At the meeting, delegates provided feedback on the refinement of the draft documents to be submitted to the 14th National Congress of the Party, including: the Political Report; the Report summarizing 40 years of reform; and the Report summarizing 15 years of implementing the Party Charter.
Concluding the meeting, the General Secretary stated that, after incorporating the opinions expressed at the meeting, all necessary conditions have been met to send the documents to Party congresses at all levels for their input. Furthermore, this is an important document for all levels and sectors to use as a basis for developing, supplementing, and perfecting their respective Party congress documents.
To implement the next steps, the General Secretary requested that the Standing Committee of the Editorial Board, the Subcommittee on Documents, the Subcommittee on Party Regulations of the 14th Party Congress, and the Steering Committee for summarizing 40 years of reform urgently finalize the draft reports on the documents, based on fully incorporating the opinions of the Politburo, the Secretariat, and opinions expressed in the meeting, ensuring that the documents are concise, easy to understand, easy to remember, and easy to implement, carefully reviewing the wording and expression, before reporting to the Standing Committee of the Secretariat for consideration; and coordinate with the Central Office to send these documents to units and localities by July 31, 2025.

The General Secretary noted that although these documents have been further refined, much work remains to be done to ensure they are of high quality, truly serving as a guiding light and a handbook for action for the entire Party.
In the coming period, parallel to sending feedback to Party congresses at all levels, the Standing Committees of the Subcommittees and the Steering Committee will continue to proactively research, review, update, supplement, and finalize the draft documents. This process must be carried out regularly and continuously until the documents are approved by the congress for organization and implementation.
The General Secretary requested that the Standing Committee of the Socio-Economic Subcommittee, in coordination with the Government Party Committee, direct the Party Committee of the Ministry of Finance to review the contents of the report, especially the action program to implement the Resolution of the 14th Party Congress, calculating the ability to mobilize resources, the ability to meet funding requirements, and the conditions for implementation. Many projects and works mentioned in the program must have preliminary calculations regarding the conditions for implementation; it must be clearly determined which tasks should be done first, which should be done later, which will bring efficiency, and the factor of stable development must be taken into account. Some key projects with leading potential must be prioritized, avoiding the situation where too many projects and works are proposed but the resources are insufficient or do not meet the overall requirements. This is a crucial aspect to ensure the feasibility and actionability of this document.

The Central Party Office, in coordination with relevant agencies, will continue to review the contents of the new political report, along with action programs, to report to competent authorities for guidance on implementing tasks and contents that can be carried out in 2025 and to create a foundation for immediate implementation after the congress approves it.
