At the meeting, Comrade Dinh Van Tien, Member of the Provincial Party Standing Committee, Secretary of the Ninh Binh City Party Committee reported on the results of leadership and direction in implementing Notice No. 1291; reported on Party building work, political system; socio-economic development situation; preparation work for Party Congresses at all levels in the area; key political tasks of the city in the coming time.
Accordingly, immediately after receiving the direction of the Provincial Party Standing Committee in Notice No. 1291 and Plan No. 06 dated January 8, 2024 of the Provincial People's Committee on the implementation of Notice No. 1291, the Standing Committee of the City Party Committee organized to disseminate and deploy to the entire City Party Committee. The Standing Committee of the City Party Committee decided to establish a Steering Committee to implement key tasks of Ninh Binh city, establish 4 Working Groups of the Steering Committee to implement, in which specific tasks were assigned to each member. The City People's Committee also developed and issued a Plan to implement Conclusion Notice No. 1291 and implement Plan No. 06 of the Provincial People's Committee.
In the past 8 months, the city has focused on leading and directing the implementation of 7 tasks assigned according to Notice No. 1291, such as: Implementing the arrangement of the number of commune-level cadres and civil servants in the city to ensure compliance with regulations. Implementing investment procedures to build projects to create momentum for the city's socio -economic development from land use rights auction resources. Consulting and proposing plans to arrange and handle the old office of the People's Procuracy of Ninh Binh City; inspecting and proposing plans to handle unused houses and land that are wasted...
In particular, in order to carry out the task of developing the Project to establish Hoa Lu city, at the same time arranging the commune-level administrative units and establishing wards, the city has so far completed the development and promulgation of the Project; organized and implemented the collection of voters' opinions. As a result, 99.85% of voters participated in the collection of opinions, of which 99.6% of voters agreed with the contents of the collection of opinions to establish Hoa Lu city, at the same time arranging the commune-level administrative units and establishing wards, without any problems or issues arising during the collection of voters' opinions. In addition to the achieved results, in the process of leading and directing the implementation of Notice No. 1291 and leading socio-economic development, Party building work, and preparation for Party Congresses at all levels for the 2025-2030 term, Ninh Binh City also encountered certain difficulties. From practice, the Standing Committee of the Ninh Binh City Party Committee recommended and proposed to the Provincial Party Committee, People's Council, and Provincial People's Committee to promptly remove difficulties and obstacles in the coming time.
With the spirit of frankness, responsibility, and community sharing, at the working session, the Standing Committee of the Provincial Party Committee, members of the Standing Committee of the Provincial Party Committee, leaders of the Provincial People's Council and People's Committee, and representatives of departments and branches spoke about the city's difficulties. Delegates also said that the construction and development of Hoa Lu city after the merger of Ninh Binh city and Hoa Lu district will determine the development trend of the whole province according to the orientation of the Ninh Binh Provincial Planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister in Decision No. 218/QD-TTg dated March 4, 2024. Therefore, in the coming time, the Standing Committee of the Ninh Binh City Party Committee needs to continue to focus on leadership and direction to overcome existing limitations with new thinking and vision, in which the important thing is that the team of leaders and managers must really dare to think, dare to do, and have aspirations for development. Suggesting orientation issues for the city, Mr. Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee; Mr. Pham Quang Ngoc, Chairman of the Provincial People's Committee, pointed out the limitations of the city in the past time, and at the same time suggested that in the coming time, it is necessary to focus on the arrangement of administrative units with the goal of building Hoa Lu city as the core of the province. Regarding the key tasks in the coming time, the Provincial Party Secretary suggested that the city should focus on overcoming some outstanding issues that were pointed out by the Standing Committee of the Provincial Party Committee and delegates at the conference, in which it is necessary to clearly define the time and specific responsibilities of each level, sector and locality.
Emphasizing that urban construction, development and management of millennium heritage cities are new and difficult issues, not only in the country but also in many countries around the world. Therefore, it is necessary to have clear awareness and viewpoints to have new leadership and management methods, to shape the development of heritage cities in a substantial way; it is necessary to consult and respect the opinions of experts (on architecture, on reconstruction, heritage restoration, etc.). To keep up with the requirements of new management methods, the training, fostering and arrangement of staff must be very fundamental and methodical. In the immediate future, it is necessary to organize training courses on urban management. Strengthen the exchange and learning of experiences in managing heritage cities in advanced countries around the world.
Noting the important role of urban management, the Provincial Party Secretary said that in addition to changes in leadership methods, Ninh Binh city needs to focus on directing the building of office culture; building urban lifestyle culture; production and business culture. In particular, it is important to pay attention to office culture, with enterprises playing a leading role.
Regarding planning and infrastructure construction, he suggested that the city should consider investing in elevated tramways; pay attention to investing in upgrading waterways and wharves; and systematically invest in green infrastructure to create a unique feature for the city. Along with that, it is necessary to focus on planning parking lots; shopping malls, tourism areas, etc.
Regarding issues related to urban landscape architecture, street landscape, housing architecture, public works, etc., the Provincial Party Secretary suggested that it is necessary to pay attention to planning and investing in construction in a professional and systematic manner, creating a difference for Ninh Binh. In which, it is necessary to have architectural highlights of urban works; calculate investment in public topography, art, public fine arts; research and build urban residential models, etc.
