
Perspective of Phu Quoc International Airport after expansion
The agreement was signed following the Prime Minister 's conclusion in Notice No. 625/TB-VPCP dated November 17, 2025 and instructions at the meeting chaired by the Prime Minister on November 14 to remove all obstacles regarding assets and land to speed up the progress of the airport expansion project, serving the APEC Summit 2027.
Transfer all existing assets at Phu Quoc airport in their original condition
According to the agreement, ACV will transfer all existing assets at Phu Quoc airport in their original condition, including runways, taxiways, service roads, security and emergency facilities, flight operations equipment systems and related infrastructure items.
An Giang Provincial People's Committee plays the role of coordinating agency, receiving assets from ACV and immediately transferring them to SAC according to a special mechanism guided by the Ministry of Finance specifically for the project to ensure quick procedures and not interrupt airport operations.
After receiving the assets, SAC is responsible for supporting the entire remaining value of the assets according to the appraisal results provided by ACV.
The process is carried out in 3 steps: ACV sends a document confirming the asset value; the Provincial People's Committee transfers the request to SAC within 3 days; SAC completes financial support for ACV within 10 days.
Legal, technical, maintenance and documentation documents related to assets at Phu Quoc airport will also be fully handed over by ACV to SAC within 10 days.

Sun PhuQuoc Airways took off its first commercial flight on November 1.
Flight operations are still guaranteed to operate continuously.
During the transition period, flight operations at Phu Quoc airport will still be operated by ACV to ensure continuity and absolute safety. Only when SAC has completed the full receipt of assets and meets the requirements according to specialized regulations, will the port exploitation rights be completely transferred.
The signing of this agreement is a key legal step for the Phu Quoc International Airport expansion project to enter the actual construction phase.
Previously, on June 19, the People's Committee of Kien Giang province assigned SAC to be the investor of the airport expansion project with a scale of 1,050 hectares, ICAO 4E standards and the goal of increasing capacity to 20 million passengers/year. This is one of five projects that have achieved and exceeded progress out of a total of 21 priority projects preparing for APEC 2027.
After completing the handover, SAC and relevant agencies will urgently deploy key items, including terminal T2, new runway, expanded apron and auxiliary systems, in accordance with the Government's direction at the meeting on November 14.
The agreement not only completes the legal responsibilities between ACV, An Giang Provincial People's Committee and SAC, but also paves the way for accelerating the progress of airport infrastructure - an important driving force for Phu Quoc to improve its capacity to welcome international visitors, prepare for APEC 2027 and develop into a competitive tourism and service center in the region.
