Continuing the glorious tradition of 76 years of the Provincial Party Committee

(laichau.gov.vn) Lai Chau Provincial Party Committee, formerly Lai Chau Executive Committee, was established on October 10, 1949, and has been through 15 congresses. In each historical period, the Party Committee has always put forward correct policies to lead, gather, and unite the people to follow the revolutionary path chosen by the Party and Uncle Ho; to drive out foreign invaders, firmly protect the Fatherland's borders, and build an increasingly prosperous homeland.

The leaders performed the ceremony of attaching a plaque to the Traditional House of the historical relic site of Ban Luot - where the first Party Cell of Lai Chau Provincial Party Committee was established.

At the end of 1949, to meet the revolutionary demands of Lai Chau, the Standing Committee of Inter-Zone 10 established the Lai Chau Executive Committee (October 10, 1949) with the task of "Building a mass base to create conditions to lead the Lai Chau people to fight for armed forces to regain all the land". By determining the correct political tasks, in accordance with the aspirations of the people of all ethnic groups, the Lai Chau Executive Committee quickly built up a solid revolutionary force and base from the highlands to the lowlands, paving the way for the main force to liberate Lai Chau town (December 12, 1953), contributing to the Dien Bien Phu Victory in 1954; mobilizing human and material resources to support the South and the whole country to create the Great Spring Victory of 1975; healing the wounds of war, developing the socio-economy, firmly ensuring national border sovereignty, and renewing the country.

Entering the period of innovation, especially after 21 years of separation and establishment of the province. From a newly separated highland border province with particularly difficult socio-economic conditions, the Provincial Party Committee has led the people to promote the tradition of solidarity, self-reliance, self-strengthening awareness, overcoming all difficulties and hardships, determined to realize the goal of building an increasingly prosperous homeland. Lai Chau has transformed strongly, the average economic growth rate in 21 years (2004 - 2025) reached over 9%/year; budget revenue in the province increased over 83 times, from 31 billion VND to over 2,600 billion VND. The rural appearance has improved a lot, the material and spiritual life of the people has gradually improved. The socio-economic infrastructure has received investment attention, 100% of communes have car roads to the center; the rate of households using the national grid electricity is over 97%; Over 93% of the rural population has access to clean water. Education and training have developed strongly; the rate of communes meeting the standards of universal primary education level 2 or higher, universal lower secondary education level 1 or higher, and universal preschool education for children under 5 years old has reached 100%. The health system has been consolidated, reaching 13 doctors per 10,000 people, and the health insurance coverage rate has reached 95%. Party building and the political system have been strengthened; national defense and security have been stabilized, and national border sovereignty has been firmly secured.

The 15th Provincial Party Congress passed a Resolution to strive to make Lai Chau a medium-developed province in the Northern midland and mountainous region by 2030; and a medium-developed province in the whole country by 2045.

The 76th anniversary of the founding of the Provincial Party Committee (October 10, 1949 - October 10, 2025) took place in the excitement of cadres, party members and people of all ethnic groups in Lai Chau to welcome the success of the 15th Provincial Party Congress, term 2025 - 2030. The Congress set out important development orientations; with the perspective of green, fast and sustainable development towards the goal of "Striving to make Lai Chau a medium-developed province in the Northern midlands and mountainous region by 2030, and by 2045 to become a medium-sized province in the country", specified by "3 breakthroughs, 4 key tasks, 5 development perspectives and 6 main solutions".

The three "breakthroughs" of the Resolution of the 15th Provincial Party Congress are major solutions to overcome difficulties and exploit the potential and advantages of the province. Breakthroughs in transport infrastructure, logistics, and information technology will open up regional connectivity, ensuring convenient connections between Lai Chau and economic axes and regions in the region; intra-regional traffic and border commune roads. Breakthroughs in commodity agricultural economy and medicinal herbs in the direction of green economy will promote agricultural advantages towards high-quality key products such as medicinal plants, temperate orchards, Lai Chau ginseng; linking agriculture with tourism, OCOP, and circular economy. Breakthroughs in improving the quality of human resources, developing science and technology and digital transformation contribute to building a team of cadres, civil servants, and public employees with strong political will and professional expertise; developing productive forces in industries and fields; Applying information technology and digital transformation opens up new development opportunities, keeping up with the trends of the times.

The Resolution of the 15th Provincial Party Congress sets out tasks and solutions to strongly exploit the province's potential. The location bordering Yunnan province (China) will be an advantage for developing tourism, logistics services, import-export and domestic trade, and border economy. The Da River and its river systems are potential for the energy industry; diverse minerals in construction materials, metal minerals, industrial minerals, including rare earth and mineral water resources will be its own advantages. The province is aiming for concentrated commodity agriculture, producing high-value products, diversified along the value chain, circular agriculture, clean, organic products suitable to natural conditions and aiming towards low carbon emissions, being environmentally friendly and adapting to climate change. Large forest areas are conditions for developing the forest economy, contributing to biodiversity conservation, ensuring national defense and water security; effectively promote the strengths of forests in the green economy and access to the carbon credit market. The unique culture of 20 ethnic groups has created a cultural identity, the friendly and hospitable people of Lai Chau along with the majestic natural landscape will open up opportunities for tourism development.

After 76 years of construction and development, the Lai Chau Party Committee has grown from 3 party members to now with 42 party committees directly under the Provincial Party Committee, 295 grassroots party organizations, 19 party committees, 1,841 party cells with a total of over 31,500 party members. The work of building the Party and the political system, promoting socialist democracy associated with building the great national unity bloc has achieved many positive results, with increasing quality; the leadership capacity, fighting strength of the party organization, and the quality of the party members have been improved; the pioneering, exemplary spirit, respect for the people, closeness to the people, trust in the people, understanding the people, learning from the people of cadres and party members have been promoted... This is an important foundation for the Provincial Party Committee to continue to effectively lead and direct the Resolution of the 15th Provincial Party Congress.

Today, the Party Committee, the Government and the People of all ethnic groups in Lai Chau are proud of the results achieved, but ahead will be glorious missions and great responsibilities to continue writing the heroic history of Lai Chau and the nation. We believe that the valuable experiences and solid achievements of the 76 years of the Provincial Party Committee and the success of the 15th Provincial Party Congress will add new strength, new motivation and new spirit to act resolutely for the goal of building Lai Chau province to develop greenly, quickly and sustainably, confidently entering the era of strong and prosperous development of the nation with the whole country./.
