Dr. Pham Thi Cam Hung (born in 1977), from Cam Hoang commune, Cam Giang district, Hai Duong province. Dr. Hung has held the following positions at Hai Duong University of Medical Technology: Deputy Head of Rehabilitation Department; Deputy Head of Training Department; Head of Rehabilitation Department; Deputy Director in charge of Hai Duong University of Medical Technology Hospital; Vice Principal in charge of the school; Chairman of the school's Trade Union.

In the period 1960-1977, Hai Duong Medical Technical University was formerly Hai Duong Medical School, followed by Hai Hung Medical Staff School, Hai Hung Medical Secondary School. From 1978-2001, it was Medical Technical Secondary School 1 (Ministry of Health). In April 2001, it was upgraded to Medical Technical College 1 (Ministry of Health). From July 2007 to present, it has developed into Hai Duong Medical Technical University. The school is training 5 majors, including: medicine, rehabilitation technology, medical testing technology, medical imaging technology, nursing.

The school is one of the earliest educational institutions in Vietnam to train nursing and medical technology. After nearly 64 years of establishment and development, the school has determined its mission to train high-quality medical human resources, conduct scientific research, apply and transfer technology, and provide medical services to contribute to protecting, caring for and improving people's health. With an application-oriented development orientation, it strives to be a school that trains health sectors that meet regional standards by 2030.
