Si Pa Phin is a mountainous, border commune of Dien Bien province, with 20 villages with 2,046 households, 10,594 people, including 6 ethnic groups, of which Mong people account for 59.1%. The commune's infrastructure is still lacking, people's lives are still difficult. The whole commune has 700 poor households, accounting for more than 35%, 302 near-poor households, accounting for 15%. The estimated average income per capita in 2025 is 20.19 million VND/year. The intellectual level of the people is uneven, customs and practices are still backward. The political security situation, social order and safety in the commune are stable. Immediately after the new commune came into operation, the Party Committee, People's Council, and People's Committee promptly led and directed the implementation of good preparations for the establishment of the Si Pa Phin Commune Public Administration Service Center; arranged human resources and facilities for the center to soon come into operation. From July 1st to now, the center has received and smoothly resolved administrative procedures for the people; administrative procedures arising mainly in the fields of justice and civil status. In addition, the center also receives and directly explains to the people about personal documents when implementing the 2-level local government and other administrative records under the authority of the commune.
General Secretary To Lam acknowledged and highly appreciated the spirit of solidarity and responsibility of the collective of cadres and civil servants of Si Pa Phin commune in arranging and organizing the administrative apparatus, operating the Public Administration Service Center, performing tasks smoothly, not interrupting the reception and settlement of administrative procedures, promptly meeting the needs of the people.
However, the General Secretary said that this is only part of the work of the commune-level government under the new organizational model. The commune-level government needs to carry out its tasks well in order to quickly put the Party's guidelines and policies into practice, with the highest goal of improving people's lives.
The General Secretary said the working trip aimed to learn about the advantages and difficulties of operating the two-level local government model after a period of implementation; inspect the preparation work for party congresses at all levels towards the 14th National Party Congress and implement the Politburo's Conclusion on the policy of investing in building schools for border communes.
Orienting tasks for the coming time, the General Secretary emphasized that, in parallel with the task of ensuring national defense and security, the Party Committee and the communal government should focus on researching and proposing appropriate solutions to promote socio-economic development in the area; especially programs and plans on livestock and crop farming that bring higher economic value, contributing to effective and sustainable hunger eradication and poverty reduction.
It is necessary to focus on guiding people on production processes, supporting seeds, techniques and creating conditions for people to access capital. Along with that, the Party Committee and the government need to pay attention to supporting families in difficult circumstances, single-parent families; developing culture, society, improving people's spiritual life. Continue to review to plan and arrange the use of headquarters reasonably, prioritizing the use for educational and medical purposes. Pay attention to solving policies for cadres, ensuring peace of mind at work, and attachment to the base.

Emphasizing that cultural and educational development is a great concern of the Party and State, the General Secretary said that the Politburo advocates creating a breakthrough in educational development in the coming time, with special attention paid to mountainous provinces, remote and isolated areas; focusing on investing in building schools and ensuring accommodation and travel conditions for school-age children to attend school, study at each level according to their abilities, towards a brighter future.
The Politburo has agreed on the investment policy to build primary and secondary boarding schools in 248 land border communes. In the immediate future, 100 new schools will be built or renovated in 2025. These schools will be models for further implementation on a large scale. Si Pa Phin commune is the first place to implement this policy, striving to complete the project by the end of this year so that children will have a new place to study in the second semester of the 2025-2026 school year.
On the same afternoon, General Secretary To Lam and the delegation visited and presented gifts to the community of Tan Lap village, Si Pa Phin commune (Dien Bien). The community is mainly Thai ethnic group, accounting for 80%. The village has 136 households, 607 people, of which 32 are poor households, 10 are near-poor households. The economy of the village is mainly agricultural, people live mainly on labor, agricultural production such as growing upland rice, rice fields, raising livestock and poultry. People's lives are stable, there is community solidarity, mutual support in economic development.
General Secretary To Lam and the delegation visited and presented gifts to the family of Mr. Vang A Chao, born in 1929, in Nam Chim 1 village, Si Pa Phin commune (Dien Bien). Mr. Vang A Chao was a Dien Bien soldier. His family has 9 children, including 1 son who is a martyr. He and his family have always been an example of good implementation of the Party's policies and guidelines, the State's laws and policies, and the village's conventions and covenants.
