problems for state management in general, including tax management of e-commerce business activities in particular. Many new tricks have emerged, posing "soft" challenges for management activities.
In addition, e-commerce is also a fertile ground for those who take advantage of it to trade in counterfeit goods, banned goods, goods of unknown origin, take advantage of e-commerce to defraud and appropriate property, propagate and disseminate banned products, including products that violate national sovereignty and security...
The Provincial Market Management Department has strengthened the implementation of the Prime Minister 's direction on state management in the field of e-commerce and business on digital platforms.
Despite increased management, in reality, the authorities have encountered many difficulties in controlling business activities on e-commerce platforms, as violations are increasingly sophisticated and unpredictable in both scale and area of operation. Registering and opening a sales account on e-commerce applications and sites is quite simple.
Most online sellers do not have a specific store; goods are purchased from many different places, then used by shipping, delivery, and collection units; order packaging almost never shows the seller's address, causing authorities to spend a lot of time tracking, identifying evidence, and fighting to handle the case...
Ms. Nguyen Thi Ngoc is an individual who has been selling GPS tracking devices at Chien Thang Residential Area, Dong Tien Ward (Pho Yen City) since 2022. With full guidance from the officers of the Pho Yen - Phu Binh Tax Department, Ms. Ngoc has paid the correct and full amount of tax on an average revenue of 50 million VND per month.
Ms. Ngoc said that each GPS device costs from 650 thousand to 1 million VND. In addition to selling directly, she is also doing business on platforms such as Shopee, TikTok, Lazada, Facebook, etc.
In recent times, the Pho Yen - Phu Binh Tax Department has always closely followed the task of tax management for e-commerce activities in the area. Although many units and individuals have complied well in reviewing and paying e-commerce taxes, there are still individuals and units that have not voluntarily complied.
Pho Yen - Phu Binh Regional Tax Department always closely follows the task of tax management for e-commerce activities in the area. |
According to Mr. Duong Ngoc Toi, Deputy Head of the Pho Yen - Phu Binh Tax Department: In addition to propagating, guiding and supporting households and individuals doing e-commerce business to clearly understand and comply with tax laws, the Department has recently done a good job of tax collection, implementing measures to prevent tax losses through strict management processes and timely and effective directives.
Implementing the direction of the Tax sector, the Tax Department of Thai Nguyen City has increased propaganda, review, inspection and examination of individuals doing business in the field of e-commerce and digital platform business, achieving positive results. This result has partly demonstrated the effectiveness of tax management in Thai Nguyen City in particular and in the province in general.
Speaking at the recent live explanation session at the 19th Session of the 14th Provincial People's Council with the content: Assessment of tax management in the field of e-commerce, Mr. Do Trong Nghia, Director of the Provincial Tax Department, said: Although there are regulations on providing complete information, in reality, e-commerce platform owners as well as individuals and business units have not provided complete information to tax authorities in accordance with regulations. On the other hand, doing business on digital platforms is different from traditional business methods (business without a fixed location), leading to difficulties in tax management such as managing all subjects, accurately determining the revenue of organizations and individuals doing e-commerce business in the past time.
Thai Nguyen Provincial Tax Department has actively advised the Provincial People's Committee to deploy solutions to closely coordinate between departments, branches and localities, especially in implementing digital transformation applications to serve tax management and data information sharing.
At the same time, the Provincial Tax Department researched, developed and implemented solutions to apply information technology in tax management from 2023, bringing many positive results.
Faced with challenges in managing and “giving wings” to the development of e-commerce, state management agencies are focusing on long-term, sustainable solutions. Especially how to develop the consumption of local strengths through e-commerce.
In addition to management issues, businesses on e-commerce platforms also need to be aware of their responsibilities in trading products that ensure quality and safety for consumers; proactively apply green logistics solutions, invest in technology, optimize operations and use environmentally friendly packaging methods.
With the involvement of the authorities, everyone should be a smart consumer, choose reputable sellers, and proactively report and denounce to the authorities when detecting signs of online violations. That not only protects the rights of consumers but also contributes to a healthy market of goods and protects domestic production.
Thai Nguyen, with its existing advantages and strong products, needs to gradually conquer new "fertile lands" - cross-border e-commerce; master new technologies, "products from artificial intelligence", to achieve breakthroughs in e-commerce development, making important contributions to the socio-economic development of the province in the following years.
