At the working session chaired by Vice Chairman of Da Nang City People's Committee Le Quang Nam, Deo Ca Group proposed investing in the Da Nang - Hoi An urban railway line following the transport-oriented urban development (TOD) model using the public-private partnership (PPP) method.

With the technical plans prepared, the project is likely to be completed in 2030, creating the premise to expand the route to Tam Ky and Chu Lai in the next phase. On that basis, Deo Ca Group proposed that the People's Committee of Da Nang City allow the preparation of project documents in September 2025 according to the provisions of the PPP Law and the Railway Law.
The research and implementation process will be carried out in three phases including initial, mid-term and final reports, with the content agreed upon by the City People's Committee at each step. At the same time, the authorities will coordinate with the investor to determine the TOD area, corresponding land fund, budget allocation capacity, considering this a key project, aiming to complete and put into use in 2030.
Vice Chairman of the Da Nang People's Committee Le Quang Nam highly appreciated the careful preparation and serious research of Deo Ca Group and said that Da Nang City will review the project proposal to select a suitable investor. He emphasized that the entire bidding process will be organized publicly, transparently and in accordance with the law.
On the same morning, leaders of the City Party Committee and People's Committee of Da Nang City also worked with Truong Hai Auto Corporation (Thaco) on the construction of an urban railway line in the city, but specific information has not been announced.
It is known that at the National Achievement Exhibition "80 years of Independence - Freedom - Happiness journey" held in Hanoi on the occasion of September 2, Thaco introduced a series of new industrial - technological products, from urban train models, self-propelled robots, seaport cranes to exported auto parts and components.
In particular, Thaco first introduced the urban train car model manufactured at Thaco Chu Lai Industrial Park (Da Nang City). The model has dimensions: 10m x 2.95m x 3.9m (length x width x height), weight is 10 tons (excluding bogie), designed with 26 seats and 124 standing seats, carrying a maximum of 150 passengers.
The train body frame is made from high-strength steel and aluminum alloy, processed on a modern production line, synchronized with a closed production process from fabrication, welding to surface treatment & finishing paint, ensuring international standards EN 12663-1, EN 14067-1 and EN 14067-4 for durability, safety and aesthetics. This is considered a strategic step, opening up the development direction of Thaco in the railway sector, the country's key infrastructure sector.
According to the Management Board of Priority Infrastructure Projects of Da Nang City (PIIP), the fact that many investors are interested in the urban railway project of Da Nang will bring about competition and serious research. The city will benefit from this serious research, ensuring the project is feasible, highly effective and sustainable.
Currently, PIIP is assigned by the People's Committee of Da Nang City to prepare a pre-feasibility study report for the project and TOD-oriented planning for the Da Nang - Chu Lai urban railway line; coordinate with the Project Working Group to study investment options, survey the current status, collect information and data necessary for planning, and prepare a pre-feasibility study report.
PIIP is also the focal point for coordination with relevant departments, branches, localities and units to unify connection plans, scope and basic technical requirements of the project; carry out necessary procedures to adjust and supplement relevant plans in accordance with the research route (if any). Research and propose capital mobilization solutions and investment models suitable to the actual conditions and development orientation of the city.
