“The violations in most of the cases are related to people with authority in state management agencies who have taken full advantage of legal loopholes to commit violations and make profits. Therefore, the issue that needs to be raised is to further improve the control of the power of leaders and competent people, and control the activities of state management agencies to ensure objectivity, transparency and compliance with the law,” said Ms. Phuong Hoa.
The research team also believes that the State management of the fields of motor vehicle registration, driver training and testing, issuance of land use right certificates, and issuance of criminal records still has many loopholes for subjects to take advantage of for personal gain and bribery.
