( Bqp.vn ) - On the morning of November 4, at the Headquarters of the Ministry of National Defense , Senior Lieutenant General Pham Hoai Nam, member of the Party Central Committee, Deputy Minister of National Defense received a delegation of officials and officers of the Ministry of National Defense, the Self-Defense Forces and the Sasakawa Peace Foundation of Japan, led by Major General Aoi Kei, Commander of the Information Command System Command, Japan Ground Self-Defense Force.

At the reception, Senior Lieutenant General Pham Hoai Nam highly appreciated the close coordination between the Japanese Ministry of Defense and the Sasakawa Peace Foundation with the Vietnamese Ministry of Defense in implementing the Vietnam - Japan Colonel and Lieutenant Officer Exchange Program over the past 7 years. This activity has contributed to strengthening the friendship, cooperation, understanding and mutual trust between officers and soldiers of the Vietnam People's Army and the Japan Self-Defense Forces in particular, and the people of the two countries in general. Senior Lieutenant General Pham Hoai Nam emphasized that Vietnam and Japan have a long-standing relationship. After more than 50 years since the official establishment of diplomatic relations, the relationship between the two countries has developed steadily, increasingly in depth and substance. Cooperation between the two countries in all fields from politics , defense, security to economy, trade, investment, education, and people-to-people exchange has developed very strongly, contributing to the development of each country as well as peace and stability in the region.

Senior Lieutenant General Pham Hoai Nam highly appreciated the principles and purposes of the Sasakawa Peace Foundation, especially contributing to the sustainable development of society; actively supporting countries in the region, including Vietnam, especially connecting, exchanging and cooperating internationally, supporting through meaningful programs such as building schools for children in remote areas, ethnic minorities, providing prosthetic limbs and wheelchairs for people with disabilities. Affirming that Vietnam attaches great importance to enhancing exchanges and cooperation between organizations and unions, considering this an effective cooperation channel for the benefit of the people of the two countries, Senior Lieutenant General Pham Hoai Nam hoped that the Sasakawa Peace Foundation would continue to pay attention to implementing cooperation and support activities with Vietnam ineducation , health, environment, human resource training, especially in areas of humanitarian significance such as helping people with disabilities, war invalids, sick soldiers, and victims of Agent Orange.

Senior Lieutenant General Pham Hoai Nam said that on the basis of the good relationship between the two countries, defense cooperation has been promoted by both sides in many fields, achieving important progress. Senior leaders of the Ministry of Defense and the Army of the two countries regularly visit each other and meet on the sidelines of multilateral forums; cooperation between military branches, human resource training, capacity building support programs, and overcoming the consequences of war have been paid attention to, promoted, and practically implemented; the two sides actively support each other at multilateral defense forums, especially within the framework of ADMM+. Senior Lieutenant General Pham Hoai Nam also affirmed that contributing to the Vietnam - Japan defense relationship in recent years is the exchange program for colonels and lieutenants proposed and supported by the Sasakawa Peace Foundation. To date, 7 Vietnamese delegations have visited Japan and 6 Japanese delegations have visited Vietnam. Mutual visits, with rich activities, help officers of the two countries interact, gain more understanding of each country's culture, and facilitate cooperation activities.
Senior Lieutenant General Pham Hoai Nam sincerely thanked the Sasakawa Peace Foundation for effectively implementing the Exchange Program for Colonels and Lieutenants in recent years and hoped that the Foundation would continue to have initiatives and contributions to strengthening the relationship, exchanges and mutual understanding between the officers and soldiers of the two Ministries of National Defense, between the Vietnam People's Army and the Japan Self-Defense Forces; affirming that the Vietnamese Ministry of National Defense supports and will continue to create conditions for the effective implementation of the Exchange Program.

For his part, Major General Aoi Kei thanked the Vietnamese Ministry of National Defense for the thoughtful and respectful reception for the delegation; expressed his hope that the cooperative relationship between the two sides would be increasingly tightened, especially in the fields of defense and security; and believed that this exchange program would contribute to strengthening the solidarity, friendship and cooperation between officers and soldiers of the Vietnam People's Army and the Japan Self-Defense Forces.
