Agriculture is the mainstay of the economy.
One of the clearest signs of General Secretary Nguyen Phu Trong's concern for agriculture , farmers, and rural areas is the signing and promulgation of Resolution No. 19-NQ/TW dated June 16, 2022 of the 5th Conference of the 13th Party Central Committee on agriculture , farmers, and rural areas to 2030, with a vision to 2045.
In Resolution 19-NQ/TW signed by General Secretary Nguyen Phu Trong, for the first time, our Party identified agriculture as a national advantage, a pillar of the economy. The clear viewpoint is to develop agriculture effectively, sustainably, integrating multiple values towards increasing added value and competitiveness, associated with promoting the development of post-harvest processing and preservation industry and developing agricultural product markets; ensuring food safety, national food security, protecting the ecological environment; encouraging the development of green, organic, and circular agriculture.
Resolution No. 19-NQ/TW also determined to strongly shift the mindset from agricultural production to agricultural economic development associated with market demand. Promoting the advantages of regions, areas, and localities, organizing agricultural production and business according to the value chain, based on the foundation of science - technology and innovation. Along with the viewpoint of agricultural development are tasks and solutions to develop effective and sustainable agriculture in an ecological direction, applying advanced science - technology, improving quality and added value.
Restructuring agriculture substantially and effectively, exploiting and promoting the advantages of tropical agriculture, the potential and advantages of each region, area and locality are also important issues mentioned in Resolution No. 19-NQ/TW. Along with that, it is necessary to promote land accumulation and concentration; develop agriculture in the direction of modernity, specialized, concentrated and large-scale commodity cultivation; closely link agriculture with industry, services, production with preservation, processing and consumption of agricultural products.
Reorganize production, strongly develop farm economy, cooperative economy, focusing on cooperatives and agricultural enterprises; promote linkages and cooperation along the value chain, increase added value. Synchronously and effectively develop specialized technical systems in veterinary medicine, plant and animal protection and quarantine, and food safety management. At the same time, build safe and quality food supply chains...
Farmers are at the heart of the development process.
Coming from a poor farming family, General Secretary Nguyen Phu Trong understands and has special affection for the country's farmers. On December 26, 2023, at the 8th Congress of the Vietnam Farmers' Union (term 2023 - 2028), General Secretary Nguyen Phu Trong gave a very profound speech, expressing his hopes for the farming class.
Resolution No. 19-NQ/TW of the 13th Party Central Committee sets the target that by 2030, the agricultural sector's GDP growth rate will strive to reach an average of about 3%/year; increasing agricultural labor productivity by an average of 5.5 - 6%/year.
Quoting President Ho Chi Minh who once said: “If our farmers are rich, our country will be rich. If our agriculture is prosperous, our country will be prosperous”, General Secretary Nguyen Phu Trong emphasized: His ideology is the red thread that runs through, and has been thoroughly grasped and creatively applied by our Party throughout the process of leading the revolution in our country.
According to General Secretary Nguyen Phu Trong, currently, our Party and State have identified: agriculture as a national advantage, a pillar of the economy; farmers and rural areas have a strategic position in the cause of industrialization, modernization, construction and protection of the Fatherland, are the basis and important force for socio-economic development, maintaining political stability, ensuring security and national defense; preserving and promoting national cultural identity and protecting the country's ecological environment.
The Party and the State have issued many policies to promote the development of agriculture, farmers and rural areas. Linking the building of the peasant class with the development of agriculture and the process of industrialization and urbanization of rural areas, creating conditions for rural residents to become urban residents without leading to large-scale migration; at the same time, identifying farmers as the subject and center of the agricultural development process; rural economy associated with the construction of new rural areas.
The question is, in the current context, what are the advantages and disadvantages of developing ecological agriculture? What changes do farmers need in their thinking and actions to truly be the subject and center of the process of agricultural development, rural economy associated with new rural construction?
The countryside must be a livable place.
Through his speeches at the 8th Congress of the Vietnam Farmers' Union, General Secretary Nguyen Phu Trong always wondered: how to develop the countryside into a modern, prosperous, happy, democratic, civilized one, with a green, clean, beautiful environment, a healthy, rich cultural life, imbued with national identity, political security, order, and social safety guaranteed and truly become livable countrysides, so that every person far from home yearns and wishes to return home?
“Is that picture of ecological agriculture, modern countryside, and civilized farmers really perfect? And the answer to the question of how to make it a reality requires determination, consensus, and the participation of the entire political system and society…” – General Secretary Nguyen Phu Trong affirmed.
In Resolution 19-NQ/TW signed and issued by General Secretary Nguyen Phu Trong, our Party also clearly defined its viewpoint: Building a modern, prosperous, happy, democratic, and civilized countryside; with synchronous economic and social infrastructure; a green, clean, and beautiful environment; a healthy, rich cultural life imbued with national identity; political security, order, and social safety are ensured.
Agricultural and rural development must be associated with the space of tangible and intangible cultural heritage; protect the values of wet rice civilization and the noble national cultural identity. Rural socio-economic development planning needs to focus on the harmonious and synchronous development of agriculture, industry and services, associated with labor restructuring, creating livelihoods and local jobs, and increasing income for farmers and rural residents...
“Our Party has identified agriculture, farmers, and rural areas as three elements that are closely related, closely linked, and inseparable; and that play a very important role and position in the cause of innovation, building, and defending the Fatherland. We must do everything we can to do that well…” – General Secretary Nguyen Phu Trong advised.
