Speaking at the opening of the workshop, Mr. Nguyen Ngoc An, Chairman of the Vietnam Education Trade Union, shared: Approaching the concept of standards and the development and promulgation of standards is a very complicated and difficult task. In addition to the requirements set out in regulations and norms, this process requires the participation of a team of education experts, assessment experts, teachers, and education managers with experience and deep understanding of the trend of assessment according to professional standards of teachers in the world . Therefore, the Vietnam Education Trade Union believes that contributing opinions to the draft of these 3 Circulars requires the participation of scientists who have participated in the process of developing previous standards, scientists who are approaching tools to assess teachers' professional capacity at the present time, and especially teachers working at educational institutions.

Mr. Pham Tuan Anh, Deputy Director of the Department of Teachers and Educational Managers (Ministry of Education and Training) said: In the period of breakthrough development of education and training, along with the promulgation of the Law on Teachers, the regulations on professional standards for teachers do not fully meet the requirements for developing the teaching staff. There is still a situation where teachers have high professional titles but the quality of performing tasks is not commensurate, the screening and development of teachers has not achieved the desired results.
Therefore, the promulgation of professional standards for teachers according to the provisions of the Law on Teachers and other relevant current laws will contribute to improving the quality of education and training. In addition, professional standards for teachers are the legal basis for building, managing and developing the teaching staff; educational management agencies and educational institutions use professional standards for teachers to recruit, arrange, evaluate, train and foster teachers.
Some new points in the draft 3 Circulars are: the subjects of application of the Circular are adjusted and expanded to include teachers teaching in non-public educational institutions; some contents on tasks and standards for each teacher title are revised and supplemented to ensure consistency with newly issued documents and teaching practices; attaching the responsibility of the head of the educational institution in basing on the standards of professional competence and skills of the occupational standards to arrange, assign and assign tasks to teachers; advising the superior management agencies and local authorities on management work, fostering and improving the quality, professional competence and skills of the teaching staff...
Commenting on the draft professional standards for general teachers, Mr. Vu Trong Ry, Vice President of the Vietnam Association of Psychology and Education, said: The current draft has overlaps and is almost impossible to use as a basis for evaluating teachers according to the standards. The difference in standards between teachers, main teachers, and senior teachers at each level of education is not clear. For example, the digital competencies for teachers, main teachers, and senior teachers at each level of education are not different.
According to Mr. Vu Trong Ry, building professional standards for teachers should be approached based on qualities and abilities. Standards include the following areas: teachers' moral qualities; training level; pedagogical capacity. The structure of professional standards can include: Ethical standards, consistent across all types of teachers; Training level standards, different at each level and each teacher title; Professional capacity standards (teaching capacity; educational capacity; professional activity capacity of professional groups and schools; social activity capacity, community service capacity; self-study and self-improvement capacity; applied pedagogical research capacity; digital capacity). The arrangement and re-presentation of the system of professional standards for teachers needs to be concise, with specific manifestations that can be used as a basis for assessment.
Commenting on university lecturer standards, a representative of Vinh University proposed: There should be guidance on transition with the title of teaching assistant; amend the standards on international publications for main lecturers, ensuring flexible adjustments to suit lecturers of research schools, applied schools, local characteristics, art schools, etc.
From the teachers' side, some opinions suggested building evaluation criteria using specific products and quantification, eliminating training certificates; and flexible time to retain rank for teachers with exceptionally excellent pedagogical talents...
