Delegates from Hanoi attended the event, including Politburo member, Secretary of the City Party Committee Bui Thi Minh Hoai - Secretary of the Party Committee of the Capital Command, Head of the Steering Committee for the implementation of the HN-24 exercise; Deputy Heads of the City Steering Committee for the exercise: Member of the Party Central Committee, Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen; Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan; Deputy Secretary of the City Party Committee Nguyen Van Phong; members of the Standing Committee of the City Party Committee, leaders of the Standing Committee of the City People's Council and People's Committee; the Capital Command, departments, branches, districts, towns, etc.
The Hanoi City Defense Area Exercise (KVPT) took place over 4.5 days, with 4 phases, 7 training issues, 22 contents, under the direction, guidance and monitoring of the Central Committees, ministries and branches; directly under the direction and direction of the HN-24 Exercise Steering Committee of the Ministry of National Defense. The participants in the exercise thoroughly grasped and effectively applied the legal regulations, leadership and direction documents of the Central Government, the Ministry of National Defense and the City.
This is a special exercise, large-scale, wide-ranging, with many participating forces, requiring high requirements, innovation in both the command and management methods of key cadres of the Capital's armed forces, departments, agencies, and organizations of the city. The exercise was very successful and ensured absolute safety.
In particular, the conferences took place on time, with the program and content determined, ensuring suitability and brevity; the comrades chairing the conferences were proactive, flexible and creative; the positions practiced good compliance with regulations, prepared content close to the functions and tasks of the industry in each situation and each stage; and worked urgently and seriously.
The content of the civil defense drill has new developments. Hanoi is the first locality in the country to organize drills after the Law on Civil Defense was issued. The Hanoi Capital Command has promoted its role as the standing agency of the city's Civil Defense Command, presiding over and coordinating with the City Police, the City's forces and the Ministry to mobilize more than 4,000 people and modern equipment to participate; practice drills according to the principles and order of steps, operate the mechanism; mobilize forces to handle situations according to the civil defense levels of the current law.
The content of the A2 situation handling exercise was chaired by the City Police. The participating military forces coordinated closely and performed well in the exercise, meeting the requirements.
For the content of the combat shooting practice, the Capital's armed forces coordinated closely with units of the Ministry of National Defense. The units seriously carried out their tasks according to the unified plan; correctly implemented tactical principles, knew how to flexibly utilize the terrain; orders and commands of commanders at all levels, acted urgently, accurately, promptly and decisively. The troops demonstrated their tactical awareness and technical level, knew how to coordinate closely between units, bravely, resolutely and boldly attacked the enemy on temporary defense, excellently completed the assigned tasks, ensuring absolute safety for people, weapons, equipment and facilities.
At the conference, delegates discussed and clarified the results, drew lessons learned, and proposed solutions to overcome existing limitations.
Speaking at the conference, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai affirmed that the Hanoi KVPT exercise in 2024 has raised awareness and responsibility for the tasks of national defense, security and protection of the Fatherland for the Party Committee, the government, the people and the armed forces of the capital. In particular, it has improved the leadership capacity of the Party Committee, the administration of the government, the advisory role of military agencies, the police and departments, branches, and organizations; the level of organization, command and coordination of the armed forces; continued to supplement, adjust, build and perfect combat plans, proactively handle situations that arise, avoid being passive or surprised, contributing to maintaining political stability, social order and safety in the city, creating a favorable environment to promote sustainable socio-economic development in the period of expanding global international cooperation; creating new positions and strengths for the capital in the process of integration and development.
With sincere thanks to the Central Military Commission, the Central Public Security Party Committee, departments, ministries, branches, central agencies, working groups, units under the Ministry of National Defense, and the Ministry of Public Security for standing side by side with Hanoi during the recent exercise, Secretary of the City Party Committee Bui Thi Minh Hoai also acknowledged and warmly commended the Party Committee, government, armed forces, departments, branches, organizations, and people of the city (in which the Capital Command and the City Police are the core), especially the organizations and individuals who were awarded for upholding the sense of responsibility, striving to excellently complete the assigned tasks, contributing to the success of the exercise.
At the conference, Secretary of the City Party Committee Bui Thi Minh Hoai directed a number of key tasks that need to be focused on to successfully implement the Party's guidelines and viewpoints on the two strategic tasks of "Building and defending the Fatherland", building a national defense foundation associated with a solid people's security posture, capable of protecting the capital in all situations.
In particular, the Secretary of the Hanoi Party Committee requested the entire political system of the city to continue to thoroughly grasp and implement military and defense viewpoints and guidelines in the spirit of the Resolution of the 13th National Party Congress, Resolution of the 8th Central Committee (term XI, term XIII) on "Strategy for protecting the Fatherland in the new situation"; Resolution No. 28-NQ/TW of the Politburo (term X) on "Continuing to build provinces and centrally-run cities into strong defense zones in the new situation"; strengthen leadership and direction of military and defense tasks, build defense zones, link socio-economic development with strengthening national defense and security, especially building a "solid people's position"; strive to successfully complete the socio-economic, defense and security targets set for the 2020-2025 term; Focus on building the Project for the 18th Hanoi Party Congress for the 2025-2030 term, with targets suitable to the potential, strengths, and special position of the heroic capital.
The Secretary of the City Party Committee requested that the Party Delegation of the City People's Council closely coordinate with the Party Committee of the City People's Committee, the Party Delegation of the Vietnam Fatherland Front, and all levels of the City government to strengthen supervision of activities and topics proposed in the 2021-2026 term; apply and maximize the outstanding mechanisms and policies of the Law on the Capital (amended), and resolve mechanisms and policies to promote socio-economic development, national defense and security in the 2020-2025 term and the coming time.
The Party Executive Committee of the City People's Committee proactively promotes the effectiveness of the implemented programs, plans and projects, gradually prepares and advises the City Party Committee to summarize at the end of the term, focusing on Programs 05 and 09, supplementing the draft report to be submitted to the 18th City Party Congress; develops programs and plans for the entire term to implement the Resolution of the Party Congresses at all levels, strives to effectively implement the Party's viewpoint: "Socio-economic development is the center, Party building is the key, cultural development is the spiritual foundation, ensuring national defense and security is a regular and important task".
Secretary of the Hanoi Party Committee Bui Thi Minh Hoai directed that the Party Committee of the Capital Command promote its core role in advising the City Party Committee and the City People's Committee in leading and directing military and defense tasks, building a solid Hanoi military zone, organizing the implementation of military strategy planning, overall planning of defense arrangement combined with socio-economic development, strengthening potentials in the military zone, focusing on improving the overall strength, capabilities, and combat strength of the armed forces; especially effectively handling situations that may occur in the future, always proactively completing assigned tasks excellently.
The City Police Party Committee proactively grasps the local situation, closely coordinates with the Capital High Command, Party committees and local authorities to maintain political security and social order and safety in all situations; protects political, cultural and diplomatic events in the area, ensures a safe life for the people of the Capital, and contributes to building a civilized, modern and cultural Capital.
With outstanding achievements contributing to the success of the Hanoi KVPT exercise in 2024, 66 collectives and 84 individuals received Certificates of Merit from the Ministry of National Defense, the Standing Committee of the City Party Committee and the Chairman of the Hanoi People's Committee.
