(LĐ online) - In Da Sar commune (Lac Duong district, Lam Dong province), where more than 80% of the population are ethnic minorities, the commune police force has flexibly and creatively deployed propaganda work, mobilizing people to participate in giving opinions on the draft amendments to the 2013 Constitution.

With rugged terrain and a majority of the population being ethnic minorities, legal dissemination work has encountered many difficulties. However, when the Drafting Committee for Amendments and Supplements to a Number of Articles of the 2013 Constitution issued a Plan to collect public opinions from May 6, 2025 to May 29, 2025, Da Sar Commune Police quickly sprang into action. With the motto "people know, people understand, people actively participate", officers and soldiers worked day and night, directly to each village and hamlet to guide people to participate in giving opinions on the draft via the VNeID application.

To suit the cultural characteristics and awareness level of ethnic minorities, Da Sar Commune Police have integrated propaganda content into religious activities, community activities and village meetings. Propaganda materials are prepared in a concise and easy-to-understand manner for easy access by people.

Mr. Lieng Jrang Ha Solly (residing in Hamlet 2, Da Sar Commune), said: When doing this (contributing ideas to amend the Constitution - Editor's note), some people were proficient enough to open the VNeID application, and they read it to other people. But there were also many people who could not open the application because they forgot their password, lost their SIM card... so when the Commune Police gave them enthusiastic help, the people were very happy.

In particular, realizing that many people go to work early in the morning and come home late at night, the local police in each area and the local security forces have increased their work at night to provide guidance. Many elderly people do not understand, so the soldiers patiently explain the revised contents of the draft, such as regulations on the organization of the state apparatus, human rights, and civil rights.

Along with that, the Commune Police force also takes advantage of social networking platforms such as Zalo "For Peaceful Life" and Fanpage "Da Sar Commune Police" to post instructional videos and short articles on how to participate in giving feedback via VNeID. These posts not only attract the attention of young people but also spread information to family members, thereby creating a strong community effect.

Mr. Tran Vu Duc Thinh (residing in Hamlet 1, Da Sar Commune), said: I am very happy that the police came to my house to instruct the people about the draft amendment to the Constitution. At the same time, the guidance through the VNeID account to contribute opinions to amend the draft amendment to the 2013 Constitution is very convenient, can be done while sitting at home, through this I will continue to instruct my relatives and neighbors to know and contribute to this draft.

Propaganda in an area with a large ethnic minority population is not easy. Many people, due to limitations in education and language, were initially hesitant when invited to contribute their opinions. However, with perseverance and a close approach, Da Sar Commune Police gradually removed barriers, helping people understand that their voices are valuable in building a Constitution that truly reflects the aspirations of the people.

Lieutenant Colonel Nguyen Viet Thanh - Head of Da Sar Commune Police, shared: "We thoroughly instruct officers and soldiers to study to understand the things in the revised draft. At the same time, we organize for officers and soldiers to study to apply them to local reality."

Working groups chaired by the Commune Police, in coordination with local authorities and mass organizations, have successfully organized many propaganda sessions at the cultural houses of villages, attracting a large number of people to participate. People's comments not only focus on issues of personal interests but also propose solutions to develop the economy and protect the traditional culture of ethnic minorities.

Although the time for collecting opinions only lasts until May 29, 2025, Da Sar Commune Police are still continuing to promote propaganda activities, ensuring that no citizen is left behind.
