Attending the Dialogue were Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen, along with leaders of the Government Office , leaders of the Ministries of Industry and Trade, Science and Technology, Education and Training, Labor - Invalids and Social Affairs, and Health. Also attending the Dialogue were leading organizations and enterprises in the world in the fields of technology, investment, finance, semiconductors, healthcare, infrastructure such as Google, Schneider Electric, Hyundai Motor, Qualcomm, Visa, Ericsson...; large domestic corporations and enterprises such as FPT, Viettel, Vietnam Airlines, VNPT, EVN, BIDV, Vietcombank, VietinBank, Techcombank, Sovico.
At the Seminar, representatives of large domestic corporations and enterprises introduced the potential to attract investment in Vietnam thanks to its existing high-tech strengths and comprehensive support from the Government with national strategic orientations in technology. Next, representatives of leading corporations and enterprises in the world in the fields of technology, investment, finance, semiconductors, healthcare , and infrastructure also expressed their desire to expand investment in Vietnam in new fields.
Opinions at the Seminar showed that corporations and businesses all expressed great aspirations, wanted to realize their aspirations in Vietnam and were ready to act when conditions were met.
After listening to the opinions of foreign enterprises, Minister of Planning and Investment Nguyen Chi Dung said that Vietnam is making efforts to reform the environment and investment procedures to become a safe, effective and competitive destination compared to other countries in the region. Accordingly, regarding investment procedures in high-tech industries in industrial parks, foreign investors only need to register to implement immediately instead of having to wait 2-3 years for investment approval, appraisal of environmental impact assessment procedures, fire prevention and fighting as before. All standards and regulations are available for post-audit by the management agency.

Regarding the international financial center, Minister Nguyen Chi Dung said that the National Assembly has approved the policy and is currently building two centers in Ho Chi Minh City and Da Nang. Therefore, Vietnam is in great need of foreign businesses to contribute to policies and share experiences.
Vietnam wants to develop an international financial center that is in line with international practices but also more competitive with other countries, in order to serve the overall growth of the economy, Minister Nguyen Chi Dung emphasized. At the same time, he affirmed that Vietnam will take note of and study proposals to increase the rate of foreign investment in the airport and seaport sectors to attract more capital for infrastructure in the future.
Speaking on behalf of Prime Minister Pham Minh Chinh at the seminar, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen said that the Prime Minister highly appreciated the seminar for demonstrating the determination of the Government, the business community, experts and scientists in promoting the development of high technology - one of the main driving forces of Vietnam's economy in the future.
In the context of the strong technological revolution, Vietnam is deeply aware that developing high technology is not only a necessary condition to improve productivity, quality and competitiveness of the economy, but also the key to help the country "take off" to become a modern industrial nation; is the foundation for building a knowledge-based economy, towards sustainable development.
Regarding the investment environment, Vietnam is positively evaluated by the international community and investors; many foreign investors have chosen Vietnam as a strategic production center, connecting with global supply chains. Vietnam is increasingly affirming its role as an important link in the value chain, new investment structure of the region and the world, especially in the fields of electronics, science and technology, innovation, semiconductors, etc.
Vietnam has achieved many positive results in attracting and developing investment in the high-tech sector, with the contributions of large international technology corporations such as Samsung, Intel, Nvidia, Google, Meta, ... and the rapid development of domestic technology corporations such as Viettel, VNPT, FPT, CMC, ... in the country's innovation ecosystem.

Regarding quality human resources, Vietnam has more than 240 universities, of which nearly 160 have specialized training in engineering and technology. Over the past 20 years, Vietnam has created hundreds of thousands of programmers and millions of people working in information technology, which is an important basis to affirm that human resources in the field of artificial intelligence and semiconductors are one of Vietnam's strengths.
Regarding the industry ecosystem, Vietnam has many large enterprises in electronics, information technology, semiconductor industry, artificial intelligence, digital infrastructure, and many large investors preparing to deploy research and development, production, and business activities in Vietnam.
However, Vietnam also faces many difficulties and challenges and needs the support of partners to address the shortage of high-quality human resources and technology for the above industries.
Secretary of the City Party Committee Nguyen Van Nen emphasized that in the new era, the Vietnamese Government is aiming for a sustainable development model, focusing on science and technology, innovation and digital transformation as breakthroughs. This not only meets domestic needs but also creates a solid foundation for Vietnam to participate more deeply in the global value chain.
At the same time, the Vietnamese Government affirmed its commitment to accompany investors to develop the high-tech sector through specific support policies on investment incentives, investment support, special investment procedures, prioritizing the development of high-quality human resources, and cooperating with countries and international organizations./.
