According to Article 7 of Circular 25, the certificate of merit of the Ministry of Science and Technology is awarded or posthumously awarded to individuals of the Ministry of Science and Technology who are exemplary in implementing the Party's guidelines, policies and laws of the State and meet one of the following criteria: Having outstanding achievements as evaluated in emulation movements launched or implemented by the Minister of Science and Technology; having many achievements or outstanding achievements, having influence in one of the fields under the management of the Ministry; having contributed to socio-economic development, application of scientific and technical advances, social work, charity and humanitarian work in the fields under the management of the Ministry; have been awarded the title of "Emulation Fighter at the grassroots level" twice in a row or have been assessed as having completed their tasks excellently for two consecutive years or more, during which time two initiatives have been recognized and effectively applied within the grassroots level or two science, technology and innovation tasks have been accepted and effectively applied within the grassroots level (for individuals as project managers, the participants write at least one content and secretary of the task).

In addition, having worked at agencies, units, and enterprises belonging to and directly under the Ministry for 10 years or more for men, 8 years or more for women, and having many achievements or outstanding achievements, contributing to the development of the agency or unit; having 5 consecutive years before the time of requesting to be evaluated as having completed the task well or better, of which at least 1 time was evaluated as having completed the task excellently. Individuals are proposed to be considered for awarding on the occasion of the agency, unit, or enterprise's founding anniversary or traditional day (full year).
Certificates of merit from the Ministry of Science and Technology are awarded or posthumously awarded to businessmen, intellectuals, scientists , and individuals outside the Ministry who have well implemented the Party's guidelines and policies and laws of the State and met one of the criteria specified in Point a, Point b, Point c, Clause 1, Article 7 of Circular 25 or have achievements and contributions to the cause of construction and development of the Ministry and the Science and Technology sector.
Certificate of Merit of the Ministry of Science and Technology to be awarded to collectives belonging to and directly under the Ministry that are exemplary in implementing the Party's guidelines, policies and laws of the State, have internal solidarity and meet one of the following criteria: Have outstanding achievements as evaluated in emulation movements launched or implemented by the Minister; have outstanding achievements, have influence in one of the fields under the Ministry's management; have contributed to socio -economic development, application of scientific and technical advances; social work, charity and humanitarian work in the fields under the Ministry's management; have been recognized for excellent performance of tasks for 2 consecutive years or have achieved the title of "Excellent Labor Collective" for 2 consecutive years, have implemented democracy well at the grassroots level, organized emulation movements well, cared for the material and spiritual life of the collective, practiced thrift, prevented and combated corruption, waste and negativity; Established for 10 years or more, including 5 consecutive years before the time of proposal to be evaluated as having completed tasks well or better; the collective is proposed to be considered for award on the occasion of the agency, unit, or enterprise's founding anniversary or traditional day (full year).
Certificate of Merit from the Ministry of Science and Technology awarded to groups outside the Ministry that are exemplary in implementing the Party's guidelines, policies and laws of the State and meet one of the criteria specified in Point a, Point b, Point c, Clause 3, Article 7 of Circular 25 or have achievements and contributions to the cause of building and developing the Ministry and the Science and Technology sector. Other cases are discovered and decided by the Minister.
