Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee for Sustainable Poverty Reduction (SPR) Phan Ngoc Tho; Member of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Committee, Standing Deputy Member of the Provincial Steering Committee for Sustainable Poverty Reduction Nguyen Thanh Binh; Member of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of the province Nguyen Nam Tien; Member of the Provincial Party Committee, Secretary of the Hue City Party Committee Phan Thien Dinh; Member of the Provincial Party Committee, Head of the Provincial Party Committee's Mass Mobilization Commission Nguyen Chi Tai attended the conference. Also attending the conference were more than 300 delegates; including village elders, village chiefs, and prestigious people among ethnic minorities in A Luoi district.
Through the launching of the movement "Clans, villages, hamlets without poor households", it shows that clans, villages, hamlets and people in the whole province actively participated and achieved important results; contributing to reducing the rate of poor households, ensuring social security in the province. From the movement, the poverty rate in the whole province has been reduced from 4.93% at the end of 2021 to 3.56% at the end of 2022 and strives to reduce the poverty rate to 2.79% by the end of 2023, enough conditions to bring A Luoi out of the 74 poor districts of the country.
That result is thanks to the launching ceremony of the movement "Families, villages, hamlets without poor households" in 9/9 districts, towns and Hue City, with 131/141 communes, wards and towns. Through the launching ceremony, 5,913 million VND was mobilized to support the construction and repair of houses, and the donation of livelihood models to poor households in the province. From October 2022 to September 2023, the "For the Poor" Fund at all levels also mobilized 15,683 billion VND, helping the poor to eliminate temporary houses, build solidarity houses, support production capital... with an amount of 17,850 billion VND; support the repair and construction of 438 houses, worth 9,051 billion VND; support production capital for 231 poor households, worth 1,206 billion VND.
Up to now, 100% of local clans and families have committed to not having poor households in their clans and families. In addition to the achieved results, poverty reduction work in the province still has shortcomings and limitations. Although the number of poor households in the province has decreased annually, it is still high. By the end of 2022, the province still has 11,735 poor households; of which, 3,949 poor households are unable to work (accounting for 3.56%), and 2,518 houses need to be newly built and repaired. Poverty reduction work is not really sustainable, there is still a risk of falling back into poverty.
Speaking at the conference, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee for Disaster Prevention and Control Phan Ngoc Tho Phan expected that by the end of this year, the province will complete the project and submit it to the Central Government to continue implementing the steps, soon turning Thua Thien Hue into a centrally-run city.

The participation of the entire political system in building the new rural areas of GNBV, "Clans, villages, hamlets without poor households" must be focused on achieving higher efficiency. The GNBV clans and families have concretized Resolution 11 of the Provincial Party Committee in the past time, which is a great determination, solidarity, joint efforts, and unanimity to improve the lives of the people.
However, the poverty rate in A Luoi district is still high partly because ethnic minorities are still facing difficulties, people's awareness of rising up is not high; there is still expectation and dependence on policies from the State. Standing Deputy Secretary of the Provincial Party Committee Phan Ngoc Tho hopes that people's awareness and poor households need to change and rise up on their own. The goal throughout the coming time of the entire political system is to eliminate temporary houses and support jobs for poor households with fundamental solutions, reduce poverty according to criteria, poverty reduction plans for each household integrating new rural programs; not to let poverty relapse; reduce the poverty rate to the lowest level.
