When are voter contacts conducted before and after extraordinary sessions of the National Assembly?

Answer: According to Article 34, Joint Resolution No. 72/2025/NQLT/UBTVQH15-CP-DCTUBTWMTQVN detailing the organization of voter contact between National Assembly deputies and People's Council deputies at all levels, on voter contact before and after extraordinary sessions of the National Assembly , thematic sessions or resolving unexpected issues of the People's Council, based on the content of the agenda of the extraordinary session of the National Assembly or at the request of the National Assembly Standing Committee, the National Assembly Delegation may or may not organize voter contact or have appropriate methods to collect voters' opinions and recommendations.

In case of organizing voter contact, the National Assembly Delegation decides on the form of voter contact and presides over and coordinates with the provincial Vietnam Fatherland Front Committee to develop a Report synthesizing voters' and people's recommendations.

Based on the agenda of the thematic session or meeting to resolve urgent matters of the People's Council and the actual situation, the Standing Committee of the People's Council shall decide whether or not to organize meetings with voters or to have appropriate methods to collect voters' opinions and recommendations.

In case of organizing voter meetings, the Delegation of People's Councils at provincial and district levels and the Standing Committee of People's Councils at commune level shall decide on the form of voter meetings and preside over and coordinate with the Vietnam Fatherland Front Committee at provincial level to develop a Report synthesizing voters' and people's recommendations.

Answer: Article 35 of Joint Resolution No. 72/2025/NQLT/UBTVQH15-CP-DCTUBTWMTQVN details the organization of voter meetings between National Assembly deputies and People's Council deputies at all levels, stipulating: Based on actual conditions, the National Assembly Delegation, the People's Council Delegation Groups at provincial and district levels, and the Standing Committees of the People's Councils at commune levels may organize online voter meetings, direct voter meetings combined with online meetings. The Standing Committee of the Vietnam Fatherland Front Committee at the level organizing voter meetings shall coordinate with the Standing Committees of the People's Councils, People's Committees at the same level and relevant agencies and organizations to notify voters of the content, time, and form of meetings; online access points, and direct contact points where meetings take place; and at the same time, propagate and mobilize voters to attend meetings of National Assembly deputies and People's Council deputies.

The program and content of online voter contact or direct and online combined meetings shall be carried out in accordance with the provisions of this Resolution. Online voter contact shall only be carried out when ensuring technical conditions, network information security, and network security.
