Youth union members and young people guide citizens in using online public services at the Provincial Public Administration Service Center.
Less than a week after the "Digital Literacy Movement" was launched, the Standing Committee of the Provincial Women's Union organized a thematic meeting to respond to the movement. At the meeting, 150 women's union officials at all levels listened to the Provincial Women's Union leaders inform them about the Central Committee's implementation plan, emphasizing the movement's contents such as: Propagating and disseminating information to create a strong shift in the awareness and actions of Party committees, government organizations, mass organizations, officials, Party members, and the people regarding digital transformation and the popularization of digital skills for the people in the national digital transformation process; Building mechanisms and policies, removing bottlenecks and institutional barriers to support and accelerate the digital transformation process, and popularizing digital skills among the people... According to the representative of the Provincial Women's Union, this is the first step for each female cadre and member to correctly understand the "Digital Literacy Movement," thereby clearly defining the role of the women's union in implementing the movement; establishing "Digital Literacy Movement" groups with women as the core, implementing the "Digital Family" model, "Each Woman - A Digital Identity," contributing to spreading the spirit of self-learning, self-improvement of digital knowledge and skills, transforming the process of learning, training, improving and applying digital knowledge into a self-driven need of each citizen.
As a vanguard force on all fronts, youth union branches at all levels in the province have been organizing numerous activities to extensively implement the "Digital Literacy Movement," contributing to eradicating digital illiteracy among the people. Evidence shows that, immediately after the movement was launched, young people throughout the province established 423 "Digital Literacy Teams." The key members of these teams are cadres and union members with expertise in technology and digital transformation, capable of guiding and supporting people in accessing, using, and applying digital technology to their lives, work, production, and business. Statistics show that, with the active participation of youth union branches at all levels in the province and flexible, creative approaches in responding to the "Digital Literacy Movement," approximately 1.6 million people in the province have been informed and guided to activate level 1 identity verification accounts. Over 73% of young people have access to digital skills enhancement activities; 65% of young people use online public services; and over 81% of young people use electronic payment accounts...
As a leading training, scientific research, and technology transfer center in the province, Hong Duc University has proactively developed a plan to respond to the "Digital Literacy Movement." The university focuses on organizing training activities to enhance digital knowledge and skills for staff, lecturers, and students; promoting the role of young intellectuals and student volunteers in supporting people's access to digital technology; and simultaneously implementing research projects and application products to serve digital transformation in the locality. According to Associate Professor, Dr. Dau Ba Thin, Vice Rector of Hong Duc University, the "Digital Literacy Movement" is not only an important political task but also carries profound humanitarian significance, contributing to raising public awareness, narrowing the digital divide, and aiming towards building a comprehensive and sustainable digital society. With a spirit of solidarity, responsibility, and high determination, the school will work alongside Thanh Hoa province to effectively implement the movement, strongly spreading the spirit of lifelong learning and innovation, contributing to realizing the goal of building a prosperous and strong Thanh Hoa province in the digital age.
Currently, the "Digital Literacy Movement" has been widely launched throughout the province with the goal of achieving 100% of officials, civil servants, and public sector employees understanding digital transformation, possessing digital knowledge and skills, and effectively using digital platforms and services for their work by 2026. 100% of primary school students will be equipped with digital knowledge and skills for learning, research, and creativity, recognizing risks, and having the skills to ensure safety in the digital environment. 100% of adults will have basic knowledge of digital transformation, digital skills, and be able to use smart devices effectively to access information, utilize essential digital platforms and services, and participate safely in the digital environment. 80% of adults will be certified as having achieved universal knowledge of digital transformation and digital skills on the VNelD platform...
To realize this goal, the task is for Party committees and governments at all levels, especially their leaders, to take the lead in enhancing digital capabilities and promoting digital transformation in their agencies, localities, and units. This should be considered a key task, linked to administrative reform and socio-economic development; creating conditions for people to access digital skills, services, and platforms, with people and businesses at the center and driving force of digital transformation. Every official and Party member must be a pioneer and role model in implementing the movement, contributing to spreading the spirit of self-learning and self-improvement of digital knowledge and skills, transforming the process of learning, training, improving, and applying digital knowledge into a self-driven need for each citizen. In particular, every citizen must be a wise participant in accessing the "Popular Education Movement" to work together with Party committees and authorities to build upon the historical lessons of the "Popular Education Movement" launched by President Ho Chi Minh 80 years ago, striving to build a society that is not only rich in knowledge but also rich in technological strength, ready for integration and development.
