The Provincial Party Committee and the Provincial Party Committee Standing Committee have issued 03 decisions and 01 regulation on the management of organizational structure and staffing in the province's political system. As a result, 03 provincial-level agencies and equivalents have been reduced; 95 departments and equivalents have been reduced in provincial-level agencies and 01 district-level professional department; 230 leaders and managers have been reduced (excluding affiliated public service units); 90 public service units have been reduced, 253 departments and equivalents have been reduced, and 466 leaders and managers have been reduced.

From 2018-2024, 2,873 positions have been streamlined, including: 133 positions in the Party bloc, the Fatherland Front Committee and socio-political organizations (91 civil servants and 42 public employees); 2,740 positions in the local government bloc (274 civil servants; 2,466 public employees).

Administrative reform in the province has had many positive changes and achieved important results. The administrative reform index (PARINDEX) of Tuyen Quang province in 2023 reached 88.46% (ranked 16/63 provinces and cities), up 06 places compared to 2017; The satisfaction index of people and organizations with the service of state administrative agencies in 2023 (SIPAS) reached 82.83% (ranked 26/63 provinces and cities), up 27 places compared to 2017.

The arrangement of administrative units at district and commune levels was carried out systematically, closely, and in accordance with the practical situation of the locality (reducing 04 administrative units at commune level; reducing 227 cadres and civil servants; 895 non-professional workers at commune level); proactively implementing the arrangement of villages, hamlets, and residential groups to meet requirements (reducing 365 villages and residential groups); reducing 5,287 non-professional workers.

Project on streamlining the organizational structure of the political system of Tuyen Quang province:

The Provincial Party Executive Committee plans to carry out the following arrangement:

For Party committees and Party organizations directly under the Provincial Party Committee: End the activities of Party delegations, Party executive committees at the provincial level and the Party Committee of the Provincial Agencies and Enterprises Bloc to establish 02 Party Committees directly under the Provincial Party Committee, which are the Party Committee of Party agencies, unions, People's Councils, and Justice of Tuyen Quang province; and the Party Committee of the Government of Tuyen Quang province.

For the Provincial Fatherland Front Committee and socio-political organizations: Continue to review and rearrange the organizational structure within agencies and units; ensure the reduction rate of the number of internal focal points of agencies according to regulations of competent authorities. Reorganize the Provincial Federation of Labor in the direction of dissolving local and equivalent industry unions including: Health, education, civil servant unions; maintain the Provincial Industrial Park Union. Dissolve the Farmers' Support Center under the Provincial Farmers' Association; the Youth Volunteer Team under the Provincial Youth Union. Reorganize the Provincial Youth and Children's Culture, Sports and Physical Training Center under the Provincial Youth Union, as a public service unit with 100% autonomy in regular expenses.

For the government sector: Provincial level: Merge the Department of Planning and Investment and the Department of Finance into the Department of Economics and Finance. Merge the Department of Transport and the Department of Construction into the Department of Construction and Transport. Merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development into the Department of Agriculture and Environment. Merge the Department of Information and Communications and the Department of Science and Technology into the Department of Science, Technology and Communications. Merge the Department of Labor, War Invalids and Social Affairs and the Department of Home Affairs into the Department of Home Affairs and Labor. Adjust the functions, tasks, and organizational structure of some departments and branches after receiving tasks from other departments and branches.
