Prime Minister Pham Minh Chinh also assigned the target for the Ministry of Agriculture and Rural Development to export agricultural, forestry and fishery products by 2025 to reach 70 billion USD, moving towards the 100 billion USD mark as expected by General Secretary To Lam.
How to achieve the target as expected by the Government, what is the room for Vietnam to export agricultural, forestry and fishery products in the markets, what are the existing opportunities and challenges? 62.5 billion USD in agricultural, forestry and fishery exports - "fresh money" in farmers' pockets
In 2024, overcoming many difficulties due to market fluctuations and unprecedented impacts of natural disasters, the agriculture and rural development sector reached the finish line early, with many targets assigned by the Government achieved and exceeded very early, in which, agricultural, forestry and fishery exports continued to set an "unprecedented" miracle.
Specifically, according to statistics from the General Department of Customs, the total export turnover of agricultural, forestry and fishery products reached a record high of 62.5 billion USD, up 18.7% compared to 2023, the trade surplus continued to reach a new record of 17.9 billion USD, up 46.8%. Of which, main agricultural product exports were 32.8 billion USD, up 22.4%; livestock 533.6 million USD, up 6.5%; main forestry products 17.28 billion USD, up 19.4%; aquatic products 10.07 billion USD, up 12.2%.
Notably, there are 7 export goods/groups of goods with over 3 billion USD, including: Wood and wood products 16.2 billion USD (up 20.3%); vegetables and fruits 7.12 billion USD (up 27.1%); rice 5.75 billion USD (up 23% with volume 9.18 million tons, up 12.9%); coffee 5.48 billion USD (up 29.1% with volume 1.32 million tons, down 18.8%); cashew nuts 4.38 billion USD (up 20.2% with volume 729.5 thousand tons, up 13.3%); shrimp 3.86 billion USD (up 14%); rubber 3.46 billion USD (up 19.6% with volume 2.03 million tons, down 5.2%).
It is worth noting that the trade surplus of the agricultural sector has been continuously increasing since 2015. If in 2015, the trade surplus of the agricultural sector reached 8.17 billion USD, then in 2016 it increased to 8.84 billion USD, in 2017 it reached 9.96 billion USD, in 2018 it reached 8.46 billion USD, in 2019 it reached 9.27 billion USD, in 2020 it reached 10.89 billion USD, in 2023 it reached 12.19 billion USD, an increase of 45.1% and in 2024 it continued to set a record with 17.9 billion USD.
“In the country’s overall achievements, the agricultural sector has made a very important contribution, with export turnover reaching 62.5 billion USD, trade surplus of 18 billion USD, while the country’s trade surplus is only about 24-25 billion USD, meaning that agriculture accounts for more than 70% of the country’s total trade surplus. That is real cash and real rice of our farmers,” Prime Minister Pham Minh Chinh emphasized.
Minister of Industry and Trade Nguyen Hong Dien also said that the export figure of 62.5 billion USD is very meaningful because "this export money all goes into the people's pockets". Currently, we have 20 signed free trade agreements, if we implement all 20 agreements, we will be able to bring many products to these markets.
Minister of Agriculture and Rural Development Le Minh Hoan affirmed that in 2024, the agricultural sector will continue to prove its role as a "fulcrum" of the national economy, especially in the context of market fluctuations, climate change, extreme weather and changing consumer trends.
"The proud results of the Agriculture and Rural Development sector come from the close and consistent leadership and management of the Party, the Government, the Prime Minister, the accompaniment of central and local ministries and branches, together changing thinking, acting together, joining hands to connect, promote, and promote agricultural trade both domestically and internationally. Along with the dynamic spirit and overcoming difficulties of businesses and industry associations, the proactive change and flexible adaptation to new trends of cooperatives, producers, and farmers across the country, is the belief and hope in the good values that the Agriculture sector always contributes to the whole country," said Minister Le Minh Hoan.
Mark of market opening
It can be said that the export figures for agricultural, forestry and fishery products in 2024 are the result of the Ministry of Agriculture and Rural Development and relevant agencies implementing projects to promote the export of agricultural, forestry and fishery products; promoting the application of information technology in collecting information and forecasting the market situation of agricultural products; directing and guiding the issuance of codes for growing and farming areas and tracing the origin of agricultural, forestry and fishery products for export.
Up to now, 8,052 growing area codes and 1,596 packing facility codes have been granted for fresh fruits (dragon fruit, mango, star apple, banana, grapefruit, passion fruit, seedless lemon, longan, lychee, chili, black jelly...) that are allowed to be exported to markets (China, USA, Australia, New Zealand, Korea, Japan, EU...); by the end of 2024, the number of facilities exporting seafood to markets will continuously increase.
The Ministry of Agriculture and Rural Development has also developed and submitted to the Prime Minister the Project "Developing a logistics service system to improve the quality and competitiveness of Vietnamese agricultural products by 2030"; advised the Prime Minister to issue Official Dispatch No. 13/CD-TTg dated February 6, 2024 on strengthening logistics connectivity to promote the consumption and export of agricultural products; actively implementing Projects to promote agricultural products exports to key markets that have been approved since 2023...
At the same time, strengthen research, forecasting and market information to promptly orient the organization of production and consumption of agricultural products; implement trade defense measures and technical barriers in accordance with international commitments, negotiate and sign mutual recognition agreements. Support businesses in resolving trade disputes and minimizing risks in international integration.
Coordinate with embassies, trade counselors, increase the role of Vietnamese agricultural counselors in countries to build exchange channels, provide market information, strengthen promotion and advertising for products that have been opened, officially exported in conjunction with diplomatic activities of Party and State leaders and the Ministry to major markets (China, USA, EU, Japan, Russia, Brazil...). In particular, from the beginning of the year, the Ministry has paid attention and focused on exploiting markets with great potential such as: Halal food market, Middle East, Africa...
Setting a target for the agricultural sector with the export of agricultural, forestry and fishery products reaching 70 billion USD by 2025, Prime Minister Pham Minh Chinh affirmed that this is not only a very ambitious goal, many people say it is impossible, but we must still be determined to achieve it. It is the aspiration of the nation, of the country, no matter how difficult it is, we must do it.
"We must achieve the target of exporting agricultural, forestry and fishery products of 100 billion USD in the coming years," said the Prime Minister.
To achieve that, according to the Prime Minister, it is necessary to encourage businesses to cooperate, support, and closely link with farmers to ensure input and output for production; promote regional linkages, diversify products, markets, and supply chains; expand export markets, including specific markets such as Halal food. The State must find markets for farmers' products, and farmers must ensure quality and build brands for agricultural products, along with convenient and eye-catching designs, packaging, and contributions to capture market share.
"For tourists to buy products, the packaging of those products must be able to travel by plane, train, ship, or on foot...", the Prime Minister gave an example.
To achieve the set goals, the Ministry of Agriculture and Rural Development also determined to promote trade, open markets, negotiate to remove technical barriers, trade barriers and open the official export market to add more agricultural products to traditional markets, markets with large total export turnover (China, USA, EU, Russia, Brazil, Japan, Korea...); open new markets with much potential such as: Halal food market of Islamic countries, Middle East, Africa... with the motto of diversifying products, diversifying markets to contribute to gradually reducing informal exports across the northern border. Develop projects to promote the export of agricultural products to some new markets (Middle East, Africa...)
Actively and effectively implement free trade agreements, regional and bilateral agreements with other countries. Strictly comply with regulations on labels, traceability, planting area indications, testing, quarantine, packaging specifications, quality, and types of agricultural products; register packaging facility codes and business codes.
