Continue efforts to collect tax debts

On the morning of May 21, Mr. Le Huu Hoang - Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Permanent Deputy Secretary of the Party Committee of Khanh Hoa Provincial People's Committee chaired a meeting with members of the Provincial Tax Debt Recovery Steering Committee on the tax debt situation in the first 4 months of the year and the tax debt collection work in the coming time. As of April 30, the tax debt in the province was still over 2,305 billion VND.

Tax debt is still high

According to the report of the Tax Department of Region XIII, in the past time, the unit has applied many measures to collect tax debts to the state budget such as: Stop using invoices; enforce bank accounts; notify temporary suspension of exit for legal representatives of tax-indebted enterprises... For cases with large and long-term debts, the tax authority assigns debt management officers to urge debt collection; coordinate with relevant departments and branches to urge and implement enforcement measures for cases of procrastination and delay...

As of April 30, the whole province has collected nearly 2,319 billion VND in tax arrears. Of which, the tax arrears from 2024 were transferred to collect more than 1,439 billion VND, and the debt arising in 2025 was more than 879.6 billion VND. As of April 30, the total tax arrears of the whole province to be collected were estimated at more than 2,305 billion VND; of which the tax arrears from 2024 still had to be collected at more than 1,249 billion VND, and the tax arrears arising in the first months of 2025 still had to be collected at more than 1,056 billion VND.

The Tax Department of Region XIII is continuing to urge the collection of newly-arrived tax debts and accumulated late payment of more than 1 billion VND. Particularly for enterprises that owe land rent, mineral exploitation rights, taxes and late payment, in the past, the Tax Department of Region XIII has implemented enforcement measures but has not yet recovered tax debts to the state budget. Specifically: Cam Ranh Yacht and Resort Club Joint Stock Company over 222.4 billion VND; Khanh Hoa Minerals and Investment Joint Stock Company over 97.7 billion VND; Nha Trang Tropical Company Limited over 89.4 billion VND; Tan Tien Textile Joint Stock Company over 24.3 billion VND; Phu Hung Phat Company Limited over 18.4 billion VND; Trimet Joint Stock Company - Nha Trang over 11.7 billion VND... The Tax Department of Region XIII requested the Provincial People's Committee to direct departments and branches to advise on land recovery procedures for companies that do not fulfill financial obligations regarding land.

At the meeting, Ms. Nguyen Kim Thai Linh - Deputy Head of the Tax Department of Region XIII requested that the units under the Provincial Steering Committee for Tax Debt Collection continue to coordinate with the Tax Department of Region XIII to urge tax debts to the state budget; coordinate to urge enterprises to pay taxes or provide information for the Tax Department of Region XIII to collect debts. In addition, the tax authority will send a complete list of enterprises with tax debts to departments and branches to consider temporarily not resolving administrative procedures before the enterprises fulfill their obligations to pay the state budget.

Resolutely collect tax debts

At the meeting, after listening to the opinions of departments, branches, and members of the Provincial Tax Debt Recovery Steering Committee, Standing Vice Chairman of the Provincial People's Committee Le Huu Hoang assessed that in the past time, the Tax Department of Region XIII and its members have made efforts to recover tax debts. However, the tax debt situation in the province is still high, not meeting the requirements assigned by the Tax Department to reduce tax debt to below 8% of total revenue. Therefore, in addition to striving to collect state budget revenue exceeding the plan assigned by the Provincial Party Committee and Provincial People's Council, the Tax Department of Region XIII continues to preside over and coordinate with relevant departments, branches, and members of the Provincial Tax Debt Recovery Steering Committee to urge tax debt collection; fully and promptly implement debt enforcement measures in accordance with the provisions of law for cases of lingering and prolonged tax debts. At the same time, assign and assign specific tasks and assign responsibility for tax debt collection and handling to each leader and professional department; Monitor and closely supervise the progress of tax debt collection.

Regarding the proposal to reclaim land from enterprises that have not fulfilled their financial obligations to the state budget, Standing Vice Chairman of the Provincial People's Committee Le Huu Hoang directed departments and branches to closely follow the direction of the Provincial Party Committee and the Provincial People's Committee; assigned the Department of Agriculture and Environment to urgently coordinate with relevant agencies to review each project of enterprises to have a specific advisory report for the Provincial People's Committee.

Standing Vice Chairman of the Provincial People's Committee Le Huu Hoang assigned the Tax Department of Region XIII to coordinate with the Management Board of Van Phong Economic Zone to monitor, urge the collection of tax debts and implement coercive measures in accordance with the law against enterprises that owe value added tax, corporate income tax and other taxes from production and business activities; continue to coordinate with relevant agencies and units to review other enterprises that owe taxes to organize dialogues to find the most effective solution to collect tax debts into the state budget; temporarily not to resolve administrative procedures for enterprises that still owe taxes... The Tax Department of Region XIII monitors the results of coordination in tax debt collection of members of the Provincial Tax Debt Collection Steering Committee and relevant agencies and units; The status of tax debt collection as of September 30, report to the Provincial People's Committee before October 5, strive to reduce tax debt to below 8% of total revenue by the end of 2025 according to the direction of the Tax Department.
