Ha Nam Party Committee has 2,233 Party cells (342 grassroots Party cells; 1,891 Party cells directly under the grassroots Party Committee), nearly 51,000 Party members. In recent years, the improvement and innovation of Party cell activities, contributing to enhancing the leadership capacity, fighting strength of the Party organization (TCĐ) and the quality of the contingent of cadres and Party members (CBĐV) has always been considered important by Party committees at all levels, identified as an important and regular task.
The work of thoroughly grasping and implementing the Central's documents on improving the quality of Party cell activities has been focused on by Party committees at all levels, concretized and fully implemented, in accordance with the reality of each type of Party organization. Party cells and Party committees have well implemented the working regime according to the Party's Charter, promoted the role of the political nucleus, and ensured the comprehensive leadership and direction of all aspects of work of Party committees and Party organizations. The work of inspection and supervision (KTGS) and assignment of Party committee members to attend Party cell activities has been strengthened. Thematic activities continue to receive attention, with practical content.
However, the quality of Party cell activities still has limitations. Some Party cells have not strictly implemented the Party activity regime, and the content of the activities is still monotonous. In Party cell activities, there are few discussion opinions, especially critical opinions. The work of training and developing new Party members has had limited results. The situation of Party members who have stopped participating in Party activities and had to have their names removed occurs in some Party cells, especially rural Party cells. Some Party cells have not organized specialized activities according to regulations. The content of Party cell activities sometimes does not ensure comprehensive leadership in the areas of implementing political tasks and Party building work. In Party cell activities, the spirit of self-criticism and criticism is not clearly demonstrated. The assessment of the quality of Party cell activities, the review of the results of studying and following Ho Chi Minh's ideology, morality and style, and self-criticism and criticism in the spirit of Resolution 4 of the Central Committee (term XII) have not become regular content.
The reason for the above limitations is that some Party committees, Party organizations, and Party members have not fully recognized the importance of improving the quality of Party cell activities. The qualifications, capacity, and methods of organizing activities of some Party cell secretaries are still limited. Some Party committees have not yet had specific and appropriate solutions in leading and directing to improve the quality of Party cell activities. Training and fostering of Party work skills for Party cell committees and Party cell secretaries, although strengthened, have not yet met the requirements. The sense of organization and discipline, the exemplary vanguard role of some Party members and members are still weak. The management and assignment of tasks to Party members and members in Party cell activities are still limited. Some direct superior Party committees have not done a good job of directing, guiding, and supervising the activities of Party committees and Party cells of subordinate Party organizations. Many Party cells of administrative agencies and public service units mainly focus on professional work, with little content on Party building work. Some Party cells choose thematic activities that are not relevant to the functions and tasks of the unit.
Based on the above reality, on May 10, 2021, the Standing Committee of the Provincial Party Committee issued Resolution 05 on improving the quality of Party cell activities. Resolution 05 of the Standing Committee of the Provincial Party Committee clearly states the goal: to create a fundamental change in the awareness of Party committees, Party organizations, and Party members about the position, role, and importance of improving the quality of Party cell activities; Party cell activities must ensure comprehensive leadership, education, combativeness, practicality, and effectiveness, so that the Party cell is truly a place to lead, manage, educate, and train Party members. Build a team of Party members, first of all Party committee members and Party cell secretaries with a sense of responsibility, capacity, and skills to organize Party cell activities, respect, promote, and well implement the principles of organizing Party activities, and master Party work in accordance with their responsibilities and tasks.
Since Resolution 05 of the Provincial Party Committee was issued, Party cells have maintained a good order of monthly Party cell activities, activities, and topics in accordance with regulations. The order and content of Party cell activities have basically followed Instruction 12 of the Central Organizing Committee and Instruction 20 of the Provincial Party Committee. The content of Party cell activities has been innovated in a practical, specific direction, closely following the functions and tasks of each Party cell; there is a connection with the implementation of political tasks of agencies and units, with promoting the study and following of Ho Chi Minh's ideology, morality, and style and solving problems arising in practice. Attention has been paid to training and fostering Party committees and Party cell secretaries. Since the beginning of the 2020-2025 term, 100% of Party cell secretaries have been trained and coached in knowledge and skills of Party activities and Party cell activities. The Secretary's leadership and direction of Party cell activities is quite flexible. The contents of Party committee and Party cell activities are fully recorded in the resolution book. The quality of thematic activities has changed positively. The work of inspecting and supervising Party cell activities has been directed and implemented synchronously and seriously by Party committees and inspection committees at all levels. In 2022, the Provincial Party Executive Committee established 2 inspection teams to inspect the leadership and direction of the implementation of Resolution 05 for 4 collectives and 4 individuals; worked with 16 Party organizations of the Party Committees directly under the province. The Standing Committees of the district, town, city Party Committees and affiliated Party Committees included the content of inspecting and supervising the implementation of Party cell activities, innovating and improving the quality of Party cell activities in the 2022 inspection program (9 inspection meetings were organized for 47 Party organizations and 76 Party members). Through inspection and supervision, Party committees at all levels promptly pointed out the advantages and disadvantages, requested the Party Committees to overcome and correct them, contributing to the good implementation of the Party cell activities.
Many localities and units have directed the development of good models, creative and effective ways of doing things. The Provincial Party Committee's Organizing Committee has issued a sample party member handbook and a resolution book for party cell activities to be deployed to the Party Committees and implemented uniformly throughout the Party Committee. The model of organizing a contest for excellent party cell secretaries has been deployed in the Party Committees of Kim Bang and Binh Luc districts, and the Party Committees of the Provincial Agencies. The model of organizing sample party cell activities and thematic activities has been implemented in the Party Committees of Kim Bang, Binh Luc and Thanh Liem districts. The model of seminars to improve the quality of party cell activities in villages and residential groups has been implemented in the Kim Bang District Party Committee. The model of registering "Good people, good deeds" has been implemented in the Duy Tien Town Party Committee. The model of admitting party members in high schools has been implemented in the Phu Ly City Party Committee. Some units are also flexible in opening Party awareness training classes, creating favorable conditions for training subjects to attend in large numbers and with quality, such as: organizing classes on holidays, outside of working hours, arranging locations and times suitable for each subject to manage, check and evaluate according to regulations.
Some key tasks and solutions to improve the quality of Party cell activities in the coming time:
Firstly, continue to thoroughly grasp and implement the Central and provincial directives on improving the quality of Party cell activities, so that Party members and Party members deeply understand the position, role, significance and importance of improving the quality of Party cell activities, creating consensus and high determination in organizing and implementing.
Second, well implement the procedural steps, from content preparation to running the Party cell activities in accordance with Instruction 12 of the Central Organizing Committee and Instruction 20 of the Provincial Party Committee. Before the Party cell activities, the Party cell committee agrees on the content, program, time, location, and prepares the conditions; the Party committee and Party cell secretary are exemplary and responsible in chairing and running the discussion, summarizing the opinions of Party members and concluding the key issues discussed by the Party cell.
Third, improve the quality and promptly complete the team of Party committees and Party cell secretaries when there are shortages, ensuring sufficient quantity, capacity, good moral qualities, enthusiasm for work, and close attachment to the people. Focus on innovation and improve the quality of training and professional training on Party work for the team of Party committee members and Party cell secretaries, especially the skills of chairing, organizing, and managing Party cell activities.
Fourth, raise the awareness of Party members in Party cell activities. Party members attending the activities must clearly express their opinions, actively contribute ideas, build resolutions and decide on important issues. Party committees and Party cell secretaries must suggest key issues for Party members to focus on discussing, listening to and resolving the legitimate aspirations of Party members, accepting and explaining issues with different opinions, creating unity and consensus in organizing the implementation of Party cell resolutions.
Fifth, strictly implement the regular assessment of the quality of Party cell activities according to Instruction 20 dated August 14, 2018 of the Provincial Party Committee.
Sixth, strengthen the inspection and supervision and strictly direct the implementation of the Party Committee's and Party cell's activities; effectively manage, train and improve the quality of the Party Committee's staff; replicate new models, good and effective practices.
