Organizing the 2025 High School Graduation Exam is truly a festival for the entire people, the entire society, the country, each family, each candidate, creating the best conditions for each candidate to demonstrate their true abilities, honestly and objectively reflecting the quality of teaching and learning - that was emphasized by Prime Minister Pham Minh Chinh at the recent national conference on exam preparation.

The annual high school graduation exam has three important meanings: to consider graduation after 12 years of study; universities and colleges use the exam results as a basis for admission; and to evaluate the quality of generaleducation nationwide, in order to serve state management and build practical education and training policies.

The 2025 high school graduation exam has special features compared to previous exams, such as: It is the first exam for students studying under the 2018 General Education Program, while still ensuring the exam for students studying under the 2006 General Education Program who have not graduated or need to retake the exam for university admission.

The largest exam ever with the participation of more than 1.16 million candidates from 63 provinces/cities, held at 2,493 exam locations with 50,000 exam rooms; it is expected that about 200,000 personnel including officials, teachers in the education sector, police, military, medical , electricity, etc. will participate in the exam organization.

The exam took place in the context that the whole country was focusing on arranging provincial administrative units, not organizing at the district level, and right before the announcement of the system of organizational apparatus and administrative units, putting into operation simultaneously at the provincial and communal levels from July 1, 2025 nationwide.

Therefore, the exam is organized with 3-level local authorities but the grading and announcement of results are done with 2-level local authorities. Therefore, this year's high school graduation exam needs to be prepared and organized very carefully and thoroughly.

Preparations for the exam were actively, proactively, systematically and comprehensively carried out by the Ministry of Education and Training and localities. From the very beginning, the Ministry of Education and Training closely coordinated with ministries, departments, branches and localities to focus on thorough, complete and proper preparations for all stages of the exam, such as improving the capacity of teachers and experts in writing exam questions, building software systems and facilities for the exam, to promoting the application of information technology and digital transformation in the entire process...

In Quang Tri, preparations for the exam were carried out very early and comprehensively, with the synchronous coordination of all levels, sectors and localities. The province has prepared all conditions to organize the exam safely, in accordance with regulations, creating maximum convenience for candidates.

According to information from the Department of Education and Training of Quang Tri province, the province has 9,201 candidates taking the high school graduation exam in 2025; the number of officials, teachers on duty as invigilators, service officers, security police, and health care workers is about 1,980 people. The Department has launched a peak period of "50 days and nights of breakthrough, conquering the high school graduation exam in 2025" and has a plan to guide educational institutions to implement with the highest determination to contribute, unite, be creative, and strive to exceed the high school graduation quality target in 2025.

At the national conference on preparations for the 2025 High School Graduation Exam, Prime Minister Pham Minh Chinh clearly stated the general viewpoint on organizing the exam: "Taking candidates as the center, the subject - Teachers as the driving force - Schools as the support - Family as the fulcrum - Society as the foundation", while emphasizing the spirit of "3 guarantees": ensuring absolute safety, health, honesty, and objectivity in all stages of the exam; ensuring clear responsibilities of relevant agencies in organizing and implementing, leaving no gaps and absolutely not loosening management in the context of restructuring the apparatus; ensuring the most favorable conditions for candidates taking the exam, from facilities, human resources, healthcare, security, safety, travel support plans to timely and complete information for candidates and parents, not allowing any candidate to not take the exam for subjective reasons.

Organizing the 2025 high school graduation exam is an important task not only for the education sector but also for the whole society, families and candidates. In order for the exam to truly be a festival for all people, the entire political system from central to local levels, schools and families should promote the highest sense of responsibility, in order to organize the exam safely, seriously, thoughtfully, most objectively reflecting the quality of teaching and learning, ensuring requirements and regulations, achieving the set goals, making an important contribution to the development of education and training of the country in the new period.
