On the afternoon of October 23, Chairman of the Economic Committee Vu Hong Thanh presented to the National Assembly a report on the mid-term review of the implementation of the 5-year socio-economic development plan for 2021-2025 and the economic restructuring plan for the 2021-2025 period.
“Looking back at the past half term, Vietnam has basically steadfastly overcome difficulties and challenges, achieving important and quite comprehensive results, recognized internationally and domestically. In 2021, the GDP growth rate reached 2.56% when many economies had negative growth; in 2022, it recovered strongly, reaching 8.02%,” said Mr. Vu Hong Thanh.
The investment and business environment has changed positively, competitiveness has improved. Attracting foreign investment has achieved good results. Many important national infrastructure projects have been accelerated. Institutional improvement, quality improvement and law enforcement have been promoted. Social security policies have been well implemented...
In addition to the achieved results, the Economic Committee suggested that the Government pay more attention and evaluate more clearly some issues such as the quality of state budget revenue is still unsustainable, exceeding revenue mainly from land use fees and crude oil. Compared to the estimate, revenue from crude oil in 2021 exceeded VND 21.4 trillion, in 2022 exceeded VND 49.8 trillion; land use fee revenue in 2021 and 2022 both exceeded about VND 74 trillion.
Business operations still face many difficulties in terms of legality, capital, and input costs; the lack of orders is widespread, and workers have lost their jobs in many industrial zones. Small and medium-sized enterprises still have difficulty accessing credit due to difficulty in meeting all requirements for loan conditions.
The Economic Committee believes that the construction of a synchronous infrastructure system with a number of modern projects is still slow, especially in resolving bottlenecks in infrastructure development in large cities. Specifically, infrastructure connections in Hanoi and Ho Chi Minh City still have many shortcomings, leading to traffic congestion, flooding, local water shortages and other social infrastructure burdens.
In addition, the process of implementing and preparing for investment in the urban railway network is very slow. In addition to the Cat Linh - Ha Dong route that has been put into use, the progress of implementation and expected time of putting into use of the remaining routes also need to be reported.
The Economic Committee listed the investment in urban railway lines in Hanoi and Ho Chi Minh City as "very slow" such as: Nhon - Hanoi station (12.5 km long), Nam Thang Long - Tran Hung Dao (11.5 km), Hanoi station - Hoang Mai (8.5 km), Van Cao - Hoa Lac (38.4 km), Ben Thanh - Suoi Tien (19.7 km), Ben Thanh - Tham Luong (11.2 km).
In the remaining years of the 2021-2025 term, the Economic Committee proposed to drastically implement appropriate solutions to promote the disbursement of public investment capital, important national projects, and key projects. Accelerate the preparation of the North-South high-speed railway project, develop energy infrastructure, digital infrastructure associated with improving internal capacity.
Support businesses negatively affected by the decline in exports and investment; promote administrative procedure reform, promptly remove obstacles in fire prevention and fighting regulations, and electricity supply; push back the fear of making mistakes, fear of responsibility, avoidance, and shirking of responsibility by a number of cadres, civil servants, and public employees.
Focus on comprehensive and synchronous development of cultural fields, ensuring harmonious connection between economic development and culture and society. Have appropriate and effective solutions to stabilize employment for workers, timely support for unemployed and jobless workers.
Strengthening leadership and management, promoting initiative and creativity, and enhancing the responsibility of leaders. Tightening administrative discipline and order; further promoting the prevention and fight against corruption, negativity, group interests, practicing thrift, and fighting waste.
The whole country has just put into operation 13km of urban railway.
10 urban railway lines in Hanoi and 8 radial lines in Ho Chi Minh City are all behind schedule and over budget. To date, only 13km have been put into operation, reaching 10.4% of the total network length that needs investment before 2020.
