Opinions expressed at the Congress focused on objectively and comprehensively assessing the patriotic emulation movement and reward work in the recent period; sharing good experiences, creative ways of doing things, and pointing out outstanding results and limitations and difficulties that need to be overcome.
The Congress also agreed that the patriotic emulation movement of the National Assembly Office over the past 5 years has had many innovations, increasingly going into depth and closely linked to the political tasks of each department, division and unit; the practical content and rich forms have contributed to improving the quality of consulting and serving the activities of the National Assembly, the National Assembly Standing Committee and the National Assembly agencies.
From the emulation movements, many typical and advanced collectives and individuals have been discovered, nurtured and honored. Many effective initiatives and models have been replicated, contributing to building the image of the National Assembly Office as united, disciplined and professional.
The success of the Congress is not only a milestone in the conclusion of a period of emulation but also an important initial step for the entire agency to deploy the patriotic emulation movement for the period 2025 - 2030 in a more synchronous, substantive and effective manner. Based on the reports, discussions and opinions, the Congress agreed on the direction, goals, tasks and solutions to continue to innovate and improve the quality of emulation and rewards in the coming period.
In order for the emulation movement to truly become a driving force for innovation, improving the quality of consulting and service, on behalf of the leaders of the National Assembly Office and the Emulation and Reward Council of the National Assembly Office, I launched the emulation movement for the period 2025 - 2030 with the theme: "Promoting the strength of solidarity, enhancing innovation, competing to promote digital transformation, determined to overcome all difficulties and challenges, striving to successfully complete all political tasks for the period 2025 - 2030". In which, focusing on some main contents.
Firstly , continue to thoroughly grasp President Ho Chi Minh 's thoughts on patriotic emulation, turning the emulation spirit into concrete actions in each daily task. Each movement and each emulation target must be closely linked to the core tasks of each unit, especially those units with high requirements, tasks that need progress, and have a direct impact on the activities of the National Assembly, the National Assembly Standing Committee and the National Assembly's agencies.
Second , proactively discover, build, foster and replicate new models, good practices, and effective initiatives from the grassroots. Units need to effectively summarize and summarize movements, promptly draw lessons, perfect evaluation mechanisms and criteria, and ensure that emulation and reward work is truly based on results and actual levels of contribution; praise the right people, for the right work, at the right time, and resolutely overcome formalities and achievements.
Third , strengthen the exemplary responsibility of the Party Committee and unit leaders as the leaders in emulation movements. Along with building a united, disciplined and professional working environment, it is necessary to attach importance to inspection and supervision work, promptly detect difficulties and obstacles to resolve them. At the same time, propose to perfect mechanisms and policies related to emulation and rewards in accordance with new requirements; encourage innovation, creativity, daring to think, daring to do, daring to take responsibility for the common good.
Fourth , promote propaganda work, set examples, regularly introduce and spread examples of good people, good deeds, exemplary groups and individuals, initiatives and effective solutions throughout the agency. Strengthen the application of information technology and internal media so that the emulation movement is truly present and vivid in public life. Thereby, each cadre, civil servant, public employee and worker clearly sees their role, responsibility and pride when participating in the movement.
Fifth , ensure that all political tasks of the agency are linked to emulation requirements. Each program and work plan of the unit must clearly define the goals, targets, and emulation criteria. Each advisory and service product must demonstrate the spirit of innovation, quality, and efficiency. Emulation must become a direct driving force to promote the improvement of advisory quality to serve legislative activities, supervision, and decision-making on important issues of the country; promote digital transformation, administrative reform to build a modern, professional National Assembly Office, meeting development requirements in the coming period.
The 5th National Assembly Office Patriotic Emulation Congress has completed the proposed contents, clearly demonstrating the political determination and high consensus of the entire agency in continuing to innovate emulation and reward work, strongly arousing the sense of responsibility, will to strive, and aspiration to contribute of the team of cadres, civil servants, public employees and workers.
With a new competitive spirit, new determination, new confidence, I believe that the collective leadership, cadres, civil servants, public employees, and workers of the Office of the National Assembly will continue to strive, work together, and unite to successfully carry out the patriotic emulation movement for the period 2025 - 2030, building an Office of the National Assembly that is increasingly united, disciplined, innovative, creative, professional, and modern.
