However, she noted that opinions need to be counted and collected properly. Specifically, opinions expressed only at meetings, conferences, and seminars are not counted; opinions of cadres, civil servants, public employees, and workers of agencies, ministries, branches, and localities are not counted. "If cadres, civil servants, public employees, and workers want to contribute opinions in writing, the agency or unit will instruct individual cadres, civil servants, and public employees to send written comments to the agency responsible for synthesizing opinions," the Director of the Criminal and Administrative Law Department stated.

The data accumulation is done from the bottom up. For example, the People's Committee at the commune level synthesizes data from villages, residential groups, People's Councils of communes, party organizations in communes, etc.; the People's Committee at the district level adds data from communes in the district and data from organizations and units under the People's Committee at the district level; then the People's Committee at the provincial level adds data from districts in the province and organizations and units under the People's Committee at the provincial level.

The Provincial People's Committee does not synthesize opinions from the People's Court, the Procuracy, and central vertical agencies in the locality, nor does it synthesize comments on VNeID, because this is the task of the Ministry of Public Security . People only make comments on the National Assembly Electronic Information Portal and the Government Electronic Information Portal. Local electronic information portals do not collect opinions and the Provincial People's Committee will not synthesize comments from these sources.

Accordingly, ministries, ministerial-level agencies, and government agencies will synthesize opinions from organizations and units under their management - including party organizations, administrative organizations, public service units, and other organizations. The Supreme People's Court, the Supreme People's Procuracy, the Vietnam Fatherland Front, and the Ministry of Public Security will synthesize according to separate instructions. The National Assembly Office and the Government Office will synthesize opinions on their electronic information portals.
