SUPPLEMENTARY ASSESSMENT OF THE RESULTS OF IMPLEMENTATION OF THE 2023 SOCIO-ECONOMIC DEVELOPMENT PLAN AND STATE BUDGET; IMPLEMENTATION OF THE SOCIO-ECONOMIC DEVELOPMENT PLAN AND STATE BUDGET IN THE FIRST MONTHS OF 2024

Dear leaders, former leaders of the Party, State, Vietnam Fatherland Front and revolutionary veterans!

Dear National Assembly and compatriots and voters nationwide!

According to the agenda of the Session, the Government has submitted to the National Assembly 45 reports, submissions, and documents in many fields. Under the assignment of the Prime Minister, I would like to report to the National Assembly and the people and voters nationwide some main contents on the supplementary assessment of the results of the implementation of the Socio-Economic Development Plan (SEDP) in 2023 and the implementation of the SEDP in the first months of 2024.

I. ADDITIONAL ASSESSMENT OF 2023 RESULTS AND IMPLEMENTATION OF THE SOCIO-ECONOMIC DEVELOPMENT PLAN IN THE FIRST MONTHS OF 2024
1. Regarding additional assessment of results in 2023

At the 6th Session of the 15th National Assembly, the Government reported to the National Assembly on the socio-economic situation in the first 9 months and the whole year 2023. In the last months of 2023, the Government and the Prime Minister directed all levels, sectors and localities to resolutely implement the Resolutions and Conclusions of the Central Committee, the National Assembly and the Government; continue to prioritize promoting growth, maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; speeding up the approval of plans and disbursement of public investment capital. The work of building and perfecting institutions has been focused on, with many innovations in direction and methods; removing difficulties for production and business, handling long-standing issues; consolidating national defense and security; maintaining social order and safety; promoting international integration. The socio-economic situation in the last months of the year continued to recover, with each month being more positive than the previous month, each quarter being higher than the previous quarter, basically achieving the set general goals and achieving many important results in all fields.

The comments and assessments reported to the National Assembly were basically consistent, with many more positive changes. Some socio-economic indicators were higher than those reported to the National Assembly. The GDP growth rate reached 5.05%[1] (reported to be over 5%), although lower than the set target, it is a high level in the world and the region[2]. The size of the economy reached 430 billion USD, entering the group of upper middle-income countries. Inflation was controlled, the average consumer price index (CPI) increased by 3.25% (reported to increase by about 3.5%); the currency and foreign exchange markets were basically stable, and interest rates decreased. State budget revenue reached over 1.75 million billion VND, exceeding 8.2% and increasing by 133.4 thousand billion VND compared to the estimate, meeting the requirements of socio-economic development, national defense and security, ensuring social security and other urgent tasks. Many policies and solutions have been implemented synchronously, promptly and effectively to support the economy, businesses and people; nearly 191.5 trillion VND in taxes, fees, charges and land rents have been exempted, reduced and extended. The state budget deficit is about 3.5% of GDP, public debt is about 37% of GDP, government debt is about 34% of GDP, much lower than the ceiling and warning threshold. By the end of 2023, about 680 trillion VND has been set aside to implement the new wage policy.

Total import-export turnover reached 681 billion USD; trade surplus was 28.3 billion USD (reported about 15 billion USD), contributing to ensuring the balance of payments and supporting foreign currency balance. Energy security and food security were ensured[3]; nearly 8.13 million tons of rice were exported with a value of 4.68 billion USD, up 35.5%. FDI attraction reached 39.4 billion USD (reported about 27 - 30 billion USD), up 34.5%; realized FDI reached 23.2 billion USD (reported about 20 - 22 billion USD), up 3.5%, the highest ever. Development of strategic infrastructure systems has had remarkable changes, especially breakthroughs in transport infrastructure. Planning work has been focused on and implemented drastically, quality has been improved, creating conditions for exploiting and effectively using resources, promoting rapid and sustainable socio-economic development.

The socio-cultural fields continue to receive attention; social security is ensured[4]; people's lives are constantly improved[5]; the number of households with increased and stable income reaches 94.1%. National defense, security, social order and safety are strengthened and ensured; national sovereignty is maintained; foreign affairs and international integration are promoted.

Many prestigious international organizations highly appreciate the results and prospects of our country's economy. Fitch Ratings upgraded Vietnam's long-term national credit rating to BB+ (from BB), with a "Stable" outlook; Vietnam's business environment ranking in 2023 increased by 12 places; the Global Innovation Index increased by 02 places.

In the context of the rapidly changing, complex and unpredictable world and regional situation, the results achieved in 2023 are very remarkable, valuable and proud. However, our country still has limitations and difficulties. Economic growth has not reached the set target. Production and business activities and access to credit still face many difficulties. Labor productivity growth has not met requirements. Investment and business procedures are still cumbersome. The lives of a part of the population are still difficult. The development of high-quality human resources has not changed clearly. Discipline and order of a part of cadres and civil servants are still not strict. Security, social order and safety, and crime in some areas still have potential complications. Natural disasters, droughts, storms, floods, saltwater intrusion, extreme weather, and landslides continue to develop unpredictably, causing serious consequences.

2. On implementing the socio-economic development plan for the first months of 2024
Since the beginning of 2024, the world situation has continued to develop in a complex and unpredictable manner with more difficulties and challenges. Geopolitical instability and escalating military conflicts in a number of countries and regions pose many risks, threatening global stability and development; natural disasters and climate change continue to have a severe impact. Many major economies, our country's main trade and investment partners, have recovered slowly and continued to tighten monetary policies; the USD exchange rate and gold price have increased sharply; prices of crude oil, basic goods, transportation services, etc. have fluctuated strongly. However, the global economic and trade outlook has shown signs of being more positive[6], which is a favorable opportunity for development.

Domestically, economic growth continues to recover, socio-economic activities are more vibrant. International organizations continue to highly appreciate Vietnam's growth prospects in 2024[7]. Implementing the Central Committee's Conclusion, the Resolution of the National Assembly, the Government; the Government, the Prime Minister has directed all levels, sectors, and localities to focus on implementing Resolutions No. 01, 02 and the Resolutions of the Government, striving to best fulfill the goals of the 2024 Socio-Economic Development Plan[8]. The focus is on perfecting institutions, policy mechanisms; renewing traditional growth drivers and effectively exploiting new growth drivers; promoting disbursement of public investment capital, national target programs, promoting exports, stimulating domestic consumption; saving state budget expenditures; ensuring electricity and gasoline supply; developing tourism; handling long-standing backlog issues; promoting national digital transformation[9]. Work with localities to remove difficulties and promote socio-economic development; directly inspect and urge important and key national projects and works in the spirit of "three shifts, four shifts", "overcoming the sun, overcoming the rain", "working through holidays, Tet holidays", "only discussing work, not discussing back", determined to complete as soon as possible with the highest quality[10]. In general, the socio-economic situation in the first months of 2024 continued to change positively, achieving many better results than the same period in 2023 in all fields.

2.1. Results achieved in the first months of 2024
a) Economically

The macro economy is basically stable, inflation is controlled, and major balances are ensured. GDP growth in the first quarter of 2024 reached 5.66%[11], the highest in the 2020 - 2023 period; this is a great effort in the context of many economic difficulties. The average consumer price index (CPI) in the first 4 months increased by 3.93% over the same period. Flexible monetary policy management, reducing interest rates to support economic growth. In the first 4 months of 2024, state budget revenue reached 43.1% of the estimate, up 10.1%; export turnover increased by 15%[12]; trade surplus of 8.4 billion USD[13]. Disbursement of public investment capital reached 17.46% of the plan, the highest in the past 4 years[14]. Total registered FDI capital reached 9.27 billion USD, up 4.5%, of which newly registered FDI capital reached 7.11 billion USD, up 73.2%; implemented FDI reached 6.28 billion USD, up 7.4%, the highest in the past 5 years. Many large corporations have committed to investing in Vietnam in the electronics, chip, semiconductor, renewable energy industries, etc.

The economy maintained positive growth momentum in all three regions. Agricultural production grew well, continuing to be a solid pillar of the economy[15]; new rural construction achieved positive results[16]. Industrial production recovered positively, especially the processing and manufacturing industry[17]; production and supply of electricity and gasoline were ensured, meeting the needs of production and daily life[18]. Trade and services continued to develop well[19]. Transport services were improved, especially railway transport with many innovations. Tourism continued to recover rapidly with nearly 6.2 million international arrivals, an increase of 1.6 times over the same period in 2023 and an increase of 3.9% over the same period in 2019.

The development of socio-economic infrastructure has been promoted, especially important and key national transport and energy infrastructure projects[20]; including the commencement of the Dong Dang - Tra Linh, Huu Nghi - Chi Lang expressway projects, the expansion of Terminal T2 - Noi Bai International Airport; the Dien Chau - Bai Vot section (30 km), Cam Lam - Vinh Hao (79 km) were put into operation, bringing the total number of kilometers of expressway put into operation to more than 2,000 km. Planning work continues to be focused on implementation[21]; 110/111 plans have completed the preparation, appraisal and approval; most of the sectoral, field and provincial plans have been approved, announced and implemented[22], especially all 06 socio-economic regional plans have been approved[23] and the National Sea Spatial Plan has been submitted to the National Assembly for approval.

b) On culture, society and environment
Continue to effectively implement social security policies, take care of people with revolutionary contributions, reduce poverty, improve people's lives; support people to celebrate Tet safely, healthily, warmly, every family has conditions to enjoy Spring and Tet[24]; pay social allowances fully and promptly; support people to overcome the consequences of natural disasters, stabilize their lives. The Government has issued an Action Program to implement Resolution No. 42 of the Central Committee on continuing to innovate and improve the quality of social policies[25]. The emulation movement nationwide joins hands to "eliminate temporary and dilapidated houses" and Workers' Month, Month of action on occupational safety and hygiene are widely deployed. Work on ethnic groups, religions, the elderly, child protection, gender equality, for the advancement of women, prevention and control of social evils are well implemented. Vietnam's human development index increased by 8 places, ranking 107/193[26]. Vietnam's happiness index increased 11 places, ranking 54/143.

The labor and employment situation has recovered positively; the connection between labor supply and demand has been strengthened, and workers have been supported in finding jobs; workers' incomes have increased[27]. Attention has been paid to developing the overseas labor market[28]. Social policy credit programs continue to be effectively implemented, contributing to creating jobs and livelihoods for people[29].

Promote human resource development, especially high-quality human resources for emerging industries, chip manufacturing, and semiconductors[30]. Actively implement the new general education program; focus on preparing for the National High School Graduation Exam and university and college admissions in 2024. Many students won prizes at international Olympic competitions[31]. Summarize 10 years of implementing Resolution No. 29 of the Central Committee on fundamental and comprehensive innovation of education and training[32].

Promoting the role of the National Innovation Center. Many modern scientific and technological achievements are applied, especially in the fields of health, agriculture, industry, and construction[33]. The quality measurement standards system continues to be consolidated, harmonized with regional and world standards[34].

The quality of medical examination and treatment services, primary health care, and preventive medicine continues to improve; disease prevention and control work is well done. Medicines, medical supplies, and vaccines for the Expanded Immunization Program are basically guaranteed. Many advanced medical techniques have been successfully applied in recent times, demonstrating the remarkable progress of the Vietnamese health sector[35].

The fields of culture, sports and tourism are given attention and promoted. Activities to preserve and promote cultural heritage are implemented; the development of cultural industry is promoted. Physical training and sports movements are organized widely throughout the country. Many political activities, traditional festivals and cultural and artistic activities, including the 94th anniversary of the founding of the Communist Party of Vietnam, the 70th anniversary of the Dien Bien Phu victory, the Hung Kings' death anniversary, etc. are organized solemnly, safely and joyfully, contributing to preserving and promoting the traditional cultural values and heroic history of the nation, arousing patriotism and consolidating the great national unity bloc.

Proactively respond to climate change; prevent and combat natural disasters, strengthen resource management and environmental protection[36]; ensure water security; actively develop environmental criteria, confirm projects granted green credit, and issue green bonds[37].

c) On building and perfecting institutions, administrative reform, inspection work, handling complaints and denunciations, preventing and combating corruption, waste and negativity
The work of building and perfecting institutions has many innovations, with focused resources for implementation. The National Assembly and the National Assembly Standing Committee's Law and Ordinance Development Program has been seriously implemented; draft laws have been reviewed, completed, and submitted to the National Assembly at the 5th Extraordinary Session[38] and the 7th Session of the 15th tenure, ensuring progress and quality. The Government has organized 4 thematic meetings on law making; actively issued documents detailing implementation; submitted to the National Assembly for permission for a number of laws to take effect in July 2024; proactively reviewed, promptly amended, and issued many regulations to remove difficulties and obstacles for businesses and people, and promote production and business[39].

Focus on implementing specific contents of the new salary regime; the work of arranging administrative units at district and commune levels has been actively implemented[40]. Promoting administrative procedure reform, improving the investment and business environment, reducing compliance costs, creating favorable conditions for businesses, people and foreigners[41]. Digital transformation, developing digital government and digital economy have been enhanced[42], including the construction and operation of national databases, developing digital infrastructure[43], and online public services[44]. Implementing Project 06 has brought about positive results and fundamental changes in digital transformation; providing many applications and utilities to serve businesses and people, contributing to building a civilized society, preventing corruption, improving management efficiency and promoting socio-economic development[45].

Organize the implementation of the Politburo's Regulations on controlling power, preventing and combating corruption and negativity. The work of preventing and combating corruption and negativity has been promoted, drastically, synchronously, comprehensively, continuously, without stopping and achieved many important results, especially the work of recovering assets for the state, linking the work of preventing and combating corruption with the work of cadres, strictly handling violations with the motto "no forbidden areas, no exceptions". Speed up the progress, complete the investigation, propose prosecution, bring to trial many cases under the supervision and direction of the Central Steering Committee on preventing and combating corruption and negativity; actively build a national database on asset and income control.

d) On defense, security, and foreign affairs
Effectively implement national defense policies to protect the Fatherland. National defense and security potential is given priority for investment, especially in key pillars, contributing to maintaining national defense and security, firmly protecting independence, sovereignty, unity and territorial integrity.

Handle situations flexibly and effectively, avoid being passive or surprised, especially border and island issues; always promote the vanguard and core role, promptly present in key, difficult and dangerous places.

Ensuring security, social order and safety, maintaining peace for the people; absolutely protecting the security and safety of the activities of Party and State leaders, international and important events; fighting against crimes, especially economic crimes, drugs, fraud, high-tech crimes... achieving positive results[46]; strengthening fire and explosion prevention and fighting, strictly handling violations of traffic laws.

Foreign affairs and international integration activities were carried out synchronously and comprehensively, which was an "impressive" highlight; effective coordination between party diplomacy, state diplomacy and people's diplomacy contributed to maintaining a peaceful and stable environment and a favorable foreign situation for development.

Effectively implement high-level foreign affairs programs[47], deepen bilateral cooperation, and promote the role at multilateral forums. Economic diplomacy is promoted; commitments and agreements are actively implemented. Citizen protection work is deployed promptly. The position and prestige of our country are increasingly enhanced.

d) Regarding handling outstanding and prolonged issues and projects
Many outstanding and long-standing issues and projects have been focused on and achieved positive results. In particular, documents and conditions have been prepared to consider and approve the policy of compulsory transfer of weak banks, ensuring system safety[48].

The project to restructure the Vietnam Development Bank has been implemented and achieved initial results[49]. Three nitrogen fertilizer factories are restructuring their loans and have initially made profits[50].

Issue and organize the implementation plan of the Politburo's Conclusion on handling the Shipbuilding Industry Corporation[51].

Actively removing obstacles of many important electricity and energy projects, in which the Lot B - O Mon gas-fired power project has been approved for investment, signed contracts for electricity and gas purchase and sale; Nghi Son Oil Refinery has implemented restructuring of governance, operations, and optimized production and business; Long Phu 1 power project is negotiating and handling obstacles to soon restart...

2.2. On existence, limitations, difficulties and challenges
Pressure on macroeconomic management is still high, especially in controlling inflation, managing interest rates and exchange rates; credit growth is still low[52]; world and domestic gold prices fluctuate strongly.

Although economic growth has achieved good results, it still faces many challenges. Production and business activities of enterprises and people face many difficulties[53]. Industrial production recovery is still slow.

Agricultural production, especially in the Mekong Delta, is facing many difficulties due to prolonged and more severe drought and saltwater intrusion.

The real estate market is recovering slowly, the progress of implementing the 120 trillion VND social housing loan package has not met requirements[54]. The progress of some expressway, key traffic and site clearance projects is still slow.

Some mechanisms, policies, regulations and administrative procedures are still overlapping, cumbersome and slow to be amended.

The lives of a segment of the population are still difficult. Natural disasters[55], epidemics[56], food poisoning[57], forest fires[58], work accidents, traffic accidents[59], drug crimes[60], and high-tech crimes[61] are still complicated.

2.3. About the cause
The results achieved are thanks to the correct, close and timely leadership and direction of the Central Executive Committee, directly and regularly by the Politburo and the Secretariat, headed by General Secretary Nguyen Phu Trong; the accompaniment and supervision of the National Assembly; the participation and close coordination of agencies in the political system; the correct, drastic, timely, methodical, scientific and practical direction and management of the Government, the Prime Minister, all levels, sectors and localities; the support, trust and active participation of the people, the business community and the help and assistance of international friends.

The above-mentioned shortcomings and limitations have many causes, mainly due to the rapidly changing, complex, and unpredictable world economic and political situation, with many unprecedented developments that exceed forecasts, creating great pressure on leadership and management.

The economy is in transition, its scale is still modest, its starting point is low, its internal capacity is limited, its resilience and competitiveness are not high, while its openness is large, so it is subject to many impacts and influences from external factors.

The inherent weaknesses and shortcomings of the economy have existed for a long time and are more clearly revealed in difficult conditions, including weak real estate, corporate bond, stock and banking markets.

Policy analysis, forecasting and response in some cases are not timely and effective. Some officials and civil servants are not proactive and decisive, and still have the mentality of avoiding, shirking responsibility, and being afraid of responsibility...

2.4. About lessons learned
(1) Unity of the entire Party, unity of the entire people, national unity, international unity. Thoroughly grasp and seriously implement the Party's guidelines and policies, the State's policies and laws; ensure close and smooth coordination and the participation with high determination of the entire political system.

(2) Must grasp the practical situation, respond to policies promptly and flexibly. Manage proactively, decisively, promptly and effectively; ensure close and smooth coordination between ministries, branches and localities; quickly and effectively implement issued mechanisms and policies.

(3) Promote decentralization and delegation of authority in conjunction with resource allocation and strengthen inspection, supervision and control of power; resolutely and persistently fight against corruption, waste and negativity. Strengthen discipline and order. Actively and proactively resolve work according to functions, tasks and authority; be steadfast, courageous and highly determined, do not avoid or shirk responsibility.

(4) Taking people as the center, subject, most important resource, driving force and goal of development; focusing on prioritizing resource allocation for cultural and social development and environmental protection.

(5) Information and communication work must be timely, proactive, accurate, creating excitement, optimism and social consensus. Promoting the spirit of self-reliance, self-improvement, striving to improve, high determination, innovation and creativity.

II. MAIN TASKS AND SOLUTIONS IN THE COMING TIME
1. Background

The world and regional situation in the coming time is forecasted to continue to develop in a complex and unpredictable manner, creating great challenges and pressure on the direction and management of the macro economy and socio-economic development of our country. Domestically, difficulties, challenges and opportunities are intertwined, with more difficulties and challenges, requiring us to be more determined, make greater efforts, take more drastic actions, accelerate and make breakthroughs to successfully complete the socio-economic development goals for 2024 and the 5-year Plan for 2021-2025.

2. Direction and management perspective
Firstly,
thoroughly grasp and strictly implement the Resolution of the 13th Party Congress and the Resolutions of the Party and the National Assembly. Focus on synchronously and effectively implementing the 10-year Socio-Economic Development Strategy 2021 - 2030, the 5-year Socio-Economic Development Plan 2021 - 2025, focusing on 3 strategic breakthroughs, 6 key tasks and 12 main groups of solutions.

Second, promote the spirit of proactiveness, positivity, innovation, creativity, daring to think, daring to do; ensure flexibility, timeliness, and effectiveness in direction and management. Grasp the developments in the domestic and international situation; improve analytical and forecasting capacity; and respond to policies promptly.

Third, resolutely not retreat in the face of difficulties, steadfast in the set goals. Make the most of favorable conditions and opportunities for development. Take internal strength as fundamental, strategic, long-term, and decisive; external strength as important and breakthrough. Focus on removing difficulties, promoting production and business, creating jobs and livelihoods for the people.

Fourth , strengthen solidarity and unity; promote decentralization, delegation of authority, allocation of resources, improve implementation capacity associated with strengthening inspection and supervision; maintain administrative discipline and order. Immediately remove bottlenecks, difficulties and obstacles; proactively resolve within authority, do not rely on others and promptly propose and recommend issues beyond authority.

Fifth, in all cases, it is necessary to ensure political and social stability; strengthen national defense and security; strengthen foreign affairs, international integration and promote information and propaganda to create social consensus; encourage, promote and arouse patriotism and aspirations of enterprises, people and the whole society.

3. Main tasks and solutions
(1) Prioritize promoting growth associated with macroeconomic stability, controlling inflation, ensuring major economic balances; closely, effectively and harmonizing macroeconomic management policies.

Renewing traditional growth drivers and promoting new growth drivers[62]. Continuing to implement policies on interest rate exemption and reduction, debt deferral and restructuring, and tax, fee, charge and land rent exemption and reduction and extension to remove difficulties for production and business[63].

Strengthening financial discipline and state budget discipline; expanding the collection base, ensuring correct, full and timely collection and preventing tax losses, especially from food service businesses, cross-border e-commerce, etc.; strictly implementing regulations on electronic invoices, avoiding prolonged delays.

Thoroughly save state budget expenditures, especially regular expenditures; review and resolutely cut down on spending tasks that are not really necessary. Strengthen price and market management, and have a suitable roadmap to adjust prices of goods and services managed by the State.

Conduct monetary policy proactively, flexibly, promptly and effectively; coordinate synchronously, harmoniously and closely with a reasonable, focused, key expansionary fiscal policy and other policies.

Manage exchange rates and interest rates in accordance with market conditions and set goals. Resolutely and immediately implement solutions to stabilize the gold market according to regulations; focus on inspection and examination; apply electronic invoices and strengthen information and communication[64].

Continue to remove difficulties, facilitate access to credit capital for businesses and people; direct credit to production and business, priority sectors and growth drivers; strive for credit growth of about 15% and reduce lending interest rates by 1-2%[65]. Accelerate disbursement of the 120 trillion VND program for loans for social housing, workers' housing, and renovation of old apartments.

Resolutely promote the disbursement of public investment capital, use public investment to activate and lead private investment, strengthen public-private cooperation; promptly report to competent authorities to adjust capital plans of ministries, agencies and localities that have not allocated or are slow to disburse to other ministries, agencies and localities that have quickly disbursed and need additional capital; promptly handle difficulties and obstacles to speed up the progress of important and key national infrastructure projects and national target programs; strive to disburse over 95% of the assigned plan.

Strengthen trade promotion, boost exports to major markets, exploit potential markets, effectively promote signed trade agreements and treaties. Speed up negotiations and signing of free trade agreements with the United Arab Emirates (UAE), the South American Common Market, etc. Strongly develop the domestic market, stimulate consumption, and effectively implement the campaign "Vietnamese people prioritize using Vietnamese goods".

(2) Continue to innovate processes, improve the quality of drafting and promulgating legal documents[66]. Ensure the quality and progress of draft laws, resolutions, mechanisms, policies, new, pilot and specific regulations submitted to the National Assembly. Promptly draft and promulgate detailed implementing documents, ensuring they take effect at the same time as the laws and resolutions that have been passed[67].

Focus on removing long-standing obstacles and shortcomings; promote decentralization and delegation of power; rectify and aim to end the fear of making mistakes, avoiding and shirking responsibility; improve the effectiveness of the direction and administration of the Government, the Prime Minister and the coordination between ministries, branches and localities.

Continue to cut and simplify administrative procedures; effectively implement the innovation of one-stop-shop and interconnected one-stop-shop mechanisms; accelerate digitalization, data reuse, enhance integration, sharing, and data synchronization between databases, create clear changes in the provision of online public services, contributing to reducing time and costs for businesses and people.

(3) Focus on effectively and substantially restructuring the economy in conjunction with growth model innovation, improving productivity, quality, efficiency and competitiveness. Promote the development of digital economy, green economy, circular economy, sharing economy, emerging industries and fields, and new business models.

Promote restructuring of the state budget, improve management, allocation and use efficiency towards enhancing the leading role of the central budget and the proactive role of local budgets.

Continue restructuring credit institutions associated with bad debt handling, focusing on compulsory transfer of weak banks.

Effectively implement the restructuring project, strategies, production and business plans and investment development of state-owned corporations and groups; actively participate in and implement large-scale projects with high spillover effects. Focus on handling enterprises and projects that are behind schedule and have sustained losses.

Promote the restructuring of industries, especially the processing and manufacturing industries. Propose breakthrough mechanisms and policies to attract investment in emerging sectors, large-scale FDI projects, and high technology[68]. Effectively implement the 8th Power Plan; promptly complete new mechanisms and policies on electricity[69]. Ensure energy security, supply of gasoline and oil, and avoid power shortages in any situation.

Continue restructuring the agricultural sector in association with new rural construction; shift from agricultural production to agricultural economy. Strongly develop ecological, green, organic, high-tech agriculture, adapting to climate change; ensure domestic food security and promote agricultural exports. Actively implement the Project of 1 million hectares of high-quality, low-emission rice in the Mekong Delta[70]. Synchronously deploy solutions to soon remove the IUU yellow card.

Promote potential and advantageous service industries; reduce transportation costs. Develop tourism comprehensively, quickly and sustainably; strengthen the management of tourism service prices, accommodation, and food; promote tourism promotion; strive to attract 18 million international visitors by 2024. Soon issue and effectively implement the Tourism System Plan until 2030.

(4) Accelerate the progress of important national and inter-regional transport infrastructure projects[71], especially the construction of 1,000 km of expressways to strive to put about 3,000 km into operation by 2025[72], opening up new space and development momentum, increasing the added value of land funds, and reducing logistics costs[73]. Put into operation the Nhon - Hanoi Railway Station elevated urban railway, the Ben Thanh - Suoi Tien urban railway and the 500kV line project, circuit 3, Quang Trach - Pho Noi[74].

Promote the development of digital infrastructure, soon put 5G network into commercial exploitation and operation; promote the development of data center infrastructure and build national databases, especially the national data center project. Strengthen the implementation of Project 06 associated with data integration and sharing, forming a digital citizen ecosystem. Promote non-cash payments and digital banking activities.

Focus on completing the approval of the remaining plans; promoting regional linkage development, promoting the role of the Regional Council; effectively implementing the approved plans. Actively implementing Resolution No. 06 of the Politburo on planning, construction, management and sustainable development of Vietnamese urban areas[75].

(5) Focus on developing high-quality human resources associated with promoting research, development and application of science and technology. Continue to drastically implement fundamental and comprehensive innovation in education and training[76].

Accelerate the development of the Education Development Strategy to 2030; implement autonomy in higher education; improve the quality of vocational education[77]. Strongly promote the national innovative startup ecosystem, the National Innovation Center and strengthen the connection of innovation networks[78].

Develop a mechanism for employing scientists and pilot special incentive policies. Urgently issue and implement the Semiconductor Industry Development Strategy and the Semiconductor Human Resource Development Project; strive to have 50,000 - 100,000 high-quality human resources for the semiconductor chip manufacturing industry by 2030.

(6) Comprehensively and synchronously develop cultural fields, harmoniously combining economic development with culture and society. Continue to implement the Conclusion of General Secretary Nguyen Phu Trong at the National Cultural Conference and Conclusion No. 76 of the Politburo on building and developing Vietnamese culture and people[79].

Promote the internationalization of national cultural values and identities to the world and the nationalization of the world's cultural quintessence into Vietnam.

Develop the cultural industry in a professional, modern, creative and competitive direction. Immediately implement the National Target Program on Cultural Development after the National Assembly approves the investment policy.

Improve the quality of medical examination and treatment services, primary health care, and preventive medicine[80]; proactively and effectively respond to epidemics; ensure medicines, vaccines, and medical equipment; strengthen management of the medical environment and food safety. Ensure that over 90% of children under 1 year old are fully vaccinated[81]. Implement a roadmap to correctly and fully calculate the prices of medical services; promote the development of the pharmaceutical and medicinal materials industry.

Innovate and improve the quality of social policies[82]; continue to effectively implement social security policies, policies for people with revolutionary contributions, sustainable poverty reduction, and leave no one behind.

Expand the number of participants in social insurance and health insurance; expand and increase social allowances. Develop a plan to adjust regional minimum wages. Implement well the work of ethnic groups, religions, the elderly, youth, children, gender equality, and for the advancement of women.

(7) Strengthening resource management and environmental protection, preventing and combating natural disasters, responding to climate change[83], ensuring water security...

Urgently develop a master plan on preventing and combating drought, water shortage, saltwater intrusion, subsidence and landslides in the Mekong Delta. Immediately remove difficulties and obstacles in land acquisition, allocation and conversion.

Focus on implementing Vietnam's initiatives and commitments at COP28 and the Resource Mobilization Plan to implement the Political Declaration on Establishing the Just Energy Transition Partnership (JETP).

Research mechanisms and policies to establish and pilot a carbon credit trading floor from 2025. Focus on effectively implementing the Strategy for sustainable development of Vietnam's marine economy.

(8) Continue to perfect the clean, streamlined, effective and efficient state administrative apparatus; innovate the management of public services and civil servants, build a team of cadres and civil servants with sufficient qualities, capacity, integrity, and are truly servants of the People; implement the new salary policy from July 1, 2024; complete the arrangement of district and commune-level administrative units for the 2023-2025 period in September 2024[84].

Perfecting policies and regimes to attract and make good use of talents; encouraging cadres to be dynamic, creative, dare to think, dare to do, dare to make breakthroughs for the common good; overcoming the situation of pushing things around, fear of mistakes, and fear of responsibility.

Synchronously implement the conclusions and directives of the Politburo, the Secretariat, the programs and work plans of the Central Steering Committee on preventing and combating corruption and negativity, and the National Strategy on preventing and combating corruption according to the motto "no forbidden zones, no exceptions".

Increase publicity and transparency in inspection and auditing; promote enforcement of civil and administrative judgments, and recovery of assets appropriated or lost in corruption and economic cases[85].

(9) Effectively deploy military and defense strategies and projects, enhance defense and security potential; firmly protect independence, sovereignty, and territorial integrity; firmly grasp, forecast, and closely assess the situation, and avoid being passive or surprised. Maintain national security, ensure political security, and social order and safety in all situations[86].

Focus on attacking and suppressing all types of crimes, especially drug crimes, cyber crimes, and high-tech crimes; ensure cyber security, information security, traffic safety and order, fire prevention, fire fighting, rescue, and relief. Prepare to organize well the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of the National Defense Day...

(10) Synchronously, comprehensively and effectively deploy foreign affairs and international integration activities; maintain a peaceful and stable environment and create favorable conditions to attract resources for national development, enhance Vietnam's prestige and international position.

Submit to competent authorities to issue a new Resolution on international integration. Actively participate in and promote candidacy for multilateral agencies and forums; prepare to host important events. Strengthen economic diplomacy, cultural diplomacy and people-to-people diplomacy; do a good job of overseas Vietnamese and citizen protection.

(11) Strengthen information and propaganda, especially policy communication; promptly combat and refute false information, wrong and hostile viewpoints. Strengthen propaganda on socio-economic development achievements and major events of the country; promote good models, creative ways of doing things, good people and good deeds.

Do a good job of foreign information work, seek the support of international friends for the cause of building, protecting and developing the country. Effectively carry out mass mobilization work, promote the role of the Vietnam Fatherland Front, socio-political organizations, and people's organizations, contributing to strengthening the great national unity bloc, creating social consensus.

[11] Of which, the agriculture, forestry and fishery sector increased by 2.98%; the industry and construction sector increased by 6.28%; the service sector increased by 6.12%.

[12] In the first 4 months of the year, the export turnover of goods is estimated at 123.64 billion USD, up 15% over the same period last year. Of which, the domestic economic sector reached 33.62 billion USD, up 21%, accounting for 27.2% of total export turnover; the foreign-invested sector (including crude oil) reached 90.02 billion USD, up 12.9%, accounting for 72.8%.

[13] In the first four months of the year, the trade balance of goods is estimated to have a trade surplus of 8.4 billion USD (the same period last year had a trade surplus of 7.66 billion USD). Of which, the domestic economic sector had a trade deficit of 8.24 billion USD; the foreign-invested sector (including crude oil) had a trade surplus of 16.64 billion USD. The agricultural sector had a trade surplus of 4.74 billion USD.

[14] By April 30, 2024, the disbursement of public investment capital was VND 115,906.879 billion, reaching 17.46% of the plan assigned by the Prime Minister, higher than the same period (15.65%). By March 31, 2024, the disbursement of 9 important national projects in the transport sector was VND 11,339.77 billion, reaching 12.3% of the assigned plan (VND 92,152.86 billion).

[15] In the first 4 months of the year, the winter-spring rice harvest output reached 13.4 million tons, up 7.3%; the average yield was 66.6 quintals/ha; aquatic product output reached 2.71 million tons, up 2.5% over the same period.

[16] By the end of April 2024, the whole country had 6,370/8,167 communes (78%) meeting new rural standards (NTM); of which 1,860 were advanced NTM communes; 340 were model NTM communes; 283 district-level units in 58 provinces and cities had completed their tasks/met NTM standards, of which 03 districts met advanced NTM standards. There were 22 provinces and cities with 100% of communes meeting NTM standards. Currently, 12,075 OCOP products have been recognized with 3 stars or higher.

[17] In the first 4 months of the year, the index of industrial production (IIP) increased by 6% over the same period in 2023 (the same period decreased by 2.5%); in which the processing and manufacturing industry increased by 6.3% (the same period decreased by 2.9%).

[18] In the first 4 months of the year, the total electricity production and import of the entire national power system reached 96.155 billion kWh, an increase of 12.42% over the same period in 2023 and reaching 30.96% of the plan (310.6 billion kWh).

[36] In the first 4 months of the year, 7,971 environmental violations were detected; 7,080 cases were handled with a total fine of 110.3 billion VND, an increase of 15.5% over the same period last year.

[37] Vietnam is the first country in the East Asia - Pacific region to receive 51.5 million USD for transferring greenhouse gas emission reduction results from forests with the World Bank.

[40] By May 13, 2024, 54/56 localities have implemented the overall plan to rearrange administrative units, planning to rearrange 47 district-level administrative units, reducing 13 units; planning to rearrange 1,247 commune-level administrative units, reducing 624 units.

[41] In the first 4 months of the year, ministries and branches have reduced and simplified 145 business regulations; decentralized the handling of 61 administrative procedures (APs), simplified 179 APs and citizen papers related to population management. The total number of business regulations reduced from 2021 to present is 2,866 business regulations; decentralized 206 APs; simplified 763 APs and citizen papers related to population management. All ministries and branches have announced a total of 645 internal APs between state administrative agencies.

[42] There are currently 8.2 million customers using Mobile Money, an increase of 2.2 times compared to the same period in 2023; of which more than 5.8 million customers are in rural and mountainous areas. 88% (29/33) of hospitals under the Ministry of Health and Medical and Pharmaceutical Universities have implemented non-cash payments (TTKDTM); 12/47 (25.5%) of the Department of Health achieved a rate of 100% of medical examination and treatment facilities implementing TTKDTM.

[43] Currently, 100% of communes, wards and towns have broadband Internet connection, connected to the specialized data transmission network of state agencies. Many large, modern data centers have been inaugurated and put into operation such as Viettel, VNPT, CMC...; The national data center is being actively deployed. The 5G spectrum auction has basically been completed, granting licenses to VNPT and Viettel to operate 5G services.

[44] To date, there have been more than 14.3 million accounts and more than 47.5 million records submitted on the National Public Service Portal; more than 26.4 million online payment transactions with an amount of more than 12.6 trillion VND. Deploying 42/53 essential public services at levels 3 and 4 (an increase of 06 essential public services compared to the end of 2023). Deploying 23/25 essential public services of Project 06, saving the State and society nearly 3.5 trillion VND/year.

[45] The national population database has been connected and shared with 18 ministries, branches, and 63 localities. To date, over 86 million chip-embedded citizen identification cards have been issued, nearly 54 million accounts have been activated, and more than 1.5 billion information verification requests have been received. The VNeID application has been well received by the people with about 29.3 million visits/month; businesses authenticate ID cards about 500,000 times/month; 100% of students submit applications and have priority points considered through population data.

[46] In the first 3 months of the year, 10,925 cases of crimes against social order were investigated and discovered, reaching a rate of 80.1% (the target set by the National Assembly is 75%); 44 criminal gangs were destroyed; 2,236 cases, 3,358 individuals, and 05 organizations committing crimes against economic management order were discovered and handled.

[47] Since the beginning of the year, over 20 overseas trips by Party and State leaders have been successfully implemented; 06 high-ranking international delegations visiting Vietnam have been well received. In particular, relations with Australia have been upgraded to a Comprehensive Strategic Partnership.

[48] Complete the valuation of 03 mandatory purchasing banks and expect to submit to competent authorities for approval of the mandatory transfer plan in May 2024, completing the mandatory transfer in 2024.

[49] The financial situation has been balanced, accumulated losses and debts tend to decrease. As of April 30, 2024, accumulated losses have decreased by 20%; bad credit debt at risk has decreased by 37.7% (reduced by 15,000 billion). The organizational structure has been streamlined to 30 focal points, a decrease of 35%.

[50] In the first 4 months of the year, the total revenue of 03 nitrogen fertilizer factory projects (Ha Bac, Ninh Binh and DAP No. 2 Lao Cai) reached 3,937 billion VND, profit reached 75.2 billion VND; products were fully consumed, machinery operated stably at high capacity (over 90%).

[54] Commercial banks have committed credit to 15 social housing projects with a committed amount of about 7 trillion VND; only 12 projects have been disbursed with a total amount of 956 billion VND.

[55] In the first four months of the year, natural disasters killed or left missing 12 people, injured 21 people; 25,540 houses collapsed and damaged; over 5,300 livestock and poultry died; over 8,800 hectares of rice and crops were damaged; total property damage was estimated at over 377.9 billion VND, an increase of 3.64 times over the same period.

[56] In the first four months of the year, the whole country had nearly 15,500 cases of dengue fever; 11,100 cases of hand, foot and mouth disease; 149 cases of rash fever suspected of measles; 29 deaths due to rabies.

[57] In the first 4 months of the year, there were 24 cases nationwide with 835 people poisoned (3 people died).

[58] In the first four months of the year, the whole country had 388.5 hectares of damaged forest, down 27.2% over the same period last year, of which the area of forest cut down and destroyed was 259.7 hectares, down 27.1%; the area of forest burned was 128.8 hectares, down 27.5%.

[59] In the first four months of the year, there were 8,548 traffic accidents nationwide (up 21.8%), killing 3,568 people (down 13.3%), and injuring 3,885 people (up 33%).

[60] In the first quarter of 2024, the Ministry of Public Security detected and handled 9,408 cases, 14,847 drug-related criminals, seized more than 112 kg of heroin, 650.22 kg and 741,885 synthetic drug pills, more than 765 kg of marijuana (an increase of 29.55% in the number of cases; 36.42% in the number of subjects). The Ministry of National Defense detected and arrested 401 cases / 542 subjects (an increase of 162 cases / 209 subjects), seized 457.319 kg of drugs of all kinds (an increase of 263.145 kg compared to the same period in 2023).

[61] The acts of using cyberspace to organize and gamble, fraudulently appropriate property, buy and sell weapons, explosives, firecrackers, counterfeit money, and fake documents increased during the period before the Lunar New Year of Giap Thin. The activities of illegally collecting and buying and selling personal information and data took place openly on a number of forums and cyberspace groups.

[62] Traditional growth drivers include investment, consumption, and export. New growth drivers include institutional, mechanism, and policy innovation; regional connectivity; digital transformation, green transformation, circular economy, sharing economy, knowledge economy, new industries and fields such as semiconductor chips, artificial intelligence, etc.

[63] It is expected that the Government will issue policies to exempt and reduce taxes, fees, and charges in the last 6 months of 2024 with a total estimated amount of about 98 trillion VND; including a 2% reduction in value added tax. The State Bank of Vietnam has increased the scale of the preferential credit package for the forestry and fishery sectors to 30 trillion VND and is developing a preferential credit package for the rice sector; extending the time for restructuring debt repayment terms, maintaining the debt group until the end of 2024.

[64] Direct the immediate implementation of solutions to narrow the gap between domestic and international gold bar prices; require gold trading enterprises to implement electronic invoices connected with tax authorities before June 15, 2024; review and amend Decree No. 24/2012/ND-CP on gold trading management; Decree No. 50/2014/ND-CP dated May 20, 2014 on State foreign exchange reserve management. Conduct inspections of gold trading establishments and report the results in May 2024; at the same time, do a good job of information and communication work.

[65] Especially for traditional growth drivers, emerging industries, digital transformation, green transformation, circular economy...

[66] The Government is researching and proposing amendments and supplements to the Law on Promulgation of Legal Documents.

[67] Especially the Law on Credit Institutions, Land Law, Real Estate Business Law, Housing Law, Law on Electronic Transactions, Law on Identification...

[68] Especially electronics, chips, semiconductors, artificial intelligence, hydrogen, electricity, offshore wind power...

[69] In particular, urgently complete the mechanisms and policies: (i) Direct electricity trading between power generation units and large electricity users; (ii) encourage the development of rooftop solar power installed in private homes, offices, and self-produced and self-consumed industrial parks; (iii) develop offshore and coastal gas and wind power.

[70] Project "Sustainable development of 01 million hectares of high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta by 2030".

[71] The North-South Eastern Expressway, Ring Road 4 of Hanoi Capital Region, Ring Road 3 of Ho Chi Minh City, Khanh Hoa - Buon Ma Thuot, Chau Doc - Can Tho - Soc Trang, Bien Hoa - Vung Tau, Tuyen Quang - Ha Giang; Long Thanh International Airport, Terminal T3 - Tan Son Nhat International Airport.

[72] In 2024, at least 130 km of expressway will be put into operation and used.

[73] Vietnam's average logistics costs are still high, about 17 - 18% of GDP, while the world average is 10 - 11%.

[74] At the same time, promptly complete the upgrading of important shipping routes connecting to major seaports. Accelerate the investment preparation progress and promptly start construction of key projects to ensure progress and quality; strive to submit the investment policy for the North-South high-speed railway project in 2024 and continue to accelerate the investment preparation progress for other important railway routes such as Hanoi - Lao Cai - Hai Phong, Ho Chi Minh City - Can Tho, Bien Hoa - Vung Tau, Long Thanh - Thu Thiem.

[75] Resolution No. 06-NQ/TW dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045.

[76] Propose to develop the Law on Teachers, the Law on Lifelong Education and add them to the 2024 Ordinance Development Program; propose to develop a Resolution of the National Assembly on universalizing preschool education for 3-5 year old preschool children and a Resolution of the National Assembly on innovating the preschool education program. Effectively implement the new General Education Program and Continuing Education; innovate preschool education, creating a solid foundation for children entering general education.

[77] Promptly develop and promulgate documents implementing Directive No. 21-CT/TW of the Secretariat on continuing to innovate, develop and improve the quality of vocational education by 2030, with a vision to 2045.

[78] At the same time, promote training of high-quality human resources; create changes in innovation, scientific research and technology transfer.

[79] Conclusion No. 76-KL/TW of the Politburo on continuing to implement Resolution No. 33-NQ/TW of the 11th Party Central Committee on building and developing Vietnamese culture and people to meet the requirements of sustainable national development.

[80] At the same time, increase attraction of non-state resources to invest in the health sector.

[81] According to the Expanded Immunization Program.

[82] Effectively implement the Government's Action Program to implement Resolution No. 42-NQ/TW of the Central Committee on continuing to innovate and improve the quality of social policies.

[83] In particular, doing a good job of forecasting and warning, proactively developing plans to prevent and combat natural disasters, and respond to climate change. Reviewing and proposing amendments and supplements to current regulations related to the fields of climate change and biodiversity.

[84] At the same time, continue to arrange public service units.

[85] Regulation No. 131-QD/TW of the Politburo on controlling power, preventing and combating corruption and negativity in inspection, supervision, enforcement of party discipline and in inspection and auditing activities; Directive No. 04-CT/TW of the Secretariat on strengthening the Party's leadership in the recovery of assets appropriated or lost in corruption and economic cases.
