This is a fundamental turning point in institutionalizing President Ho Chi Minh's ideology into the practice of political , administrative and social life: "Our country is a democratic country, all benefits are for the people, all powers belong to the people" [1] .
In Cao Bang, over the past 27 years, the implementation of the QCDC at the grassroots level has always been of interest to Party committees and authorities at all levels, organized and implemented seriously, synchronously and with many innovations and creativity. Many specific policies and measures have been issued and put into practice, promoting practical effectiveness in protecting the legitimate rights and interests of the People, strengthening the close relationship between the Party, the Government and the People, creating an important driving force to promote the comprehensive development of the socio -economic (SE), national defense and security (NDS), Party building and the political system of the province.

With the motto "People know, people discuss, people do, people inspect, people supervise, people benefit", our Party identifies promoting the people's mastery as a prerequisite to mobilize the strength of great national unity. Under the direction of the Politburo, the Provincial Party Committee, the People's Council (PC), and the Provincial People's Committee (PPC), important directives have been issued such as: Directive No. 27-CT/TU, dated August 4, 1998, on implementing the Regulations on implementing democracy at the grassroots level; Resolution No. 846/NQ-TU, dated August 4, 1998, on establishing the Steering Committee (SC) to implement grassroots democracy; Directive No. 08-CT/TU, dated May 9, 2016, on continuing to promote and improve the quality and effectiveness of building and implementing grassroots democracy; Directive No. 15/CT-UBND, dated November 23, 2023 on strengthening discipline and order and promoting administrative reform in state administrative agencies of Cao Bang province; Resolution No. 50/NQ-HDND, dated July 12, 2024 on promulgating measures to ensure the implementation of democracy at the grassroots level in Cao Bang province... to institutionalize the socialist democratic viewpoint in practice.
During the implementation process, the Provincial Party Committee and the Provincial Steering Committee for the implementation of Grassroots Democracy regularly organize preliminary and final reviews, draw lessons, and issue solutions appropriate to each development stage, contributing to improving the effectiveness and efficiency of the implementation of Grassroots Democracy in the whole province. After 27 years of implementing Grassroots Democracy, the whole province has achieved the following outstanding results:

The spirit of "Democracy" has truly spread widely in social life. The Provincial Party Committee has organized over 110 conferences to study, disseminate, propagate and implement Directive No. 30-CT/TW in conjunction with implementing the Resolutions of Party Congresses at all levels, campaigns, patriotic emulation movements and studying and following Ho Chi Minh's ideology, morality and lifestyle to all cadres, party members, workers and people of all walks of life in the province; organized 131 inspection teams to inspect 973 units; the Steering Committees of districts, cities and Party Committees directly under the Provincial Party Committee organized more than 1,069 inspection teams to inspect 2,141 grassroots units.

Citizen reception and dialogue are seriously implemented from the province to the grassroots. Every month, the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial People's Council, and leaders of the Provincial People's Committee receive citizens at the headquarters of the Provincial Citizen Reception Committee; the Chairman of the Provincial People's Committee and districts, cities, and leaders of provincial departments, branches, and sectors have organized citizen reception and dialogue with the people in the spirit of democracy, openness, listening to and resolving citizens' petitions, complaints, and denunciations. As a result, from 1998 to present, the heads of Party committees have received citizens 5,761 times, had direct dialogues 4,022 times; Chairmen of People's Committees at all levels have received citizens 11,865 times, had direct dialogues with the people and businesses 1,617 times; the rate of handling petitions and letters under their authority has reached over 90%/year, contributing to strengthening people's trust in the leadership role of the Party and the administration of the government.
Administrative reform has been promoted, improving the efficiency of serving the people. Specialized agencies in the province have proactively reviewed, reduced, adjusted, and abolished illegal documents, documents that are not within their authority, and cumbersome administrative procedures that cause trouble for the people and businesses. Timely promulgation of mechanisms and policies in accordance with legal regulations and practical situations in the locality, paying attention to the legitimate interests and aspirations of the people, contributing to socio-economic development, stabilizing and improving the material and spiritual life of the people; Administrative reform (AR) has been directed to be implemented drastically, synchronously, closely following the goals and tasks of the State's overall administrative reform program through the stages. Up to now, the whole province has had over 60% of administrative procedures reduced by 20% - 30% of the processing time compared to regulations; 100% of provincial, district and commune-level administrative agencies have deployed and used document management software (VNPT-iOffice) in management and operations and the modern inter-connected One-Stop System software (VNPT-iGate) in handling administrative procedures for people, organizations and businesses; in the initial phase, 80% of agencies and units organized conferences for officials and civil servants. Up to now, 100% of state administrative agencies and public service units have organized conferences for officials and civil servants, ensuring compliance with the provisions of law.
The Fatherland Front and socio-political organizations at all levels have continuously promoted their role as a bridge between the Party, the government and the people, actively participated in collecting opinions and contributions to building a two-level government that is increasingly democratic, close to the people, and for the people; effectively implemented the vote of confidence for key positions elected by the People's Council of the commune and the village, hamlet, and residential group heads; directed, guided the activities and perfected the People's Inspection Committees and Community Investment Supervision Committees; coordinated to resolve conflicts arising at the grassroots level. At the same time, effectively conducted consultation, introduced candidates, propagated, and mobilized the people to promote their rights and obligations as citizens, participated in the elections of village, hamlet, and residential group heads, People's Council deputies at all levels, and National Assembly deputies with a high percentage of voters; organized the collection of opinions and contributions to draft documents of Party congresses at all levels; mobilized the people to actively participate in campaigns and patriotic emulation movements.

Every year, they are supplemented and amended to complete and suit the actual situation, reducing some customs among the people. Weddings, funerals, festivals, longevity celebrations... have reduced waste, forming new, more progressive, healthy and civilized customs and lifestyles. Up to now, 1,462/1,462 (100%) villages and residential groups have completed the implementation of amending and supplementing village and residential group conventions. The activities of the People's Inspection Board and the Community Investment Supervision Board in communes, wards and towns have been guided, directed and facilitated by the Party Committee, the government and the Fatherland Front to operate relatively effectively. The whole province maintains the operation of 161 People's Inspection Committees in 161 communes, wards and towns with 1,215 members, 1,462 mediation teams/1,462 residential areas with 6,700 members.

In addition to the achieved results, the implementation of the QCDC at the grassroots level still has some limitations that need to be overcome, such as: A few Party committees are still not determined in implementing Directive No. 30-CT/TW; propaganda, dissemination, inspection, supervision and urging of the implementation of the QCDC are sometimes not regular and effective; some programs, projects, mineral exploitation activities, compensation and site clearance have not ensured publicity, democracy, and proper implementation of the process of collecting opinions from the people, causing resentment among the people; some non-state enterprises have not fully fulfilled their responsibilities to their workers; the activities of the People's Inspectorate and the Community Investment Supervision Board in some localities and grassroots levels have not yet promoted their active supervisory role.
To continue promoting the people's mastery and building a clean and strong political system, the Provincial Party Committee has directed Party committees and authorities at all levels to well perform the following key tasks:
Firstly, Party committees at all levels continue to lead the implementation of grassroots democracy according to the Law; link the implementation of the QCDC with Party building and rectification; promote the study and following of Ho Chi Minh's ideology, morality and lifestyle, and implement Resolution of the 11th Central Committee, Session 4, on some urgent issues on Party building at present.
Second, focus on leading and directing the implementation of democracy in conjunction with building a strong grassroots political system in each locality and unit. Regularly conduct surveys and evaluate the true nature of democracy implementation in all forms, and propose specific and appropriate measures to strengthen and consolidate the implementation of democracy.

Third, issue regulations on the responsibilities of grassroots party organizations in leading the implementation of democracy at the grassroots level, linked to specific criteria in assessing the quality of grassroots party organizations. Regularly inspect and evaluate implementation results; focus on annual review work, the classification of unit organizations and the evaluation of cadres and party members must always be linked to the results of democracy implementation.
Fourth, Party committees at all levels, authorities, the Fatherland Front, unions, and sectors at all levels continue to organize the dissemination of documents of the Central and the province on implementing democracy at the grassroots level; promote and diversify forms of propaganda to raise awareness among cadres, party members, civil servants, public employees, workers, and the masses.

Fifth, promote the role of social supervision and criticism, integrate the implementation of QCDC into the movements of the Fatherland Front and socio-political organizations. Effectively implement Decision No. 217-QD/TW, 218-QD/TW, dated December 12, 2013 of the Politburo on promulgating the regulations on social supervision and criticism of the Vietnam Fatherland Front and socio-political organizations and regulations on the Vietnam Fatherland Front, socio-political organizations and the People participating in giving opinions on Party building and government building.
Sixth, improve the quality of activities of People's Councils at all levels, include the content of implementing democracy at the grassroots level in the supervision program; innovate meetings, coordinate serious organization, regularly meet voters, meet citizens to promptly and thoroughly answer and handle comments, suggestions, complaints or denunciations. Innovate the form and content of people's meetings to disseminate the Party's guidelines and State policies, enhance dialogue, grasp the situation, absorb the opinions and aspirations of the people.
Seventh, People's Committees at all levels, heads of agencies and units continue to concretize the motto "People know, people discuss, people do, people inspect, people supervise, people benefit"; flexibly apply steps to implement democracy suitable to each type of unit and facility; issue clear and easy-to-implement regulations.
Eighth, Continue to improve and enhance the quality and effectiveness of the People's Inspection Committee and the Community Investment Supervision Committee. Coordinate the review, development and supplementation of village conventions, regulations, and grassroots cultural institutions, and strengthen the role of self-management in residential communities and units and localities.
Implementing the QCDC at the grassroots level is a central, long-term and continuous political task. With high political determination, consensus of the people and the participation of the entire political system, Cao Bang province continues to promote the spirit of socialist democracy, promote the people's mastery, build a clean and strong Party and political system, contributing to sustainable socio-economic development, maintaining national defense and security and improving people's lives.
