On May 10, at the Kremlin Palace, Moscow, General Secretary To Lam held talks with President Vladimir Putin.

Russian President Putin respectfully thanked General Secretary To Lam and his wife for attending the ceremony to celebrate the 80th anniversary of Victory Day in the Great Patriotic War and the Vietnam People's Army for sending forces to participate in the parade on Red Square on May 9.

With the Russia-Vietnam relationship having stood the test of time for 75 years, standing side by side not only during the war but also during the current period of peace , President Putin affirmed that General Secretary To Lam's visit is extremely meaningful, especially on the occasion of the two countries celebrating many important events.

Congratulating Russia on successfully and solemnly organizing the Victory Day celebration, General Secretary To Lam emphasized that this is a particularly important event, forever going down in human history. The Soviet Union and Russia have wholeheartedly supported Vietnam in the struggle for national independence and reunification in the past and in the construction and development of the country today.

General Secretary To Lam affirmed that President Putin is a great friend and close comrade of Vietnam.

The General Secretary expressed his gratitude for the warm welcome that the President and Russian leaders gave to the delegation, and congratulated Russia on its development achievements in recent times under the leadership of President Putin.

The General Secretary informed President Putin about the situation in Vietnam, in which Vietnam maintained political stability, economic growth, ensured people's lives; and urgently implemented the country's development goals to become a high-income country by 2045.

Vietnam-Russia need symbolic projects

The two sides were pleased with the positive development of the Vietnam-Russia Comprehensive Strategic Partnership in many fields, especially economic, trade, energy, education-training, science-technology and innovation cooperation.

General Secretary To Lam and President Putin acknowledged the results of the implementation of high-level agreements; highly appreciated the activities of the Vietnam-Russia Intergovernmental Committee in promoting bilateral relations, from politics to economics-trade, investment, energy, oil and gas, nuclear power, security, defense, culture, people-to-people exchange; and promoting cooperation between localities of the two countries.

General Secretary To Lam suggested that the two sides increase delegation exchanges at all levels and through all channels; promote economic-trade and investment cooperation; transport cooperation; promote e-commerce; and promote labor cooperation in the context of Russia's high demand. Vietnamese leaders hope that Russia will create conditions for Vietnamese postgraduates to participate in research in fields such as nuclear and fundamental physics.

Appreciating Russia's prestige and strengths in biology and pharmaceuticals, the General Secretary hoped that the two sides would cooperate in drug and vaccine research, especially soon opening a research and testing site for anti-cancer vaccines in Vietnam, aiming at technology transfer and production of drugs and vaccines in Vietnam.

The General Secretary supports the promotion and teaching of Russian in Vietnam and suggests that Russia promote Vietnamese language training, establish a Vietnamese cultural center in Russia; promote people-to-people exchanges; and suggest that Russia consider visa exemption for Vietnamese citizens, especially for short-term business trips, and increase e-visas.

The two sides support energy and oil and gas enterprises of the two countries to strengthen cooperation, expand investment and operate in each other's territories, in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982).

The two leaders agreed to create new, substantive and effective developments in the fields of science and technology, nuclear energy, biotechnology, semiconductor industry, digital infrastructure development and information; and agreed to promote the implementation of joint scientific research projects on the basis of agreements signed between the two countries.

In the fields of defense, security and military technology, the two sides agreed to further deepen cooperation, jointly respond to non-traditional security challenges, cyber security, and prevent high-tech crimes on the basis of international law and practice.

President Putin highly appreciated the Vietnamese community's increasingly important contributions to socio-economic development in Russia.

The General Secretary asked Russia to continue creating favorable conditions for the Vietnamese community to live, work and study to continue contributing to the development of Russia as well as the relationship between the two peoples.

The two leaders also discussed international and regional issues of mutual concern; emphasized the respect for the fundamental principles of the United Nations Charter and international law, including the 1982 UNCLOS.

Vietnam and the Russian Federation issued a Joint Statement on major orientations of the Vietnam-Russia Comprehensive Strategic Partnership in the new phase of cooperation, highly appreciating the important achievements of the bilateral relationship.

The two sides affirmed the principles and set out major orientations to promote and strengthen cooperation, develop the traditional friendship and comprehensive strategic partnership between Vietnam and the Russian Federation, for the long-term interests of the people of the two countries, for peace, security and sustainable development in the region and the world...
