Vietnam Bank for Social Policies surveys trust activities in Duc Trong

The delegation of the Vietnam Bank for Social Policies conducted a survey in Lac Duong district and took souvenir photos with representatives of the Bank for Social Policies and socio-political organizations participating in receiving policy credit entrustment.

Also attending the survey were members of the Board of Directors of the Bank for Social Policies of Lam Dong province, leaders of the Bank for Social Policies of Lam Dong province branch, leaders of the Transaction Office of Lac Duong district, local authorities, and representatives of some savings and loan groups of Da Sar commune.

The working delegation organized a working session in Da Sar commune to assess the suitability of the proposed amendments related to the entrustment activities; grasp the difficulties and advantages in transaction activities in the commune...

The delegation also reviewed the implementation of the handover of entrusted activities after the merger at the provincial and communal levels and the elimination of the intermediary level; assessed the suitability and difficulties in converting the deposit accounts of members of the savings and loan groups to payment accounts and revised the content of the delegation to the Management Board of the savings and loan groups...

Mr. Huynh Van Thuan - Deputy General Director of Vietnam Bank for Social Policies, chaired the working session in Lac Duong district.

The report on the activities of the People's Committee of Da Sar commune presented by Mr. Lieng Jrang Ha Ro Ky - Chairman of the People's Committee of the commune, said: The commune was established over 40 years ago (in 1984) with over 83% of the population being Co Ho (Cil) ethnic people. Up to now, there are no more poor households, with 30/1577 near-poor households (accounting for 1.9%); compared to the beginning of the period, the rate of poor households in the commune decreased by 2.2%, the rate of near-poor households decreased by 6%.

In 2025, Da Sar commune was allocated a plan target of increasing outstanding debt of 9,000 million VND. Loan turnover in the first 4 months of 2025 was 3,465 million VND/60 customers; debt collection turnover was 4,120 million VND, the debt collection rate reached 100%. By April 30, 2025, Da Sar commune was implementing 9 policy credit programs, with a total outstanding debt of 82,272 million VND on 953 households with outstanding debt, accounting for 21.9% of the total outstanding debt managed in the district, an average of 01 Savings and Credit Group with outstanding debt of 3,912 million VND, the average outstanding debt per household was 86.3 million VND...

Implementing the merger plan, Da Sar commune will merge with Da Nhim commune and Da Chais commune and take the name Lac Duong commune, the center is located in Da Nhim commune now, the distance from the new commune center to Da Sar commune villages is about 10 - 11 km on average, but the activities of disbursement, debt collection, automatic interest collection and account conversion on the Internet... should not be affected.

However, Da Sar has a large number of ethnic minority households, so access to digital technology is not much and there is still a habit of using cash in payment transactions, so the Mobile banking application is difficult...

The working program also recorded the recommendations of the members of the Representative Board, as well as the socio-political organizations that received the assignment, on the following contents: Extending the time to check new loans after the arrangement of new administrative units, in order to create more favorable conditions for cadres of socio-political organizations at the commune level to perform their tasks in a larger area...

The delegates also proposed that after restructuring the apparatus of the political system and commune-level administrative units, the operation of savings and loan groups and the network of transaction points of the VBSP should continue as they are now; at the same time, the VBSP Transaction Office should be maintained as they are now to be in charge of and manage policy credit activities, ensuring that policy credit capital reaches beneficiaries in a timely manner...

Along with the Survey Team in Lac Duong district, the Survey Team led by Mr. Le Ngoc Khanh - Deputy Director of the Vietnam Youth Support Center also conducted a survey on policy credit entrustment activities in Duc Trong district on the same morning.
