On the morning of June 29, the National Assembly voted to pass the resolution of the 7th session of the 15th National Assembly .

The National Assembly resolved to continue reducing the value-added tax (VAT) rate by 2% for groups of goods and services from July 1, 2024 to December 31, 2024.

The National Assembly assigned the Government to organize the implementation of policies to ensure the achievement of the set goals; to be responsible for managing and implementing revenue collection tasks, not to affect the revenue estimates and state budget deficit in 2024 according to the Resolution of the National Assembly; to ensure revenue sources for estimated expenditure tasks and urgent needs arising.

The 2% reduction in VAT applies to a number of groups of goods and services. The sectors that continue to not receive this tax reduction include real estate, securities, banking services, telecommunications, information technology, coke, chemical products, goods and services subject to special consumption tax.

The meeting resolution also stated that Vietnam Airlines Corporation was granted an extension to repay its refinancing loan. Specifically, the State Bank automatically extended the repayment deadline for the national airline’s VND4,000 billion loan three times to overcome immediate difficulties.

The extension period each time is equal to the first recapitalization period, the total duration of the recapitalization extensions is a maximum of 5 years (including 2 extensions under Resolution 135 of the National Assembly).

The National Assembly assigned the Government to direct the State Capital Management Committee at Enterprises and Vietnam Airlines to develop a comprehensive development strategy and promptly complete a comprehensive plan of solutions to remove difficulties for the airline to recover soon and develop sustainably.

In addition, the Government also needs to accelerate the comprehensive restructuring of Vietnam Airlines, clearly defining the responsibilities of agencies in implementing the commitment to the National Assembly on the effectiveness of the implementation of the refinancing loan solution. Agencies should increase inspection, audit, and supervision to ensure the implementation of this solution in accordance with regulations.

Focus on arranging administrative units at district and commune levels

The National Assembly requested the Government to coordinate with relevant agencies to continue to synchronously, promptly and comprehensively implement the goals, tasks and solutions set forth by the Party, National Assembly and Government.

The Government needs to closely monitor developments and forecast the domestic and international situation, have appropriate, practical, specific and feasible policy solutions to overcome shortcomings and limitations, and resolutely organize implementation, striving to achieve the highest level of targets in the 2024 Socio-Economic Development Plan.

The National Assembly requires drastic and effective implementation of measures to manage the gold market; ensure a stable and healthy gold market. Promote support and recovery of the tourism market; based on functions, tasks and authority, have appropriate solutions to protect and ensure the number of aircraft and operating capacity of domestic airlines.
