Today, December 22, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Van Hung and Vice Chairmen of the Provincial People's Committee Ha Sy Dong and Le Duc Tien chaired a meeting with leaders of departments, branches, localities, investors and contractors on speeding up the progress of site clearance (GPMB) for the Van Ninh - Cam Lo expressway component project through the province.

Site clearance progress only reached 82.8%
The report of the Steering Committee for Land Acquisition and Site Clearance for the Van Ninh - Cam Lo expressway section said that compensation and site clearance support have been completed for 26.95 km/32.53 km, reaching only 82.8%, of which 23.10 km of clean land has been handed over to the investor, reaching 71%.
The project has 351 households to resettle and 28 households have completed the relocation, at the same time, 9 resettlement areas with an area of 37.24 hectares have been implemented with the work volume reaching from 30 - 95%, of which 3 resettlement areas Cam Thuy, Cam Tuyen, Cam Hieu (Cam Lo) reached from 80 - 95% of the volume.
Regarding construction materials and earthworks for the project, the Provincial People's Committee has provided a mine to ensure sufficient resources for the project. The relocation of technical infrastructure works is being implemented. As of December 18, 2023, 366.06 billion VND has been disbursed, reaching 69% of the 2023 capital plan.
There are still many problems
Besides the payment and compensation for land acquisition and clearance only reaching 82.8%, the clean land handed over only reached 71%, especially in Vinh Linh district, there are 3 km of compensation and support paid but the clean land has not been handed over.
The construction progress of resettlement areas is slower than planned, in which the resettlement area of Linh Truong commune, Gio Linh district just started construction on December 20, 2023; 3 resettlement areas in Cam Lo district are lacking in earth materials to complete; 2 resettlement areas of Vinh Khe and Vinh Ha are large in scale but the construction unit has arranged a small number of human resources and construction machinery, leading to slow progress.
The relocation of the Quang Tri Forestry Products Joint Stock Company's factory is facing many difficulties in calculating compensation prices, procedures related to land for factory construction, and costs for paying for rubber trees.
Regarding the design solution for the overpass branch line at Km 714 + 122, at Hamlet 5, Ben Quan town, Vinh Linh district, the Ministry of Transport has proposed to adjust the design of the underpass on Arab road and add an underpass 232m south of the current location. However, some households continue to have recommendations, the Ministry of Transport has sent a document to the Provincial People's Committee requesting the locality to direct functional agencies and mass organizations to work with the people on the intersection plan to unify the implementation, avoiding the situation of prolonged complaints and lawsuits affecting the project's progress.
In addition, there are some problems related to housing projects built on agricultural land; temporary residence while waiting for the construction of resettlement areas; resettlement land prices, land allocation prices with land use fees. The investor is slow to approve the budget and mark the boundary of the road safety corridor, leading to the locality not proactively checking, reviewing, counting and organizing the implementation of compensation and support plans according to regulations for affected households in the road traffic safety corridor; slow in adjusting the service roads on both sides of the National Highway 9 overpass and National Highway 9 (bypassing the North).
Timely remove obstacles, speed up progress
Speaking at the meeting, Chairman of the Provincial People's Committee Vo Van Hung and Vice Chairmen of the Provincial People's Committee Ha Sy Dong and Le Duc Tien said that the progress of site clearance for the Van Ninh - Cam Lo expressway project through the province is slower than planned. The responsibility lies with the localities and some related units. At the same time, they said that speeding up the site clearance progress of the project is an important political task that needs to be well implemented.
To speed up the progress of site clearance, it is recommended that localities be more active in site clearance, focus on directing the implementation of tasks, removing obstacles; organize dialogues, and mobilize people to soon agree on compensation plans, especially for cases where people are relocated to resettlement areas, and the design plan for the underpass through Hamlet 5, Ben Quan town.
Urge contractors to increase human resources, machinery and equipment, and speed up the completion of resettlement areas.
Closely follow Notice No. 227 dated October 11, 2023 and Notice No. 275 dated December 13, 2023 of the Provincial People's Committee to handle housing projects built on agricultural land, resettlement land prices, land allocation prices for land use fee collection; closely follow Document No. 4106 dated August 15, 2023 of the Provincial People's Committee in handling site clearance work for the case of Quang Tri Forestry Products Joint Stock Company.
The Ho Chi Minh Road Project Management Board accelerates the marking of land boundaries of the road safety corridor; promptly completes the design adjustment of the frontage roads on both sides of the National Highway 9 overpass and the northern bypass of National Highway 9. Departments and branches actively coordinate and support localities to remove difficulties and obstacles, and complete site clearance work as soon as possible.
