Accordingly, the Chairman of Lao Cai Provincial People's Committee requested departments, branches and sectors to urgently implement and complete the integration and provision of 100% of online public services on the National Public Service Portal in June 2025.

According to the directive, agencies and units urgently review all existing online public services, including full and partial services and administrative procedures with fees and charges, under the management scope at all three administrative levels (province, district, commune).
The list of online public services that have not been integrated must be sent to the Provincial People's Committee (through the Office of the People's Committee) before June 7, 2025 to integrate the provision of 100% of online public services on the National Public Service Portal and assign fee codes for administrative procedures that collect fees.
In addition, the units coordinated with the Provincial People's Committee Office and VNPT Lao Cai to test, declare and process records on the National Public Service Portal system. Administrative procedures that have changed due to the reorganization of local authorities must be updated immediately in June.
The Provincial People's Committee assigned the Department of Science and Technology to coordinate with relevant agencies to upgrade and develop the Provincial Information System to meet the requirements of deploying the National Public Service Portal as a centralized, single "one-stop shop" of the country according to the direction of the Government. At the same time, ensure the closure of the Provincial Public Service Portal interface from July 1, 2025.
The Department of Science and Technology also needs to advise competent authorities to issue agency codes according to the guidelines for adjusting electronic identification codes of state agencies when arranging provincial and commune-level administrative units according to the plan to organize 2-level local governments; coordinate with the Provincial People's Committee Office and relevant agencies to update the list of agencies and units, especially commune-level People's Committees on the National Database by June 30, 2025.

The Provincial People's Committee Office is assigned to take the lead in decentralizing systems such as: feedback, petitions, public service processing rights, data management, payment verification... to units, especially at the commune level after the arrangement.
Along with that, the People's Committees of districts, towns and cities must focus on handling all backlog administrative procedures before June 30, 2025, and closely coordinate with departments, branches and VNPT in converting data when reorganizing two-level government.
