General Secretary and President of China successfully concludes visit to Vietnam

On the afternoon of December 13, General Secretary of the Central Committee of the Communist Party of China, President of the People's Republic of China Xi Jinping and his wife, along with a high-ranking delegation of the Chinese Party and State, left Hanoi, successfully concluding a State visit to Vietnam from December 12-13, 2023, at the invitation of General Secretary of the Central Committee of the Communist Party of Vietnam Nguyen Phu Trong and his wife, President of the Socialist Republic of Vietnam Vo Van Thuong and his wife.

Seeing off General Secretary and President of China Xi Jinping and his wife along with the high-ranking delegation of the Chinese Party and State at Noi Bai International Airport were: Politburo member, Chairman of the National Assembly Vuong Dinh Hue; Politburo member, Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission Phan Dinh Trac; Secretary of the Party Central Committee, Head of the Central External Relations Commission Le Hoai Trung; Party Central Committee members: Head of the Office of the President Le Khanh Hai, Chairman of the Foreign Affairs Committee of the National Assembly Vu Hai Ha, Chairman of the Hanoi People's Committee Tran Si Thanh; Alternate member of the Party Central Committee, Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu...

 

On the Chinese side, there were Ambassador Hung Ba and officials from the Chinese Embassy in Hanoi.

 

During the visit, General Secretary and President of China Xi Jinping and his wife, and the high-ranking delegation of the Chinese Party and State laid wreaths and visited President Ho Chi Minh's Mausoleum.

 

The official welcoming ceremony for General Secretary and President of China Xi Jinping and his wife was solemnly held at the Presidential Palace according to the highest protocol reserved for welcoming heads of state.

 

During the visit, General Secretary and President Xi Jinping held talks with General Secretary Nguyen Phu Trong, President Vo Van Thuong, and met with Prime Minister Pham Minh Chinh and National Assembly Chairman Vuong Dinh Hue.

 

General Secretary Nguyen Phu Trong and General Secretary and President of China Xi Jinping reviewed the development of relations between the two Parties and countries, agreeing that the traditional friendship of comradeship and brotherhood, personally built and cultivated by President Ho Chi Minh, Chairman Mao Zedong and previous leaders, is a valuable asset of the people of the two countries and needs to be continuously inherited and promoted.

 

The two leaders agreed to evaluate the 15 years since the two countries established the Comprehensive Strategic Cooperative Partnership in 2008 and with the motto of “friendly neighbors, comprehensive cooperation, long-term stability, looking towards the future” and the spirit of “good neighbors, good friends, good comrades, good partners,” cooperation in various fields has achieved many positive and comprehensive developments; the relationship between the two Parties and the two countries has continuously expanded and deepened.

 

From the high regard for the relationship between the two Parties and two countries, with the achievements of the Comprehensive Strategic Cooperative Partnership over the past 15 years and in the face of new requirements, the two sides agreed to build a Vietnam-China Community of Shared Future of strategic significance, striving for the happiness of the people of the two countries, for peace and progress of mankind, in accordance with the UN Charter and international law, on the principles of mutual respect, equal and mutually beneficial cooperation, respect for each other's independence, sovereignty and territorial integrity, and persistently resolving disagreements through peaceful means.

 

General Secretary Nguyen Phu Trong and General Secretary and President of China Xi Jinping listened to reports on 36 cooperation agreements signed by central and local ministries, branches and sectors during the State visit to Vietnam by General Secretary and President of China Xi Jinping.

The two leaders affirmed that the results of the talks were successful with many important common perceptions between General Secretary Nguyen Phu Trong and General Secretary and President of China Xi Jinping; the new position of Vietnam-China relations and the six pillars of cooperation established by the two General Secretaries have clearly shown the direction, opening up a period of good cooperation between the two Parties and two countries in the new period.

 

President Vo Van Thuong hopes that the two sides will increase exchanges and share experiences in national construction and development; promote substantive cooperation in all fields, especially trade and investment, to develop in an increasingly healthy and effective manner; strengthen transport connectivity; expand cooperation in the fields of agriculture, environment, science and technology, and health; and enhance people-to-people exchanges.

 

Reviewing the important developments and achievements of substantive cooperation between the two countries in recent times, Prime Minister Pham Minh Chinh outlined six key directions.

 

General Secretary and President of China Xi Jinping expressed his agreement with Prime Minister Pham Minh Chinh's opinions, affirming that China and Vietnam are important partners of each other.

 

General Secretary and President of China Xi Jinping proposed a number of key points, and said that China is willing to expand the import of high-quality goods and agricultural products from Vietnam, and encourage capable Chinese enterprises to invest in Vietnam.

 

The two sides will strengthen connectivity in infrastructure, supply chains, and production chains; improve the quality of economic cooperation in the fields of high technology, digital economy, etc.

 

National Assembly Chairman Vuong Dinh Hue proposed that the Vietnamese National Assembly and the Chinese National People's Congress maintain and further strengthen exchanges and contacts at high and all levels, specialized committees, and Parliamentary Friendship Groups; continue to promote their important role in building a transparent and favorable legal and policy corridor; promote balanced and sustainable economic and trade cooperation, especially importing more agricultural and aquatic products from Vietnam.

 

General Secretary and President of China Xi Jinping affirmed that China will uphold the leadership of the Communist Party of China; comprehensively manage the country according to the law and promote the people's mastery; expressed agreement with the proposals of National Assembly Chairman Vuong Dinh Hue, and hoped that the two countries would maintain high-level exchanges and contacts, and discuss measures to build the Party and develop the country.

 

During the visit, General Secretary Nguyen Phu Trong and his wife Ngo Thi Man, along with General Secretary and President of China Xi Jinping and his wife, Professor Peng Liyuan, and many senior leaders of both sides attended the Meeting with Friendship Scholars and Young Generations of the Two Countries.

 

Ms. Ngo Thi Man, wife of General Secretary Nguyen Phu Trong and Professor Peng Liyuan, wife of General Secretary and President of China Xi Jinping visited the Vietnam Women's Museum.

 

Ms. Phan Thi Thanh Tam, wife of President Vo Van Thuong and Professor Peng Liyuan, wife of General Secretary and President of China Xi Jinping had an exchange with students of Hanoi National University.

 

During the visit, Standing member of the Secretariat Truong Thi Mai held talks with member of the Politburo Standing Committee, Secretary of the Secretariat, and Director of the Central Office of the Communist Party of China Cai Qi.

 

The State visit to Vietnam by General Secretary and President of China Xi Jinping, his wife and a high-ranking delegation of the Chinese Party and State is the first visit by the top leader of the Chinese Party and State to Vietnam after the 20th National Congress of the Communist Party of China, exactly one year after the historic visit to China by General Secretary Nguyen Phu Trong (October 2022).

 

The visit takes place at the time of the 15th anniversary of the establishment of the Comprehensive Strategic Cooperative Partnership between Vietnam and China. This is a new historical milestone in Vietnam-China relations.

 

The two sides issued a joint statement of the Socialist Republic of Vietnam and the People's Republic of China on continuing to deepen and elevate the Comprehensive Strategic Cooperative Partnership and building a Vietnam-China Community of Shared Future of strategic significance.

 

15 years since the two countries established the Comprehensive Strategic Partnership in 2008, cooperation in all fields has achieved positive and comprehensive progress.

 

Entering the new era, Vietnam - China relations have continuously expanded and deepened, especially after the closing of the 20th National Congress of the Communist Party of China, General Secretary and President Xi Jinping invited General Secretary Nguyen Phu Trong to make a historic visit to China, promoting Vietnam - China relations to new heights.

 

Looking to the future, China emphasized its persistent policy of friendship with Vietnam, considering Vietnam a priority in neighborly diplomacy.

 

The Vietnamese side affirmed that it always considers the Vietnam-China relationship a top priority in Vietnam's foreign policy of independence, self-reliance, multilateralization and diversification. This is the strategic choice of both sides.

 

The two sides emphasized and firmly supported the two Parties, two countries and two peoples to persistently pursue strategic autonomy and autonomously choose development paths suitable to their respective countries' situations; persistently and properly handle and actively resolve disagreements through peaceful means on the basis of mutual understanding, mutual respect, and in accordance with international law, maintain the good development momentum of Vietnam-China relations, and make more positive contributions to peace, stability and development in the region and the world.

 

The two sides agreed that the State visit to Vietnam by General Secretary and President of China Xi Jinping was a great success, marking an important milestone in the history of relations between the two Parties and countries, contributing significantly to promoting the traditional friendship between Vietnam and China, elevating Vietnam-China relations in the new era, and promoting peace, stability and development in the region and the world.
