Permanent Deputy Minister of Culture, Sports and Tourism Le Hai Binh reported and clarified some contents in the proposal.

*Previously, on October 5, chairing the regular Government meeting and the Government's online conference with localities in September 2025, Prime Minister Pham Minh Chinh requested relevant ministries, branches and localities to immediately propose choosing November 24 as Vietnam Culture Day - the day 79 years ago, President Ho Chi Minh opened the first National Cultural Conference.

According to the Prime Minister, on November 24, 1946, the first National Cultural Congress was solemnly opened at the Hanoi Opera House, with the participation of more than 200 delegates. In the opening speech of the first National Cultural Conference, President Ho Chi Minh put forward the argument: "Culture must light the way for the nation to go".

Recalling President Ho Chi Minh's advice, the Prime Minister said: "President Ho Chi Minh pointed out: The task of the new culture is to reflect the happiness of the people and the nation's struggle, and at the same time absorb the experiences of past and present cultures to build a new Vietnamese culture with three characteristics: national, scientific, and popular. He also clearly stated the position and influence of culture and art in educating the young generation, building patriotic, independent, self-reliant, and self-reliant Vietnamese people."

Also according to the Prime Minister, 75 years after the first National Cultural Conference in 1946, on November 21, 2021, at Dien Hong Hall, the National Assembly, the Politburo and the Party Central Committee Secretariat held a National Cultural Conference to implement the Resolution of the 13th National Congress of the Party. General Secretary Nguyen Phu Trong attended and delivered an important speech. In his speech, General Secretary Nguyen Phu Trong reiterated the viewpoint: "As long as culture exists, the nation exists."

With all that spirit, according to Prime Minister Pham Minh Chinh, the proposal to choose November 24 as Vietnamese Culture Day is an extremely meaningful choice.

The Prime Minister said that reality has proven that since its founding, our Party has always attached great importance to the role of culture and paid great attention to the work of building culture in the cause of national liberation and nation building, especially during the transition period to socialism. The Party's awareness of culture has become increasingly comprehensive, complete and profound.

During the process of founding and leading the revolution, our Party has always determined that: Culture is the spiritual foundation of society, both a goal and an endogenous strength, an important driving force for national development; determining that cultural development is synchronous and harmonious with economic growth and social progress is a fundamental orientation of the process of building socialism in Vietnam, demonstrating the superiority of our regime. "To put it profoundly and concisely as Uncle Ho said: Culture must light the way for the nation" - Prime Minister Pham Minh Chinh emphasized.

Accordingly, in order to focus on renewing traditional growth drivers and strongly promoting new growth drivers in the current development stage of the country, Prime Minister Pham Minh Chinh highlighted the role and importance of culture and tourism, and proposed that the Ministry of Culture, Sports and Tourism clearly define the main tasks, tasks and solutions to make culture in general and tourism in particular truly become the foundation and spearhead of sustainable development. In particular, one of the important contents to unleash cultural resources for development goals is to determine Vietnam Culture Day.
